SummaryDrug-related arrests in Douglas County were higher per capita than the Oregon and HIDTA county averages between 2006 and 2013. The largest proportion of arrests reported in the county in 2013 was for methamphetamine, followed by marijuana, heroin and cocaine. The latest data available for the county shows that deaths related to heroin use rose from zero (2004 – 2009) to a high of three (3) deaths in 2011 and 2012, while methamphetamine fatalities dropped from five (5) in 2010 to two (2) in 2012. In 2012, treatment admissions were highest in Douglas County for marijuana, followed by methamphetamine, controlled prescription drugs, heroin and cocaine.

The number of indoor marijuana plants reported seized in Douglas County declined nearly 50 percent from 2008 (696) to 2013 (363). The number of outdoor marijuana plants seized in the county grew over twofold from 2008 (9,885) to 2009 (21,874), but dropped to 3,635 plants in 2013. The number of medical marijuana cardholders in Douglas County grew over twofold between April 2006 (884) and October 2013 (2,281), exceeding per capita averages for the HIDTA region and Oregon in 2006 and 2013. Between 2006 and 2013, Douglas County reported seven methamphetamine laboratory seizures, one hash oil lab, and one DMT lab.

The number of methamphetamine arrests in Douglas County rose more than threefold between 2008 and 2013. Arrests for marijuana remained fairly level between 2008 and 2012, dropping 29 percent between 2012 and 2013. Heroin arrests rose nearly fivefold between 2010 and 2013, while arrests related to cocaine dropped to zero in 2013.

Admissions for marijuana treatment remained highest in the county between 2007 and 2012, followed by methamphetamine, controlled prescription drugs, heroin and cocaine. While treatment admissions for marijuana, controlled prescription drugs and cocaine dropped between 2010 and 2012, admissions for methamphetamine and heroin rose during the same period.
