ThestrategicplanofOregonStateUniversityLibrariesandPressarticulateshowwewillmakeessentialcontributionstoOregonStateUniversity’sdrivetobeatoptenlandgrantinstitution.AsOSUadvancestowarditsgoal,theUniversitywillpursueseveralstrategicinitiativesheldincommonwithitsaspirationalpeers:
enhancethequalityoftheteachingandlearningenvironmentsograduatescanhelpsolvethedynamicissuesfacingtheworldtodayandtomorrow;
increaseachievementsinresearch,scholarship,andcreativeexpression;and pursueglobalvisibilitytoenhanceOSU’Sinternationalreputationwhile
reachingoutandengagingwiththecitizensofthestateandbeyond.
Theagility,resourcefulness,andpioneeringspiritoftheOSULibrariesandPresshavepreparedustobeanintegralpartoftheUniversity’sachievementoftheseinitiatives.Weexpecttobuilduponourpastachievements‐‐boldsuccessesatmigratinglibraryresourcesaggressivelytoelectronicformats,establishingourselvesastheprincipalcontentproviderforOSUfacultyandstudents,andleadingourpeersinthepursuitofdigitallibraryinitiatives.TheOSUValleyLibraryisalreadyrecognizedasamajordestinationfortheOSUCorvalliscommunity,especiallyundergraduatestudents.WehavebeenastrongpartnerinmovingtheUniversity’steachingmissionforwardwhilewepursuedinnovativedirectionsinourowninstructionprogram.OurdigitalpublishingandcurationactivitieshaveexpandedaccesstotheUniversity’sintellectualoutput,Oregon’smulticulturalhistory,anduniqueresourcesinthehistoryofscience.TheLibrariesandPresshavecreatedandpromotedscholarshipaboutthehistory,culture,andnaturalresourcesofthestateofOregonandthePacificNorthwest.WhileOSULibrariesandPresshavebeenbold,thisstrategicplancallsuponustobebolder.Thisfive‐yearplanestablishesfourbroadgoalsfortheLibrariesandPresstoundertakeinoursupportoftheUniversity’sstrategicgoals.AchievingthesefourgoalswillpositionOSULibrariesandPressasamodelforotherresearchlibrariesandpressestoemulate:
WewillheightenthelearningexperienceofOSUstudentsthroughthetransformationofourphysicalandvirtualspaces.Toaccomplishthistransformationwewillintegrateandpromoteourcontentintheenvironmentswhereuserswork,interact,andseekleisure.

WewilladdressthecriticalneedtopromoteOSU”sscholarlyandresearch
accomplishmentstothecitizensofOregonaswellasthelargerscholarlycommunity.Wewillaccomplishthisthroughthedevelopmentofinnovativeservicesandtoolsaswellasbestpractices.Theseeffortswillassistscholarsastheycreate,display,discover,use,preserve,andcommunicateknowledge,information,anddata.Throughthelibraryfaculty’sfocusedresearchagenda,wewillplayasignificantroleinadvancingthescholarshipoflibraryandinformationscience.
Wewillcontinuetouseinputgatheredthroughourstakeholders’active
participationinthisplan’sdevelopmenttoguideus.ByactivelyengagingwithOSUstudents,faculty,andsupporterswewillensurethatourstrategicdirectionsmatchtheirevolvingneedsandexpectations.Wewillassessourperformanceregularlytodemonstratethevalueofourservices,collections,andpersonnel.
ThefuturepromisesbothanexcitingandachallengingtimeforresearchlibrariesanduniversitypresseslikeOSULibrariesandPress.Meetingthechallengesofthefuturecallsuponthestrategicdeploymentofresources,themostimportantbeingfocusedplacementanddevelopmentofthestaffandfacultyofOSULibrariesandPress.ItalsorequiresthecultivationandstewardshipofnewandongoingsupportersanddonorswhoshareourvisionfortheLibrariesandPress.Mostimportantly,oursuccessdemandsongoingengagementandcommunicationwiththeOSUcampus.Thisaudaciousstrategicplanfor2012‐17representstheinitialstepinreachingthepromiseofthatengagement.Iencourageyoutojoinusintheplan’slaunchandpartnerwithustoreachitssuccessfulimplementation.FayeA.ChadwellDonaldandDelphaCampbellUniversityLibrarianandOSUPressDirector

EXECUTIVESUMMARY
ThedevelopmentoftheOSULibrariesandPressStrategicPlancomesatatimeofextraordinarytransformationforacademiclibrariesanduniversitypresses.Wefacefundamentalchangesinhighereducation,informationtechnology,studentandfacultydemographics,andscholarlycommunication.Evolvingapproachestoteachingandlearningarereshapingthewayweapproachthedesignofspaceinourfacilities.Theseapproachesrequire—andstudentsexpect—theabilitytoexplore,examine,andstudycollaboratively.Weareinthemidstofarevolutionthatisalteringhowinformationcanbeaccessedandlinkedtogether.ResearchersarelookingtoOSULibrariesandPresstotaketheleadinmovingthecampusforwardintoanewworldofopenscience,opendata,andopenpublications.Innovativecoursedeliveryoptions,OpenAccesspublishing,newconsumertechnologyproducts,availabilityofcontentoutsidetraditionallibraryboundaries,anddatamanagementmandatesbygrantfundingagenciesalsodemandshiftsinthewaylibraries,presses,anduniversitiesfunction.Forthosereasons,theOSULibrariesandPressStrategicPlanestablishesanambitiouspaceoverthenextfiveyears.Atthecore,weremaincommittedtoflexibility,innovationandresourcefulness.Inaddition,wewillmeasurethequalityofourprogramsandservicesfocusingonourimpactonstudentlearningandengagement,andfacultyproductivity.WeenvisionbeingatthecenterofintellectualengagementandscholarshipatOSU,whilehelpingtheUniversityachieveitsgoalofbecomingatoptenlandgrantinstitution.Alwaysaforward‐thinkingorganization,OSULibrariesandPresswillshapeourfuturearoundourstrengthsandvalues.Wewillembraceourreputationforexperimentation,builduponouressentialservicesandprograms,andmaintainastronguser‐centeredorientation.Ourplanrecognizestheengineofoursuccess:ourworld‐classfacultyandstaff,andthesignificantroletheywillplayinshapingourfuture.Infocusgroupsandconversations,ourcampusandcommunitystakeholderstoldusthattheyrecognizeandappreciateourcoresuccesses:
acquiring,organizing,andpreservinglibraryresourcesthatsupportresearchandinstruction;
teachingstudentstofindaswellasevaluateinformation; contributingtothedevelopmentofnewknowledge,especiallyknowledge
focusedonthePacificNorthwest;and developingprogramsandservicesthatimpactnotonlythecampus,butalso
thestateofOregonandbeyond.

Ourstakeholdersalsochallengedustocreateinspiredspacesforlearningandengagement,offereasy‐to‐finddigitalresources,andprovideexpertguidanceindatamanagementandnewpublishingmodels.TheymadeitclearthattheOSULibrariesandPresscanalwaysimprovehowwetellourstory,promoteourresourcesandservices,andexpanduponthesupportwereceivefromlibraryandpresssupporters.WemustalsochallengeourselvestodemonstrateoursuccessatadvancingtheUniversity’sambitionsasarticulatedinitsstrategicinitiativesto:
createsignatureprogramsthatadvancethescienceofsustainableearthecosystems,improvehumanhealthandwellness,andpromoteeconomicgrowthandsocialprogress;
provideanexcellentteachingandlearningenvironment,andachievestudentaccess,persistence,andsuccessthroughgraduation;and
substantiallyincreaserevenuesresultingfromprivatefundraising,partnerships,researchgrants,andtechnologytransfers.
TheOSULibrariesandPresslistenedtostakeholdersandacknowledgedthechallenges.Byenactingthisstrategicplan,weseektofurtheralignourselveswiththeUniversity’sstrategicinitiatives.However,wemustremainagileenoughtorespondtonewuniversityinitiativesthatwillemergeoverthenextfiveyears.Weintendtodiscoverinnovativesolutionstothemajorregional,national,andglobaltrendsfacingOregonStateUniversityandthestateofOregon.Ourplanalsoaddressestheprincipalstrategicissuesfacingthelibraryandpresscommunityasawhole.Itacknowledgestheimportantareaswherewemustgrowasanorganizationintermsofresources,staffexpertise,andcollaboration.Inthenextfiveyears,OSULibrariesandPresswilldirecteffortsacrossfourkeyareas:
1. Wewillsupportanexceptionallearningandresearchenvironmentinourphysicalandvirtualspaces.ThisenvironmentwillenableresearchandlearningtothriveatOSUasstudentsandfacultymeettodiscovercontent,exchangeideas,andbuildcommunity.
2. WewilldevelopadistinctivelibrarylearningandengagementprogramthataddsvaluetoanOSUstudent’seducationalexperience.Ourlearningandengagementprogramwilloptimizestudentlearningandsuccess.

Notonlywillweadvancethecreationanddisseminationofknowledgethroughourowncontributionstoscholarshipandpublishing,wewillleadchangesintheglobalscholarlyenvironmentthroughinnovationandadvocacy.Ourresourceswillbegloballyaccessibleandresponsiblymanaged.Wewillbecriticaltothesuccessofresearchers,whethertheyarefaculty,graduate,orundergraduatestudents.

AsOSULibrariesandPressmoveforward,weareexpandingthedefinitionofdiscoverytoincludehighlightinglocalcollections,morecloselyintegratinginterlibraryloanandacquisitionsprocesses,providingcomprehensivedatadiscoveryservices,andofferingamoreholisticsearchthatcanreturncontextualanswerstoawiderangeofquestionsaboutOSULibrariesandPressresources.

Inahighlycompetitivefundingenvironment,researchersmusthavetimelyaccesstoinformationtocompeteforresearchandgrantfunding.Thelibraryhastorespondtotheirneedsinawaythatmakeseffectiveuseofourservicesandresourcesthroughouttheresearch,writing,publishing,andpreservationprocesses.Researcherswilluseourexpertisetoaddresschangesinthegrantapplicationprocess.TechnologyLandscape
Complexitieswithsupportingmultipleplatformsforpatroninteraction,mobiledevices,e‐books,andmovementfromprinttodigitalresourcesallofferuniquestaffingandfundingchallengesthatlibrariesmustmeettoremainviable.Asmorestudentsuselibrariesvirtually,OSULibrariesandPressmustdevelopandsustaineffectiveserviceandresourcedeliverysystems.EvolvingStudentDemographics

OSULibrariesandPresshavetakenaleadershiproleineducatingtheUniversitycommunityaboutOpenAccessissues.Inthelongterm,thegrowthofOpenAccesswillaffectthecostsofprovidingresearcherswithaccesstowhattheyneed.

DemandsonSpace
Evolvingmodelsofteaching,learning,andresearchrequireflexiblespacesandourusers’successdependsonaccessandavailabilityofthesespaces.AstheOregonStateUniversitypopulationgrows,morespaceandresourceswillbeneededforindividualandgroupworkwithintheValley,GuinandOSU‐Cascadeslibraries.Continuingtomovefromprinttodigitalresourceswillopenupphysicalspacetoaccommodateincreasedemphasisoncollaborativelearning.NeedforDiversifiedFunding

TheOSULibrariesandPressStrategicPlanningCommitteebeganworkingwithconsultantTomDowlinginMay2012.TheStrategicPlanningCommitteewaschargedwithcreatingaplanthatwouldarticulateOSULibrariesandPress’strategicdirectionforthenextfiveyears.Thegroup’smajorobjectivesweretoidentifystrategicissuesandenvironmentalfactorsthatwillimpactresearchlibrariesanduniversitypresses,solicitfeedbackfromadiversegroupofstakeholders,developandembedmeasuresofsuccessforgoalsandstrategies,andalignourstrategieswiththestrategicinitiativesofOregonStateUniversity.OurgoalwastodevelopaplanthatsethighaspirationsforhowOSULibrariesandPresswouldaddressourstrategicissuesaswellassupportOregonStateUniversity’sgoaltobecomeatoptenlandgrantuniversity.

OSULibrariesandPress’greatestresourceisitsemployees.Thisincludesfull‐andpart‐timefacultyandstaff,studentworkers,interns,andgrant‐fundedstaffwhowillbecalledupontocommittheircreativity,energy,andexpertisetosuccessfullylaunchandimplementnewstrategicinitiatives.InAugust2012,thisearlydraftwasvettedinanopenmeetinginvitingOSULibrariesandPressfaculty,staff,andstudentworkerstointeractwithcommitteemembers,posequestionsaboutthedraft’scomponents,andprovidecomments.Thedraftoftheplanwasalsoavailableonlineforallpersonneltoreviewandprovidecommentsandsuggestions.
UsingthiscriticalfeedbackfromOSULibrariesandPressfacultyandstaff,thewritingteamsrevisedtheplanagaininpreparationforexternalreviewsscheduledinSeptemberandOctober2012.Stakeholdergroupsrepresentingfacultyleaders,universityadministrators,anddonors,aswellasgraduateandundergraduatestudentsparticipatedinmultiplereviewsessionsledbypairsofcommitteemembers.Thefocusofthesesessionswastoclarifymission,visionandvalues,prioritizeissuesandchallenges,andseekfurtherinsightaboutgoals,strategies,andactionsaswellasassessmentmeasures.ThecommitteeincorporatedinputfromthesegroupstofinalizethestrategicplaninNovember2012.
Overall,theOSULibrariesandPressstrategicplanningprocessdemonstratedthecommittee’scommitmenttocollaboration,reflection,andanalysisandopenengagementwithmultiplecommunities.Theprocessstrengthenedpartnershipswithinourorganizationandacrosscampus.Subsequentdraftsimprovedonthepreviousiterationasthecommitteefocusedourresourcesonfourmajorgoalsandoutlinedwaystoassesstheachievementofourobjectives.Thefinalplanreflectsthecommittee’ssuccessfulefforttoestablishadynamicdirectionforOSULibrariesandPressoverthenextfiveyears.
