Provide professional suggestions and comments for the
network development in a quantitative assessment way.
The significance of quantization lies in the network
performance index comparison between several local networks
or the network performance index improvement comparisonbefore and after the optimization. It also provides a visual and
objective assessment for the service level and service
capability of the entire network. It is a macro assessment,
which considers the traffic statistics, CQT and DT in a city. A
quantitative assessment score is assigned to each item, and
then a total quantitative score, which represents the current

Traffic Statistics Index Assessment
The traffic statistics is an important means by which we learn
the running quality of network. The traffic statistics data mainly
deals with call drop, handoff, and running status of network.
Scoring method for key traffic statistics index: A standard value
for assessment is assigned to each index. The assessors addor reduce a score on the basis of the standard value according
to the algorithm listed in the table below.
Take two busy traffic statistic results for each day. Suggested
busy hours: 10:00 ~ 11:00 in the morning, and 19:00 ~ 20:00 in
the afternoon. The busy time segments can be freely taken
according to the busy hour distribution of different local
networks.

Traffic Statistics Index Assessment for Data Service
The data service is mainly assessed in aspects of traffic flow
(mean peak value) at different times and frame error rate (FER)
of data. In addition, there are other indices, such as forward
and reverse rates, data retransmission rate and bandwidth
occupied by data service. Since the data service is still not themajor service of the CDMA1X network, there is no quantitative
assessment methods available. Here details will not be given.

CQT (Call Quality Test)
CQT includes the indoor and outdoor call quality tests.
Two fixed points will be given for the CQT, and the CQT
testers perform the CQT by dialing the testing MS of each
other.
The test time should be the busy hours of the day.
Input the call duration and time interval via the testing
equipment to automatically finish the dialing & event statistics.
The testers make a subjective statistics by listening to the call
quality and output a CQT report.

DT (Drive Test)
The test time should be arranged at the busy hours of the dayand the test time segment should be selected according to the
24-hour traffic curve of the previous workday.
The test route should be within the urban area and cover the
main streets of the urban area equally.
The driving speed is recommended to keep at about 30km/h in
the downtown (busy) area and 40km/h in the less busy urban
area.
Different call establishment time, call durations and call
intervals are required for the testing MS according to whether it
is a Markov call or local call.
A good 4 hours must be required for the test.

Drive Test along Highway and Railway
The test time is not strictly stipulated and can flexibly be
arranged at the busy hours of the day.
The test route is the highway or railway between the two tested
cities, or the highway around a city. It is preferable to select the
highway based on the traffic on the highway.

Summary
The network assessment is an integrated,
comprehensive task. The network coverage is a
complete plane, but our test only reflects the status
of some point or line. So we should pay as much
attention as possible to the particularities of the test
and utilize various test tools in a comprehensive
way. Only by doing so, can our assessment results
summarized on the basis of a large amount of data
be more objective and convincing.
