RETIREMENT In July of 2012 Lieutenant Mike Fortney retired after 33 years of dedicated, loyal and committed service. Mike began his career in 1979. He was promoted to Sergeant in 1984 and in 1988 was promoted again to Lieutenant. During his years of service as a Lieutenant he was instrumental in bringing the PD into the computer age. From CMI to NORIS and 911 Mike lead us into nearly all of the information and technology services we take for granted today. Thanks Mike Fortney for all you did for MPD and the City of Maumee. A.L.I.C.E. Alert, Lockdown, Inform, Counter, Evacuate. Three members of the PD, in cooperation and partnership with the Maumee Board of Education and Superintendant’s Office brought the ALICE concept of school safety to the Maumee City School district in November. All staff, faculty, teachers, and administrators were trained in this school safety enhancement program. Ongoing training, information and drills will take place at all MCS facilities with the inception of this program.

INTERNSHIP/RIDE-ALONG Maumee PD hosted a Maumee High School mentorship program during January 2012. One MHS senior performed 40 hours of ride along / job shadowing with the PD. The service counted toward the required graduation credit. A UT senior in the Criminal Justice program completed a 240 hour internship with MPD during spring semester (January-May) 2012. A second UT senior in the Criminal Justice program completed a 240 hour internship with MPD during summer semester (June-August) 2012. All interns successfully completed their requirements and graduated. Additionally, several students and professionals also participated in the police division ride-along program where citizens were able to ride in a marked police cruiser and observe an officer in his/her daily duties.

BULLETPROOF VEST GRANT The Maumee Police Division participated in the US Department of Justice bulletproof vest partnership grant. The Division purchased six bulletproof ballistic vests for officers in 2012 and was reimbursed a total of $2,757.97. OVI SATURATION PATROL As a member of the Lucas County OVI Task Force, the Maumee Police Division once again conducted grant-funded OVI saturations patrols in 2012. These patrols were directed toward identifying and apprehending motorists who drive while under the influence of alcohol and/or drugs of abuse. Saturation patrols were conducted on a monthly basis and totaled 196 hours. One hundred ninety-six traffic stops were made, ninety-five traffic citations were issued, one hundred four warnings were given, and ten OVI arrests were made. Additionally, $11,419.64 in personnel costs were reimbursed to the City of Maumee, nearly double the funds received in 2011 from the OVI task force grant.

SOBRIETY CHECKPOINT An OVI checkpoint was held on Friday August 31, 2012 from 2000-0000 hours on US 24 @ Country Blvd. The event was staffed by the following officers and agencies: Six MPD officers one UTPD officer, one Whitehouse PD officer, three Lucas Co. Sheriff’s Office deputies and two agents of the Ohio Department of Public Safety. A total of 861 vehicles traveled thru the check point zone. 516 of those vehicles were checked by officers. Eighteen vehicles were diverted for further investigation. Enforcement (arrests / citations): 2 warrant arrests 1 OVI arrest 2 Suspended Licenses 1 Expired License 1 Expired License Plate

DARE This year DARE was taught to 360 students in fifth and seventh grades. The fifth grade program culminated with two separate graduation events; one at MHS PAC and one at St. Joseph’s School. Charlie’s Dodge continues to provide the Maumee DARE program with a donated vehicle. The program continued to receive funding assistance from the State of Ohio Attorney General’s Office with a grant award of $16,740.89. BIKE SAFETY RODEO Rain dampened the 2012 event, but thirty-seven children participated in the rodeo free of charge. This past May Maumee Police Division Bike Officers and Citizen Police Academy Volunteers assisted the crime prevention staff by inspecting each bike, conducting safety checks, and making repair recommendations. Bicycle helmets were given away free of charge to any cyclist or skateboarder who needed a helmet. THIRD GRADE SEAT BELT In 2012 we taught two hundred seventeen third grade students the importance of seat belt use to third graders at all Maumee Public Schools and St. Joseph’s Catholic School. Although state funding for this program was eliminated the PD continued this life saving education program.

The number of accidents at the most hazardous intersection decreased from 37 in 2011 to 26 in 2012. The total number of accidents in the 10 most hazardous intersections also decreased, from 239 in 2011 to 189 in 2012. There were 3 two-way ties in 2012; fourth place, fifth place, and seventh place.

Five intersections dropped from the list this year: the Anthony Wayne Trail & Fallen Timbers Ln., Holland Rd. & Reynolds Rd., I-475 & W Dussel Dr., Ford St. & W Dussel Dr. and Holland Rd & W. Dussel Dr.. Five intersections were added: Anthony Wayne Trail & S. Detroit, Anthony Wayne Trail & Michigan, Conant St. & Illinois Ave., Anthony Wayne Trail & Gibbs.

There was one fatal accident in 2012 that occurred at the Anthony Wayne Trail & South Detroit.

CRIME PREVENTION SPECIALIST The Maumee Police Division maintains two officers certified as Crime Prevention Specialist. These officers maintain their certification by attending continuing education classes. ARE YOU OK? PROGRAM For twenty-three years the Maumee Police Division has operated the “Are You O.K.?” program. Known as R.U.O.K., the program continues to check the safety of our senior citizens as well as our hotel night clerks and gas station attendants. Each participant receives a daily or nightly call checking on his or her safety. A police crew is sent to check their safety if there is no answer. The program has helped many participants since its inception. The program has expanded to check the safety of 24-hour gas station employees. The program currently has eleven individual subscribers, along with ten hotels and four gas stations.

CHILD SAFETY SEAT CHECKS The Maumee Police Division has two officers who are certified technicians in child passenger restraints. They are certified through Safe Kids Coalition, Child Passenger Safety Training Program. This training enables the Maumee Police Division to provide our community with highly trained experts in the proper installation and implementation of child car seats. In 2012, thirty child safety seat checks were performed for Maumee citizens. SEAT BELT SAFETY The Crime Prevention Officers taught the Third Grade Safety Belt Program to all third grade students in the Maumee School District including St. Joseph’s Catholic School. Two hundred seventeen students received practical training in the Ohio Department of Public Safety education program. The program encompassed the proper use of seat belts, statistics about accidents/seatbelt usage, and information on air bags. Each child received material and information to share with their family members. As part of the program, each student was deputized as Seat Belt Deputies as they pledged to wear their seat belt

SAFETY CITY The City of Maumee Safety City program celebrated its 33rd year in 2012. Seventy-two children participated in the summer program to help prepare four and five year olds to safely attend kindergarten. Safety City consisted of classroom instruction, crafts, songs, and practical exercises in vehicle and pedestrian safety. Lessons were conducted on our miniature Safety City equipped with streets, crosswalks, traffic signals, railroad tracks, and faux buildings. Safety City consisted of 2 sessions per day over a two week period in June. The sessions lasted 2-1/2 hours each day. The staff included two Maumee Police Officers, two teachers, and 18 high school and middle school student volunteers. Safety City is located at Wayne Trail Elementary School. The Maumee Police Division, Maumee Board of Education, and Maumee Rotary sponsor Safety City. McDonald’s (Conant St.) and the Maumee Municipal Court support the program through donated products and services. St. Luke’s Hospital provides each graduate of Maumee Safety City with a bicycle safety helmet.

D.A.R.E. PROGRAM The DARE program provides the students with the tools necessary to make the right decisions when it comes to alcohol, tobacco, other drugs, and violence. It is taught at Wayne Trail Elementary School, Gateway Middle School, and St. Joseph’s Maumee School. The DARE program was taught to 360 students in the fifth and seventh grades. The fifth grade program culminated with two separate graduation ceremonies, one for Wayne Trail Elementary School and another for St. Joseph’s School. Our Maumee DARE officer had a booth at the Maumee Uptown Fair. Many of the area DARE students attended this event and DARE night at Ohio Skate, which provided an opportunity to reinforce the DARE drug free choice. Charlie’s Dodge continues to provide the Maumee DARE program with a donated vehicle with graphics.

BIKE SAFETY Bike safety/education is an important part of the Maumee crime prevention program. A bike rodeo was held in May at Fairfield Park. In spite of the rain, thirty-seven children participated in the rodeo free of charge. Maumee Police Division Bike Officers, Citizen Police Academy Volunteers, Safe Kids volunteers, as well as volunteers from TAB (Toledo Area bicyclists) assisted the crime prevention staff by inspecting each bike, conducting safety checks and making repair recommendations. Cyclists participated in an agility course to test their skills. Those who attended received a safety packet and bicycle helmets were given away free of charge to any cyclist who needed a helmet. The Maumee Police Division participated in the Maumee Municipal Court’s Bike Helmet Reward Program. The Court, under the leadership of Judge Gary Byers, supplied area police officers with coupons. When the officers observe children wearing bike helmets, they provided them with the coupon good for a free ice cream cone. These coupons have helped to increase the use of bike helmets by cyclists, skateboarders, and roller-bladers. The Maumee Police Division continues to provide bike licenses free of charge. A licensed bike enables an owner to be identified and the bike returned when found or recovered.

INSTRUCTOR DEVELOPMENT The Division’s instructional staff continued its professional development in 2012 with the following: New OPOTA pistol qualification seminar (4) Taser Instructor re-certification (4) Understanding The Female Shooter (2) Glock Armorer re-certification (6) Advanced Ground Fighting Mobile CAD train-the-trainer (2) American Heart Association AED/CPR re-certification training (2) The Division also added 2 new Taser Instructors, and began the process of adding 2 new firearms instructors. DIVISION SPONSORED TRAINING 2012 saw the Police Division host the Black Swamp Exercise. This was a large scale regional, multi-jurisdictional, multi-site urban terrorist exercise. A coordinated effort by Division management, DARE, and SRO entities presented the first phase of ALICE (Alert-Lockdown-Inform-Counter-Evacuate) training to the entire Maumee Public Schools staff at the PAC. The Police Division also continues to be a host site for the Northwest Ohio Bomb Squad and storage site for their equipment.

DETECTIVE SERGEANT On June 19, 2012, Sergeant Jeff Siebenaler was promoted to the rank Lieutenant. This promotion left the Detective Sergeant position vacant until September, 2012. On September 1, 2012, Sergeant Steve Crowe was assigned to the Detective Sergeant position. MAJOR INVESTIGATIONS THEFT The Detective Bureau investigated a theft from a Maumee business of over $14,000 worth of goods and merchandise. That case was found to be related to several other cases of a similar nature that occurred along the I-75 corridor, from central Ohio to lower mid-Michigan. A suspect was identified and charged, and is currently incarcerated in Michigan. The Detective Bureau also began an investigation into a large scale identity theft ring, where suspects used skimmed credit card information from unwitting victims to make fraudulent purchases. Documented loss to victims within the City of Maumee is in excess of $18,000 with an area wide loss (multiple jurisdictions) in excess of $100,000. Through cooperative efforts with other Local, State, and Federal law enforcement agencies, Maumee detectives have been able to identify several suspects and recover incriminating evidence. This investigation is ongoing.

SEX CRIME The Detective Bureau initiated an investigation after a local business discovered child pornography on a company laptop computer that was turned in by a terminated employee. Through cooperative efforts with law enforcement agencies in the State of Michigan, a suspect was identified and a large amount of incriminating evidence was seized. Due to the amount of evidence and nature of the offense, the case was turned over to the FBI Ann Arbor (MI) Field Office for prosecution under Federal Statutes. ROBBERY One business robbery was investigated by the Detective Bureau. A suspect was identified and charges were filed. One robbery of a person was investigated by the Detective Bureau. A suspect was not identified due to a lack of cooperation by the victim. RESIDENTIAL BURGLARY Seventeen cases were assigned for investigation by the Detective Bureau. Four of those cases were cleared by arrest of suspect(s). All of the suspects were identified by the collection and preservation of forensic evidence at the crime scene by detectives. One case was cleared by exception after a suspect was identified, but the victim refused to prosecute, and one case is still active. BREAKING AND ENTERING TO BUSINESS Five cases were assigned for investigation by the Detective Bureau. One investigation resulted in the arrest of suspect(s). In the remaining cases, all leads were followed and exhausted.

DRUGS Two cases were assigned for investigation by the Detective Bureau. An arrest was made in one of the cases. In the other case, all leads were followed and exhausted. MISSING PERSONS Five cases were assigned for investigation by the Detective Bureau. In all five cases, the subject was located. RAPE There were four reported cases of Rape investigated by the Detective Bureau. One of the cases was cleared by arrest and prosecution of the suspect. In two of the cases, detectives were able to identify a suspect; however, one lacked enough evidence to proceed with prosecution and the other was not prosecuted due to lack of victim cooperation. The last case resulted in charges being filed against the alleged victim for filing a false police report. SEXUAL BATTERY One case of Sexual Battery was investigated by the Detective Bureau. A suspect was identified and charged in this case. SEXUAL IMPOSITION Three cases of Sexual Imposition were investigated by the Detective Bureau. Efforts by the detectives resulted in the identification of a suspect in each case; however, no charges were filed in any of the cases. In one case, charges were not filed due to a lack of evidence. In another case, charges were not filed due to prosecution being declined by the Juvenile Court Prosecutor’s Office. In the third case, charges were not filed because the victim did not wish to prosecute.

2012 SCHOOL RESOURCE OFFICER REPORT This was the 11th year for the School Resource Officer (SRO) Program in the City of Maumee. Our SRO worked at Maumee High School and Gateway Middle School. He wrote 30 incident reports with 29 arrests from the beginning of the 2012 school year through the remaining of the 2012 calendar year. He also received investigations from the road patrol and detective bureau for possible follow-up and all incidents that involved Maumee students were included in this summary.

The SRO attends the majority of the disciplinary meetings at the Maumee High School. When needed the SRO sits in on disciplinary meetings or parent meetings at Gateway Middle School. This provides insight and behavioral recommendations at the discretion of the school administrators. The SRO also meets with school administrators, counselors, the In-School Reassignment (ISR) Supervisors, and students on a daily basis. Our SRO has also assisted on several suspension hearings at the Maumee Board of Education. During the 2012 year under the supervision of Lieutenant Jeff Siebenaler, the SRO assisted in establishing the A.L.I.C.E program for the Maumee City Schools. This included Maumee City School district-wide instruction and individual building instruction. The process is still ongoing to get the program fully functional but a strong foundation has been set within the district for the program. The upcoming year will include further building and individual teacher assistance and then running A.L.I.C.E drills with teachers and students.

The SRO assisted in lockdown drills at Maumee High School, Gateway Middle School and Wayne Trail Elementary. These were the only drills where the SRO was requested to participate. Area Police departments were contacted and assisted in bringing K-9 units to the Maumee High School and to the Penta Career school satellite building on Osage. These K-9 units performed drug searches of the parking lots for both schools. One vehicle was indentified at each building to possess drugs and drugs were found within the vehicle resulting in criminal charges and an arrest. A third vehicle was found to have contraband within it that resulted in an arrest. The SRO has been able to assist elementary school principals in situations ranging from consultations with students, safety/security issues and investigations of criminal complaints, parking complaints, and parent complaints. Principals have expressed their gratitude when he has responded to these situations.

Suspension and in school reassignment numbers at the Maumee High School and Gateway Middle

School have substantially decreased over the past 5 years of the SRO program:

Contributing factors to the reduced suspension rate include reduced enrollment, district wide verification

of residency, and a strong working relationship between the SRO and Maumee school administrators.

The SRO is an integral part of the school organization, playing a special role in each school day. Not only do SRO’s enforce local and state laws, but also their visibility in many classrooms and talking with students in non-enforcement situations creates a fabric of understanding upon which the stability of the whole school community rests. This cooperative effort, integrated with the total school program, helps to build a strong relationship between the SRO and the students of the Maumee School District.
