STAFFING In February of 2013 Lieutenant Michael Noble retired after 33 years of service. Mike began his career in 1979 as a patrolman. He was promoted to sergeant in 1986 and again to lieutenant in 2001. He was instrumental in establishing crisis negotiators for the special response team. He held numerous assignments with the Division and received many letters of commendation during his 33 years of duty. Thank you, Mike, for your service with the Police Division and the City of Maumee. In April of 2013 Patrolman Jeffrey Whitten retired after 25 years of service. Jeff began his career in 1987 as a patrolman. During his tenure he worked as a field training officer and was assigned to investigations as a detective. Jeff received many letters of commendation in his 25 years of service. Thank you, Jeff, for your contributions to the citizens of Maumee.

In May of 2013 Patrolman Philip Weaver retired after 24 years of service. Phil began his career in 1989 as a patrolman. He served 6 years on the special response unit and 5 years as a crime prevention/DARE officer. Phil received numerous police awards and letters of commendation in his 24 years of service. Thank you, Phil for the commitment and dedication to the city of Maumee. In October of 2013 Robert Zink retired after 36 years of dedicated, loyal, and committed service. Bob began his career in 1977 as a patrolman. He was promoted to Sergeant in 1987, promoted to Lieutenant in 1995 and to Chief in 2001. During his years of service he was instrumental in forming the Division special response team and the planning and building of a new police facility and training center. Bob served on many law enforcement boards and professional organizations. His focus during his tenure was on the best trained and the best equipped officer. Thank you, Bob, for your service with the police division and the City of Maumee.

In December of 2013 patrolman Richard Gabel retired after 27 years of service. Rick served as a field training officer and in an assignment as a background investigator. Four Patrolmen were hired and completed a twenty week field training program. A.L.I.C.E. Alert, Lockdown, Inform, Counter, Evacuate. Three members of the PD, in cooperation and partnership with the Maumee Board of Education and Superintendent Office continued training the ALICE concept of school safety in the Maumee City School district. All staff, faculty, teachers, and administrators were involved in this school safety enhancement program. Ongoing training, information, and drills will take place at all MCS facilities with the continued commitment this training. SCHOOL RESOURCE OFFICER The Maumee Police Division established a full time school resource officer at Gateway Middle School. This was in addition to the resource officer assigned to the Maumee High School. Both officers respond as needed to the elementary schools.

INTERNSHIP/RIDE-ALONG The PD facilitated two internships for graduating college seniors during the summer semester of 2013. Robert Carmona of the University of Toledo and Justin Rivello of Bowling Green State University both completed 240 hour internships at MPD. Both received Bachelor of Science in Criminal Justice degrees after completing the internships. Maumee PD hosted a Maumee High School mentoring program during January 2012. One MHS senior performed 40 hours of ride along / job shadowing with the PD. The service counted toward the required graduation credit. Additionally, several students and professionals also participated in the police division ride-along program where citizens were able to ride in a marked police cruiser and observe an officer in his/her daily duties. CITIZEN POLICE ACADEMY The Police Division hosted our sixth Citizen Police Academy from September thru November 2013. The course consisted of 4 hour sessions of training over 9 weeks. Forty-one members of the community participated and graduated from the CPA.

BULLETPROOF VEST GRANT The Maumee Police Division participated in the US Department of Justice bulletproof vest partnership grant. The Division purchased twelve bulletproof ballistic vests for officers in 2013. The City of Maumee was reimbursed a total of $4,775 from the grant. LUCAS COUNTY OVI TASK FORCE (OVITF) The City of Maumee received $13,117.87 of grant funding for MPD’s participation in the Lucas County OVITF during 2013. MPD facilitated an OVI Checkpoint on Friday August 23, 2013. The event was held on US 24 at Country Blvd. The event was staffed by 9 members of the Maumee Police Division and 3 members of the Lucas County Sheriff’s Department. A total of 575 vehicles traveled thru the checkpoint. Two hundred ten of those vehicles were checked by officers. Twenty-one vehicles were diverted for further investigation. Arrests / citations include: 1 warrant arrest, 3 suspended licenses, 3 no operators licenses, and 1 child safety restraint violation.

The number of accidents at the most hazardous intersection decreased from 26 in 2012 to 25 in 2013. The total number of accidents in the 10 most hazardous intersections also decreased, from 189 in 2012 to 173 in 2013. There was one three-way ties in 2012 for third place and one two way tie for fifth place .

Three intersections dropped from the list this year: the Anthony Wayne Trail & South Detroit, the Anthony Wayne Trial & Michigan and the Anthony Wayne Trail & Gibbs.

There were no fatal accidents for 2013.

CRIME PREVENTION SPECIALIST The Maumee Police Division maintains two officers certified as Crime Prevention Specialists. These officers maintain their certification by attending continuing education classes. ARE YOU OK? PROGRAM For twenty-four years the Maumee Police Division has operated the “Are You O.K.?” program. Known as R.U.O.K., the program checks the safety of our senior citizens as well as our hotel night clerks and gas station attendants. Each participant receives a daily or nightly call checking on his or her safety. A police crew is sent to check the safety if there is no answer or a continuous busy signal. The program has helped many residents since its inception. The program then expanded to check the safety of 24-hour gas station employees and hotel desk clerks. The program currently has eight individual subscribers, along with ten hotels and four gas stations.

CHILD SAFETY SEAT CHECKS The Maumee Police Division has two officers that are certified technicians in child passenger restraints. They are certified through Safe Kids Coalition, Child Passenger Safety Training Program. This training enables the Maumee Police Division to provide our community with highly trained experts in the proper installation and implementation of child car seats. In 2013, twenty-four child safety seat checks were performed for citizens working or living within the City of Maumee. SEAT BELT SAFETY The Crime Prevention Officers taught the Third Grade Safety Belt Program to all third grade students in the Maumee School District including St. Joseph’s Catholic School. Two hundred eleven students received practical training in the Ohio Department of Public Safety education program. The program encompassed the proper use of seat belts, statistics about accidents/seatbelt usage, and information on air bags. Each child received material and information to share with their family members. As part of the program, each student was deputized as Seat Belt Deputies as they pledged to wear their seat belt.

SAFETY CITY The City of Maumee Safety City program celebrated its 34th year in 2013. One hundred thirteen children participated in the summer program to help prepare four and five year olds to safely attend kindergarten. Safety City consisted of classroom instruction, crafts, songs, and practical exercises in vehicle and pedestrian safety. Lessons were conducted on our miniature Safety City equipped with streets, crosswalks, traffic signals, railroad tracks, and faux buildings. Safety City consisted of 2 sessions per day over a two week period in June. The sessions lasted 2-1/2 hours each day. The staff included two Maumee Police Officers, two teachers, and 18 high school and middle school student volunteers. Safety City is located at Wayne Trail Elementary School. The Maumee Police Division and Maumee Board of Education sponsor Safety City. McDonald’s (Conant St.) and the Maumee Municipal Court support the program through donated products and services. St. Luke’s Hospital provides each graduate of Maumee Safety City with a bicycle safety helmet.

THE D.A.R.E. PROGRAM The DARE program provides the students with the tools necessary to make the right decisions when it comes to alcohol, tobacco, other drugs, and violence. It is taught at Wayne Trail Elementary School, Gateway Middle School, and St. Joseph’s Maumee School. The DARE program was taught to three-hundred sixty-one students in the fifth and seventh grades this year. The fifth grade program culminated with two separate graduation ceremonies. The first graduation took place at Wayne Trail Elementary School and the second at St. Joseph’s School in Maumee. The Maumee DARE officer also had a booth at the Maumee Uptown Fair. Many of the area DARE students attended this event along with DARE night at Ohio Skate, which provided an opportunity to reinforce the DARE drug-free choice. Charlie’s Dodge continues to provide the Maumee DARE program with a donated vehicle with graphics. The Maumee Police Division received a grant from the Ohio Attorney General’s Office in the total amount of $18,466.99 in order to help defer the cost of teaching the DARE program in the Maumee school system. In July 2013, the program received a new DARE Officer. The Officer had previously been DARE trained and certified. She then completed updated training to continue educating our youth about the dangers of drug use.

BIKE SAFETY Bike safety/education is an important part of the Maumee crime prevention program. A bike rodeo was held in May at Fairfield Park. Forty-nine children participated in the rodeo free of charge. Maumee Police Division Bike Officers, Citizen Police Academy Volunteers, Safe Kids volunteers, as well as volunteers from TAB (Toledo Area bicyclists) assisted the crime prevention staff by inspecting each bike, conducting safety checks and making repair recommendations. Cyclists participated in an agility course to test their skills. Those who attended received a safety packet and bicycle helmets were given away free of charge to any cyclist who needed a helmet. The Maumee Police Division participated in the Maumee Municipal Court’s Bike Helmet Reward Program. The Court, under the leadership of Judge Gary Byers, supplied area police officers with coupons. When the officers observe children wearing bike helmets, they provided them with the coupon which is good for a free ice cream cone. These coupons have helped to increase the use of bike helmets by cyclists, skateboarders, and even those on roller-blades. The Maumee Police Division continues to provide bike licenses free of charge. A licensed bike enables an owner to be identified and the bike returned when found or recovered.

OVERVIEW The Police Division continued to uphold the mission of best trained, best equipped officer. We hired 4 new police officers, which required training in multiple disciplines. Much of this training was done during an updated twenty week Field Training Program. The Division was asked to be one of the host sites for the 2013 Ohio Tactical Officers Annual Conference and Training. This occurred at the joint Maumee Police/Fire Training Center. We continue to be a host site for the Northwest Ohio Bomb Squad and storage site for their equipment. One of our officers was the Northwest Ohio representative on the Ohio DARE Board. We participated in a Job Fair at Stautzenberger College. The Division added and trained two Firearms Instructors and two Hostage Negotiators.

MAJOR INVESTIGATIONS THEFT The Detective Bureau continued its investigation into a large scale identity theft ring, which was initiated toward the end of 2012. Through painstaking and diligent investigatory effort, and in cooperation with other Local, State, and Federal law enforcement agencies, Nineteen secret indictments were issued through the Wood County Grand Jury. On June 6, 2013, these secret indictments were served in a joint operation involving investigators from The US Marshal Fugitive Task Force, Maumee Police, Toledo Police, Perrysburg Police, Perrysburg Township Police, Sylvania Police, Holland Police, Ottawa Hills Police, Fremont Police, Lucas County Sheriff’s Department, Wood County Sheriff’s Department, US Customs, US Secret Service, and Ohio Adult Parole. As a result, all 19 individuals were arrested and prosecuted. Additionally, several vehicles, guns, computer equipment, cell phones, cash, and drugs were seized.

DRUGS Investigation by the Detective Bureau resulted in the uncovering of two separate, indoor marijuana grow operations at residential addresses within the City of Maumee. Suspects at both locations were charged and successfully prosecuted. Between the two locations, a total of 88.6 ounces of marijuana was seized with an approximate street value of $18,950.00. In addition, equipment related to the cultivation and sale of marijuana and a handgun were seized. Intelligence gathered from one of the locations uncovered another indoor marijuana grow operation in a neighboring jurisdiction, which resulted in a successful arrest and prosecution there. SEX CRIME The Detective Bureau, in conjunction with the Northwest Ohio Violent Crimes Against Children Task Force, conducted a prostitution sting at a local motel. As a result, six individuals were successfully prosecuted for Soliciting Prostitution. Additional charges were brought for felony Possession of Drugs and misdemeanor Possession of Drug Paraphernalia, and another agency’s arrest warrant was served. Over $1,900.00 in cash was seized.

RAPE There were four reported cases of Rape investigated by the Detective Bureau. In one case, a suspect was identified; however, the victim did not wish to prosecute. In two cases, suspects were identified; however, there was insufficient evidence to prosecute. One case is currently under review by the Prosecuting Attorney. SEXUAL ASSAULT Two cases of sexual assault were assigned for investigation by the Detective Bureau. In both cases, a suspect was identified. One case was closed after the victim refused to cooperate. RESIDENTIAL BURGLARY Fifteen cases were assigned for investigation by the Detective Bureau. Two cases were cleared by arrest of the suspects and one case is still under investigation. This was the 12th year for the School Resource Officer (SRO) Program in the City of Maumee. The SRO was assigned to Maumee High School and Gateway Middle School. A second SRO was added in the fall of 2013 to work exclusively at Gateway Middle school. The SRO generated (31) incident reports with (29) arrests during the 2013 school year. Investigations were assigned from the road patrol and detective bureau for possible follow-up and all incidents that involved Maumee students were included in this summary.

The SRO attends the majority of the disciplinary meetings at the Maumee High School. When needed the SRO sits in on disciplinary meetings or parent meetings at Gateway Middle School. This provides insight and behavioral recommendations at the discretion of the school administrators. The SRO also meets with school administrators, counselors, the In-School Reassignment (ISR) Supervisors, and students on a daily basis. Our SRO has also assisted on several suspension hearings at the Maumee Board of Education. During the 2012 year under the supervision of Lieutenant Jeff Siebenaler, the SRO assisted in establishing the A.L.I.C.E program for the Maumee City Schools. This included Maumee City School district-wide instruction and individual building instruction. The process is still ongoing to get the program fully functional but a strong foundation has been set within the district for the program. The upcoming year will include further building and individual teacher assistance and then running A.L.I.C.E drills with teachers and students.

The school resource officer attended disciplinary meetings, suspension hearings and parent meetings at the Maumee High School and Gateway Middle School. This participation was a valuable contribution in developing behavioral recommendations to the school administrators. The SRO also met with school administrators, counselors, the In-School Reassignment (ISR) Supervisors, and students on a daily basis. During the 2013 season at the start of the school year A.L.I.C.E (alert, lockdown, inform, counter, evaluate) drills were performed at the Maumee High School with teachers and staff. These drills were the final product of the training Maumee City School staff received in the previous year.

Furthermore, the SRO has been able to assist elementary school principals in situations ranging from consultations with students, safety/security issues, and investigations of criminal complaints, parking complaints, and parent complaints. The SRO has become an important resource for school administration, staff, and the students of the district. The visibility created by the SRO and the positive interaction with the staff and students of the district confirms the strong partnership that exists between the Maumee Schools and the Maumee Police Division. The SRO position has also continued to be a great tool in gathering information about criminal activity within the City of Maumee.
