Funding supportThe Learning and Development Fund (previously PTTP) supports the technical training and professional development of Yukon government employees.

It recognizes that employees want to keep learning throughout their careers and that public servants are better equipped to deliver services and make good decisions when their knowledge base and skills are up to date.

The Learning and Development Fund (LDF) supports employee learning by helping to offset the costs of tuition, conference registration fees and fees for memberships in professional associations. The LDF also supports a limited amount of employer-coordinated training and learning opportunities for employee cohorts.

The LDF is divided into four program streams:

1. Short learning events

2. Study programs

3. Memberships

4. Corporate skills upgrading

Thefirsttwoprogramstreamsfundapplicationsfrom individual employees who want to take a course, attend a conference or workshop, or follow aprogramofstudythatwillearnthemacertificate, diploma or degree.

The third program stream is available to individual employees or departments seeking partial reimbursement of the cost of membership in a professional association. This support is one component of an overall government approach to the payment of membership fees, described in General Administration Manual (GAM) Policy 3.14: Membership Fees.

The fourth program stream aims to achieve economies of scale by supporting a group of employees to take training or follow a learning program at the same time. The learners targeted by this stream are employees in positions common across government, rather than positions that exist in only one or a few departments.

To learn more about the Learning and Development Fund, visit the Learning and Development site on Yukonnect, or contact the Organizational Development branch at 867-667-8198 or [email protected].

Advanced Change LeadershipIn 2015, over 200 Yukon government staff have learned about human systems dynamics (HSD) and used HSD modelsandmethodstosee, understand, andinfluencetheir sticky issues. A foundation has been set for collaboration and coherent calls to action to cope with the complex environment the public sector expects in 2016. Leaders across the system can use HSD to address issues for themselves and their staff members, teams, branches, across the government, and with the whole community.

This two-day Adaptive Action Lab will help leaders to:

• Practice using models and methods to see, understand, andinfluencethoseissues.

• Network with others across the government to build relationships and address issues that arise across silos.

• Prepare to share their learning and support others to build adaptive capacity.

Participants will bring their own sticky issues to address and leave with.

Materials will include handouts, worksheets, and a copy of Adaptive Action: Leveraging Uncertainty in Your Organization for each participant. Participants will complete pre-work.

Behavioral Economics - Integrative Thinking and Design ThinkingPolicy development is critical to the process of government in that it provides analysis and data that it gives decision-makers what they need to ensure that the public interest is met. This task takes on increased importance today in a changing environment of citizen expectations, technologyandthecomplexityoffiles, all of which call for new ways of addressing policy challenges. Thus, policy makers need new skills to develop policy options and to assist decision-makers This two-day course will examine new policy concepts such as behavioral economics (Nudge theory) as well as integrative thinking and design thinking and provide a realistic understanding of how decisions are made under conditions of risk, uncertainty and complexity, and discuss how integrative thinking and design thinking can improve policy design and implementation.

Just as importantly, when they face barriers on the job, the manager makes an honest attempt to understand and problem-solve in a constructive way.

This program provides the core management skills that maximize employee performance and engagement. It makes extensive use of skills practice using actual participant case studies in order to ensure relevance and prepare participants for critical conversations back on the job.

Crucial Conversations®A workshop for all of those who are faced with the challenge of ‘crucial conversations’ – conversations where the stakes are high, opinions vary, and emotions run strong. They are crucial conversations because when they are ignored or handled poorly, the results typically include strained relationships, poor performance and dismal productivity.

This highly acclaimed two-day workshop will provide practical skills for navigating crucial conversations, helping participants to create alignment and agreement by fostering open dialogue around those high-stakes, emotional, or risky topics. Participants in the workshop will learn how to speak and be heard (and how to encourage others to do the same) so that the best ideas emerge, high quality decisions are reached and actions are taken with unity and commitment.

The workshop will teach participants how to:

• speak persuasively, not abrasively

• foster teamwork and better decision-making

• build acceptance rather than resistance

• resolve individual and group disagreements

To gain the most from each day, ensure your calendar is free and you come prepared to participate fully in each day’s activities. Please note that there is a cost recovery of $125 per participant for this course. This is half of the true cost ($250), therefore it is not eligible for funding through the Learning & Development Fund (formerly PTTP).

Developing Resilience During ChangeWhen an individual is experiencing high levels of change, their capacity to adapt can rapidly be depleted. Resilience – the ability to remain productive during turbulence – helps people achieve better outcomes for themselves and their organizations. This half-day course explains why change can be challenging and introduces a set of seven “change muscles” that help individuals use their energy more effectively as they move through the adaptation process. Participants receive individual feedback on their own resilience, and engage in exercises that provide practice in applying each of the characteristics. They leave with an action plan for strengthening their resilience.

Reaching In: Liberating Creative Adaptability in Everyday Meetings* Unwittingly, the conventional structures used to organize how people routinely work together frequently generate feelings of frustration and fail to provide space for risk-taking or good ideas to emerge and germinate. Conventional meeting methods are either too inhibiting (presentations, status reports and managed discussions) or too loose and disorganized (open discussions and brainstorms) to creatively engage people in shaping their own next steps. This means that huge amounts of creativity, time and money are wasted.

In this roll up your sleeves session, we will cover “how to” liberate creative adaptability in everyday meetings and activities. This includes: making the purpose of your meetings clear; increasing the velocity and productivity of meetings of any size; eliminating counter-productive behaviors to make space for innovation; including and unleashing every voice in shaping next steps; and, designing meetings thataddressspecificneedssuchasproblemsolving, coordinating across functions, launching innovations, and strategy-making. The course will feature easy to learn and practical methods called Liberating Structures.

Target Audience: Leaders and managers who want more productive and engaging meetings.

Prerequisites: none-required, however previous experience with Liberating Structures will accelerate performance. Course content will be useful in Reaching Out: Shaping Next Steps Together with Citizens.

Instructors: Keith McCandless, Liberating Structures and Shannon Patterson, Connection Works

Thriving, Striving and Surviving in Today’s WorldThis workshop introduces participants to the evidence of what works when it comes to staying in charge of your life, even through times of change, stress and adversity. This is useful in a team environment to understand the drivers that can impact productivity. The toolkit that you will be given allows you to prevent or reduce stress-related problems, increase productivity and performance, build smoother relationships, improve life and work satisfaction.

Resilience (the ability to bounce back from adversity) isn’t a trait or characteristic that individuals are born with, but a set of skills, routines, and habits. Employees can learn and use these techniques everyday to minimize and lessen the impact of stress in their lives, stay focussed on what’s important, increase productivityandkeepasmoothlyfunctioningoffice. As a side note, many of our participants have reported that these practical skills can be applied in everyday life with positive results.

Participants will get the opportunity to try out about 20 state-of-the-art, evidence-based skills or routines that can be applied in everyday life to help manage your energy, time, and response to stress, make course corrections when life events distract you (as they inevitably will), and build the competence to navigate the challenges and opportunities of daily living, inside and outside of work. This “cafeteria-style” approach allows participants to select 1-3 skills from the toolkit whichbestfittheirpersonality, lifestyle, and life circumstances.

The course objectives are:

• To increase knowledge and understanding of the factors that build resilience.

• To learn and practice evidence-based skills and routines that underlie effective stress management.

• To learn the keys to developing and sustaining new habits.

Yukon First Nations Traditional Knowledge

Randall Tetlichi shares Old Crow Gwich’in First Nations perspectives about their traditional knowledge, spirituality and culture.

Traditional knowledge is passed down from generation to generation through stories told and shared by the elders. Randall will share with you the teachings that the elders of Old Crow and others throughout North America have passed onto him. These teachings can stimulate self-awareness, caring and fellowship with others.

This workshop includes two days of in-class lecture and a one-day outdoor sweat ceremony. Learn about some of the medicines and plants used by First Nations, explore drumming and songs that are also used to impart traditional knowledge. The sweat, on the third day, will help bring together the mind, the body, the spirit and the in-class teachings. The sweat is considered optional and will be discussed in class.

Instructor: Randall Tetlichi, formerly a Chief for the Old Crow Gwich’in, now travels throughout North America speaking to audiences about his First Nations culture. He shares his knowledge of the land and caribou with a variety of northern “land and wildlife” stewardship groups, and provides counselling work to help heal people in his First Nation. Currently, Randall provides First Nations support to students and staff at Yukon College.
