Report Of The Work Shop

I- INTRODUCTION

The workshop was held 17-19 October 2018 at the Royal ACE Hotel, Nay Py Taw, under the leadership of the DMH, organizer, and its Director General, Dr.Kyaw Moe Oo, who chaired the whole workshop. It was facilitated by the AIRBM-C2 team, led by Dr Lai Lai Aung, C2 Director.

The complete programme can be found in Annex 1.

The workshop welcomed a total of 50 participants, as follows:

7 participants from the DMH Stakeholders side, including IWUM, DWIR, DPH, DHPI, DOA, ECD, DDM;

20 participants from the Development partners, including ADPC, ICHARM, JICA, Met. Norway, NVE-Norway, the World Bank, the Hong Kong Observatory, Deltares, PDC, ITCZ, RIMES, WMO and JICA/SATREPS;

23 participants from DMH and AIRBM-2 project.

II- Welcome remarks and introductions

In his introductory message, Dr.Kyaw Moe Oo, Director General of the DMH emphasized on the key needs of partnering with the international Development actors, at international and regional levels. He welcomed all participants and wished a fruitful meeting with concrete outcomes.

His full speech is available in Annex 3.

Dimitar Ivanov, the Executive Assistant to WMO Secretary-General on Public-Private Partnerships, expressed WMO’s appreciation for the invitation to participate in this important event. He recalled that Myanmar was one of the signatory countries of the WMO Convention in 1949, and became its Member when WMO was created on 23 March 1951. Ivanov noted that the Department of Meteorology and Hydrology (DMH) has been very active in the Regional Association II (RA II, Asia), and that Myanmar got twice the presidency of RA II. He highlighted the reference role played by DMH in the past and how the current modernization process can contribute to bring Myanmar DMH to the top hydromet services in the region.

David Rogers, representing the World Bank Global Facility for Disaster Risk Reduction (WB/GFDRR), recalled that preparatory work for the development of the AIRBM project started in 2013. He acknowledged that DMH embraced this challenge since the beginning, and was pleased to note its growing maturity. Rogers informed that the WB/GFDRR is working with WMO on an “Alliance for Hydromet Development”, including a WMO-WB framework agreement that helps create an enabling environment for effective and sustainable investments.

III- SESSION I- Setting the scene

The following presentations, moderated by HrinNeiThiam, AIRBM C2 National Advisor set the scene for the participants.

The Global Hydrometframework, and how it relates to Myanmar, was presented by Dimitar Ivanov (WMO) and David Rogers (WB/GFDRR). They recalled that WMO is working with the WB/GFDRR on new country support vehicles, including (1) the “Alliance for Hydromet Development”, which creates a framework for scale-up, coordinated and sustained hydromet development; (2) the “Observation Financing Vehicle”, to explore a performance-based financing vehicle for sustained observations and operational systems; (3) the “WMO Country Support Initiative”, which goes beyond project-by-project; and (4) the “WMO International Partners Advisory” to employ WMO standards and evidence into partners projects and programs. They informed that WMO and the WB recently signed a framework agreement that substantially simplifies and streamlines the process by which WB borrowers engage WMO to provide technical assistance within the context of WB-financed operations. They also informed that WMO, WB/GFDRR and the HMEI established a close cooperation in guiding the advancement of the Global Weather Enterprise (GWE).

A brief summary of the outcomes of the previous Development Partners Workshop (2016) was presented by Steven Wade, AIRBM C2 International Advisor.Major outcomes of 2015 and 2016 Development Partner Conferences include: (a) wider awareness of the full range of projects; (b) identified bottlenecks and gaps in the modernization plan and in development partners’ support; (c) identified areas that required additional support; and (d) agreement on next steps including a modality of regular information sharing, list of technical priorities, and development of a case study on donor coordination to be presented in the global hydromet conference. While informal contact between DMH, International Advisors and other Development Partner project managers has been in place, limited progress has been made in the identified technical priorities. In addition, there are still many challenges in relation to integration of observations from multiple projects, some competition and lack of flexibility on some large programmes to meet DMH’s evolving requirements, limited consideration of long-term operational costs, and the large number of training courses sometimes pulling DMH in different directions rather than operating according to an agreed overall training plan.

Alice Soares, AIRBM C2 International Advisor, explained the key objectives, expected outcomes and methodology proposed for the workshop. Major objectives include: (a) to understand progress on current projects, to avoid duplication of effort and strengthen links between planned activities; (b) to identify the barriers and constraints to making more rapid progress towards improved operational integrated services; and (c) to identify joint projects and related activities where development partners can work together to build sufficient capacity at DMH (also in coordination with other intermediate users of hydromet information) to implement a major modernisation programme, aligned with fully systems integration.Expected outcomes are an agreed joint action plan, and established coordination group. The workshop used a mix of presentations, world cafe discussions and wrap-up/report session.

IV- SESSION II: DMH Strategy

Moderated by HrinNeiThiam, AIRBM C2 National Advisor, this session aimed at linking the DMH strategy, focusing on its Digital and Organizational Transformation (presented by its DG,Dr.Kyaw Moe Oo) and how the AIRBM project links to the DMH Strategy (presented by AIRBM-2 Director Lai Lai Aung). The slides below summarize the key elements of the strategy of the Department of Meteorology and Hydrology (DMH) which is the National Meteorological Service and National Hydrological Service of Myanmar, and which mission is:

⟩ Observing and understanding weather, climate and water resources as well as providing meteorological, hydrological, seismologic and related services in support of national needs, including protection of life and property, safeguarding the environment, contributing to national security and sustainable development and promoting capacity building. It also contributes to national, regional and international cooperation.

With a 2020 vision: Contribute to the socio-economic development of Myanmar and to enhance the safety, security and general well-being of its people.

V- SESSION III: Overview of DMH Operations

DMH Concept of Operations, shifting focus from a capital-based infrastructure to a service-based approach, was presented by DMH Deputy Director General, Ms Khin Cho Cho Shein, who insisted on the key objectives of the DMH, aligned with the four strategic pillars presented above. She explained that (a) DMH has a 5-year financial plan that must evolve to a Business plan, and (b) the DMH Concept of Operations (CONOPS) exists and highlights all set objectives, indicators and activities for the coming years. She took the opportunity of explain the change management process being operated with the DMH and that DMH is currently working on a new version of itsstrategic plan, aligned with the WMO strategic planning framework, with the help of the System Integrator(SI) and DMH International Advisors: a new version must be ready for the World Meteorological Day 2019 (23rdMarch).

An overview of the DMH challenges and how the activities of the various development partners have been contributing to address them, were presentedby DMH Directors of Met and Hydro Divisions Ms May KhinChawandMs HtayHtay Than.They presented completed and ongoing projects by development partners, and highlighted that partner coordination and integration of systems and activities are critical for DMH.

Challenges and requirements for further work have been identified as follows:

⟩ In meteorology (weather and climate): o Maintenance and calibration of instruments from various donors; o Integration of all observational and forecast data into a centralized data hub for all

Decision Support Systems (DSS); o Establishment of an automatic Quality Control (QC) system of observational data; o Development of Quantitative Precipitation Estimates (QPE) using DMH radar and

AWS data; o Visualization of all observational and forecast data in a single platform (i.e.

Forecaster Workstation); o Upgrade of the service delivery system.

⟩ In hydrology: o Upgrade the manual observation system to automatic observation system; o Optimization (and expansion with the installation of AWLR, where required) of the

hydrological monitoring network; o Setting up a systematic hydrological forecast system in all Myanmar basins; o Development of impact-based flood forecasting and risk-based warning system throughout

the country; o Development and application of climate prediction products in the preparation of seasonal

river-flow outlooks.

They noted that development partners tend to focus on separate elements of the hydromet infrastructure without making systemic changes to the entire national system, due in part to the lack of compatibility and interoperability among the separate systems. Therefore, a strategic, coordinated and integrated approach to human resource development and capacity building in all aspects of the monitoring and forecast processes, as well as hydromet applications,has been identified as a critical aspect to ensure sustainability of the investments.

Mapping of current development partners’ activities, and how they link to the DMH Strategy, was wrapped-up by Yvette Ramos, project manager for SI.

VI- SESSION IV: Development Partner activities

Short presentations were made by DMH development partners, and the following questions/issues were raised: planned and on-going investments and projects, beneficiaries, what is the expected

impact in the overall DMH operations?,How development partners support integration?, Description of the technical approaches, Ideas for coordination/next steps?

The development partners’ activities were mapped against the DMH strategic pillars, thanks to the “partners catalogue” file available in Annex 4. All presentations available are listed belowby development part (alphabetic order) and shared on the Dropbox link.

⟩ Asia Disaster Preparedness Center (ADPC) – a statement; ⟩ Deltares; ⟩ International Centre of Water Hazard and Risk Management (ICHARM) on behalf of the

International Flood Initiative (IFI); ⟩ Hong Kong Observatory (HKO); ⟩ Japan International Cooperation Agency (JICA); ⟩ Myanmar ITCZ Co., Ltd.; ⟩ Norwegian Meteorological Institute (NMI); ⟩ Norwegian Water Resources and Energy Directorate (NVE); ⟩ Pacific Disaster Center (PDC); ⟩ Regional Integrated Multi-hazard Early Warning System for Africa and Asia (RIMES).

Most of the development partners focus their activities in addressing technical issues and to provide training, which is one element of the more complex human resource development and capacity building. Some of the partners address service delivery and quality management. Sustainability tend to be neglected, alongside with partnership and cooperation.

Based on the “partners catalogue”, it was agreed that DMH needs to work on its strategic plan, concept of operations (CONOPS) and business plan, which will guide the current and future development partners’ activities. These plans need to be ready by March 2019, and launch at the World Meteorological Day 2019 (23rd March). For these, there is a need to:

⟩ Organize a Users Forum to identify clearly DMH clients’ needs; ⟩ Carry out a socio-economic study; ⟩ Develop, together with partners, a marketing approach for DMH.

It was stressed that DMH needs to better communicate with its development partners (the ones present this week and the others who could not come). DMH and partners acknowledged that there is a great need for more cooperation and collaboration.

VII- SESSION V: Specific sessions

Specific sessions as follows were done respectively by the moderators listed below:

Service Delivery and Early Warning Systems, by Mike Bergin, SI Climate services, and perspectives for engagement from development partners in the Myanmar

Climate Change Alliance, including in planned DMH climate services activities, by AriVenäläinen, SI

Flood forecasting and warning services, by Steven Wade, System’s Integration, by Rob Thompson, SI Sustainability, by David Rogers, WB/GFDRR Agrometeorological services, by Alice Soares Capacity Building, by Yvette Ramos, SI

Four specific questions per topic were addressed and related joint projects by development partners have been identified as part of the join action plan. See Annex 5for the project file and Annex 6for the full list of projects/actions and their description.

VIII- SESSION V: Final summary of discussions, conclusions and way forward

This Development Partners Workshop facilitated discussions among DMH staff and development with a “common language” and with the same vision for DMH “as the unique meteorological and hydrological service provider of the Myanmar, which wants to be able, by 2020, to contribute to the socio-economic development of Myanmar and to enhance the safety, security and general well-being of its people”.

Conclusions and major outcomes of the discussions include:

DMH has a short term Vision 2020 with four well identified pillars: Integrated system and improved Technology, Strategic Human Resources and Capacity Development, Public and Private Partnerships and Quality Management and Service Delivery.

DMH expressed current situation of their activities and high need for key cooperation in hydrometservices modernization with international development partners.

DMH has seen the importance of linking Stakeholders (including users, beneficiaries, private sector, academia, etc.) and with the activities being supported by development partners.

DMH acknowledged the strategic guidance of WMO in their technical assistance, which could be achieved through the recently developed WB-WMO agreement

Development partners explained about their motivation in cooperating and better coordinating with DMH and among themselves in future activities.

DMH needs to work on its strategic plan and concept of operations (CONOPS) to guide current and future development partners’ activities. DMH, with the support of its International Advisors and the SI Project Manager, would develop the DMH Strategic Plan in consultation with stakeholders to meet users’ requirements, to be launched at the World Meteorological Day 2019 (23rd March).

Aligned with the DMH Strategic Plan, the Hydromet Law and the data-sharing policy would also be developed in consultation with users, through stakeholders’ consultations and Users Forum.

Sustainability of the investments has been identified as a critical issue that development partners would need to consider since early stages in project planning and implementation.

A business model and plan (supported by a socio-economic study) needs also be developed to ensure that DMH can achieve its vision, including the support for maintenance and operations of current and future investments.

DMH, with the technical assistance of WMO, would lead aCoordination Group (see Annex 7), which should coordinate development partners activities for hydromet services in Myanmar, while advising, guiding and coordinating the implementation of joint projects/activities (see Annex 6), following-up the key success indicators identified in the working sessions, and monitoring the investments to be achieved, in order to avoid gaps, reduce duplication and encourage complementarity. It was suggested that the Coordination Group meet in Q1/2019, possibly in association with the celebrations of the World Meteorological Day 2019 in Myanmar.

IX- CLOSING REMARKS

In closing remarks, the DMH Director General, Dr.Kyaw Moe Oo, expressed in gratitude to the participants. He recalls that during the workshop, key issues were addressed, including the DMH Strategy for digital and organizational transformation, the DMH Concept of Operations, and how development partners contribute and collaborate for the improvement of DMH services, challenges faced by DMH for development activities, and how the AIRBM project links to the DMH strategy.

He reminded that one full day and half were brainstorming sessions on the specific topics of flood forecasting and warning services, climate services, service delivery and early warning system, DMH system integration, and also touching upon agrometeorology services, capacity building, and sustainability of investments.

Dr.Kyaw Moe Oo emphasized on the fact that all topics discussed are the core functions of DMH, which require improvement to meet the real needs of users, and the safety of public. Through the brainstorming discussions, he noted that we all can define possible ways and means to achieve the challenges and solve the difficulties with the cooperation of development partners and stakeholders. As a conclusion of this, Dr.Kyaw Moe Oo sincerely thanked all the moderators, facilitators and participants, who appeared so enthusiastic to contribute in the discussion and provided valuable suggestions on the DMH services.

Dr.Kyaw Moe Oorecalled the objectives of workshop, which are ‘to avoid duplication of effort and strengthen links between planned activities’, ‘to identify the barriers and constraints on technical

aspects to making more rapid progress towards improved operational services’ and ‘to identify clear technical activities where development partners can work together to build sufficient capacity at DMH to implement a major modernisation programme aligned with fully systems integration’. Even though all objectives may not have been fully met, he noted with appreciation that it was a very productive workshop.

The Director General of the DMH finally expressed his sincere gratitude to Representatives of WMO, World Bank and Development Partners and stakeholders, International Advisors and Key Experts of the SI (System Integrator) for granting their time and contribute in a valuable form to the cooperation, development and modernization of the Hydromet services, for the benefit and safety of Myanmar nation.

Mingala bar, and Good morning to everyone,

Today, I do extend my warm welcome to Representatives of WMO, World Bank and DMH Development Partners such as JICA, KMA, Norway Meteorological and Hydrological Agencies, CMA, ADPC and RIMES, Component Directors of AIRBM project, International Advisors and NIRAS Consultants, Representatives of Governmental Departments, and all of distinguished invited Guests.

Taking this opportunity, I do like to express my sincere gratitude to our Development Partners for all the valuable support granted so far for the modernization of DMH infrastructure and improvement of its Hydromet service.

As you are aware, the United Nations Secretary-General has affirmed that the climate change challenge and what we do about it will define us, our era and, ultimately, our global legacy. The Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) states with increased confidence that some weather events and extremes will become even more frequent, more widespread and/or more intense during the 21st century. Despite this increasing risk, which is due to a number of climatic and non-climatic factors (including population growth in high-risk areas), improvements in early warning systems and preparedness help limit losses from hydrometeorological disasters. This is not be possible without the informed use of constantly improving and integrated meteorological, hydrological, oceanographic, social, behavioural and related information.

Myanmar faces a lot of severe events very regularly. You of course recall that the Tropical Cyclonic Nargis was the most costly and destructive ever natural disasterin the recorded historyof Myanmar, during early May 2008. The Government of Myanmar relies on our community’s information and services to protect life and property from a wide array of extreme events. Our Government also uses our input to advance the implementation in Myanmar in the global agenda, notably the Sustainable Development Goals, the Sendai Framework for Disaster Risk Reduction, and the Paris Agreement on climate change. Like in any other country in the world, decision-makers in Myanmar need to understand how climate variability and change affect key sectors such as agriculture, water resources, energy

production, finance, public health and disaster risk management. Integrating water, weather and climate information with socioeconomic, geographical and other data makes it possible to create particularly powerful decision-support tools.

The DMH is the designated authority for weather, climate, hydrology and seismology in Myanmar. We lead the monitoring of the weather, climate, and hydrological systems in Myanmar. Together with other experts and institutions, and support of development partners, DMH conducts the scientific research that is rapidly enhancing our understanding of the Earth system in Myanmar, and also we improve the delivery of information and services that empower decision makers at all levels of our society.

We need to adapt to meet the challenges coming with new technologies, environmental degradation, resource constraints and other forces such as competition, and we need to turn these challenges into opportunities for DMH. With the support of our partners, DMH will be able to design our new business model with a proper modern structure, build new career paths for our staff, and grow our visibility at national level so to ensure our sustainability, and be a recognized key player in the region.

We have a heavy programme of work and challenging deliberations ahead of you, in particular you will consider and guide the future implementation of joined project activities which will support the main strategic pillars for DMH. In addition, you will be asked to consider establishing a Steering Committee to guide the process of development partnership together with us, DMH. We indeed need to monitor and follow the success of our common projects, together.

We hope the workshop will give us sufficient time to discuss all major issues and that the active participation and inputs of Development Partners and Technical Experts, together with all participants will be a success, aligned with our expected outcomes.

As a conclusion, I want to express my sincere appreciation to our Development Partners and all invited participants for granting your precious time for this workshop and your valuable cooperation in every step of developing Hydromet services modernization, for the benefit and safety of Myanmar nation.
