Price quotations in sealed cover are invited from OEMs I Authorized Dealers for

purchase of Fire-fighting Equipments to be installed and used in Orissa High Court.

The tenders in sealed cover should be addressed to "The Registrar (Judicial),

Orissa High Court, Cuttack" and superscribed with "TENDER FOR SUPPLY OF

FIRE FIGHTING EQUIPMENTS". The bidders must submit the following documents

alongwith the price quotations in the sealed tenders:-

a) Demand Draft of Rs.10,0001- (Rupees Ten Thousand) only towards EMD

(refundable) from any Nationalized Bank in favour of "The Registrar (Judicial),

Orissa High Court, Cuttack" payable at Cuttack.

b) Demand Draft of Rs.l,OOOI- (Rupees One Thousand) only towards Tender Cost

(non-refundable) from any Nationalized Bank in favour of 'The Registrar (Judicial),

Orissa High Court, Cuttack" payable at Cuttack.

c) Copy of GST Registration Certificate.

d) Copy of latest valid Tax Clearance Certificate.

e) Copy of PAN Card.

f) Copy of IT Clearance Certificate for the Assessment Year 2016-17.

The nature, quantity and specifications of the items shall be as per Annexure-I and

Annexure-II respectively. (Please visit Court's website www.orissahighcourt.nic.in or

Court's Notice Board for details). The sealed tenders are to reach the undersigned on or

before 05.03.2018 by 03:00 P.M., which will be opened on the same day at 04:00P.M. in

the Chambers of the Registrar (Judicial) in presence of the bidders I their representatives.

The authority reserves the right to accept or reject any part of or all tenders

without assigning any reason thereof.

SPECIFICA TION.1. GUM BOOT: -

Gum boot with steel toe; approved from the D,G.M.S. for adult (size 8, 9, 10),

made out of high quality rubber. The Gumboots should be provided with stock unit lining

for durability and comfort. The soiL' should be designed to avoid skidding and provided

firm grips. The Gum boots should be electric shock proof and it should be confirming to

relevant BfS.

2. RESCUE LINE (1" DIA, 30 MTRS LENGTW .

Polyamide Multi-Filament Rope conforming to IS-4572-1992. It should be flexible which

can be used suitably during rescue operation. The bidders must have to furnish

manufacturer certificate.

3. RESCUE UNE (Yz" DIA, 30 MTRS LENGTH).

The Yl" or 13 111mdin caramcntal rope having breaking strength :22 kN should be

flexible, which can he used for rescue purpose. The length or rope should he 30 Mtr.

capacity and 50 MTS working duration with the following features-

i) Air Cylinder.

This shall be COITOSlon ("lIld impact resistant made of light weight carbon

composite the size of the cylinder shall be such that it can contain sufficient air up to

2040 Ltrs for working duration of 50 minutes when it is charged 300 bar pressure. The

cylinder should be duly approved by the "Chief Controller of Explosive (C.C.E).

Nagpur". The valve switch is screwed into COI1lPI\'sscd air cylinder and approved

according 10 EN- 144 CF marked.

ii) Demand Valve.The long operated demand valve should be securely connected to the Face Mask. It

shall be capable of delivering lip to 5()U LPM of air ~lI1Jshall activate with the first breathof the user.

iii) Back Plate Assemblv and Bodv Harness.

It shall be of Light weight. The material used shall be tire and chemical resistant and

back plate should be orthopedically designed. It should he of adjustable type so that the

length of carrying plate can be adjusted according to user's height. It shall he ideal for the

confined space entry rescue operations. It should have latest technology preferably a

facility for mounting of air cylinder through cam lock. The body harness should pass

through the back plate should be wearer's friendly and shall have 100% Kevlar webbing

for highest level flame resistant. It should be safe in every respect for carrying load and

all buckles used in the harness of quick release type.

iv) Pressure Reducer.

It should be provided in 3 brass housing. which is attached to the lower part of the

carrying plate. On the pressure reducer. there should he the blo» out release valve. The

10\\ pressure warning signal/ device (audible) should he mounted on the pressure reducer

and not Oil the pressure gauge line as to increase safety factor of the set.

v) Face Mask.

This shall be made flame resistant material the reflex seal on the outer mask shall

be so designed to provide excellent sealing to the face counter. It shall have demand

valve on its outside to avoid the obstruction to the wearer as well as to have clear vision.

An inner luce mask shall be provided to reduce dead space. clear transmission of voice. It

shall also have a wide vision visor made of polycurbonate material. The head strap

provided with quick release and lightening dependable mechanism.

vi) Pressure Gauge.

The Pressure gauge should preferably Digital as well as Analogue type. The

monitoring the following factors.

a) Pressure

b) Temperature

c) Remaining service Time

d) Battery capacity

The integrated control unit should give alarm if the user is motionless for a period

of :20 seconds so that the fire fighter can be easily traced out in case of his

unconsciousness during the rescue operation and immediate help can be provided.

vii) Weight

The weight of the set should not exceed 12 kg. The light weight set will enable the

user to move quickly.

The entire set should be as per FN-137 type -[I. The face mask should he as per EN-

136. the back plate, face piece and demand valve should be individually CE marked.

Above all the approval certificates of E.N and C.c.E. Nagpur should be provided with

each set. Preference may be given to advance features incorporated in the B.A Sets

which will be suitable for all fire fighters.

viii) D.S.U:- A Distress Signal unit should be provided with each set and the duration

time should be :20-40 Seconds.

ix) Metal Box:- A suitable metal box should be provided for safe storage of the

complete B.A set. The internal surface of the box should be provided with I" foam

cushion to avoid damage.

Further. advance suitable additional facilities in the B./\ Set & its accessories shall be

given priority.

The B.A Set should contain the following Advance Features.

i). Wireless Heads Up Display (HUD): - The set should have Wireless Heads Up

Display (!IUD) system which fits securely inside the facernask and display cylinder

pressure in quarter increments along with turn back signal. Being wireless it provides

hands free at a glance cylinder pressure information to the fire fighter.

ii). Automatic Start Up Test: - The set should have an Automatic Start Up Test

system to check the cylinder pressure when the cylinder is pressurized and electronic

functions for safe use of the equipment to ensures every time for the tire lighter.

iii), Ambient Air Latch: - Ambient Air Latch system to enable the use of ambient air

while in standby or approaching the lire which saves precious air from the cylinder.

Other additional facilities also be taken in to consideration,

A. Water Turbine Mechanism.

The portable exhauster should be specially designed on water turbine

mechanism for extractor of vapor. smoke, and fumes from a confined space. It should be

of light weight maximum 24 kgs. free from electrical hazardous and should of simple

operation. Inlet water pressure should be 7 bars. normal water flow 245 LPM, air

extraction capacity minimum 50m3/min. The body should be of stainless steel 304 grade.

peloton wheel should be of gun metal. all piping should be of corrosion resistant. 631l11l1

male and female instantaneous coupl ing of stainless steel should be provided for inlet and

outlet facility. The fan should he nylon type. The ducting should be PYC coated name

resistant nylon fabric reinforced with spring steel wire having a minimum length 5 mtrs.

The device should be so designed to facilitate conservation of water.

B. Portable SmoJ{e Exhllustel·/ Ventilator Petrol Engine driven.

Portable Smoke Exhauster/ ventilator should be imported make a reputed

product and light weight with weight less than 45 Kgs. cOl.llpact having t-an size-16" with

minimum 10 blades capable of airflow output of minimum 40.000 cu. M/hr with

minimum ::; h.p. 4-stroke petrol engine. It should upcrntc fur minimum 75 minutes at full

speed with full fuel tank.

Ventilator set should be supplied complete with collapsible duct (S Ill). 10 deg hit

accessory and water mist adaptor. It should also be equipped with ah electronic meter

displaying the hours of operation and the engine rotation speed. The equipment shall he

CE marked.

6. FIRE RESISTANCE SUIT: - (1)

Three Layered Fire fighter Suit made with inherently flame retardant material with

following design &. material combination and each garment must be supplied with

manufacturer's CE Certificate and as per EN 469:2007-02.

DESIGN OF THE GARMENT:

Jacket

a) Fire tighter Jacket should be provided with FR lipper and FR Velcro (Hook S:

Loop)

b) The Zipper should be Concealed by a flap of the outer shell with Velcro provision

for extra protection.

c) Under the armpits special features should be provided for easy movement of Arms.

d) At the wrist FR Knitted material should be provided for firm fit and to ensure that

heat is not transmitted through the wrists.

e) 2" FR Retlective trim to be used at bottom round, middle round and arms round to

ensure high visibility.

f) Two pockets with flaps at the bottom half on both sides and a pocket on the inside

of the jacket with zipper for closure and safe keeping of important documents.

g) The entire Jacket should be stitched with FR Threads.

h) The Jacket should be CE Certified meeting the requirements of EN469: 2007-02

Pant

a) Fire Fighter Pant should be provided by two zippers on the sides for easy wear and

removal with comfort since speed is essential to the tire tighter while wearing or

removing.

b) The FRVelcro should ensure that the zippers are concealed with flaps and held III

place at the waist.

c) FR Elastic should bc provided at the waist for linn lit.

d) Two side pockets should be provided for storing any important accessories.

e) /\11 additional layer of' cuter shell FR and Antistatic fabric at the knee portion for

additional reinforcement to enhance the life of the garment during kneeling or any

such rigorous lire and rescue operation should be provided.

f) A pocket at the side thigh portion should be provided for holding a lire axe or any

other tools.

g) 2"FR Retlective trim to be provided at the ankle portion for high visibility.

h) The Pant is CE Certified meeting the requirements of EN469 : 2007-02.

+ The multi layer gloves should have the out shell made of flame and abrasion

resistant Leather with additional layer for moisture & heat protection. The cuff

should be made with knit Flame Resistant material. The gloves should be stitched

with high strength flame resistant Kevlar thread. An FR lime green/ silver

reflective tape shall be positioned on outer sick of the gloves.

• Gloves should be CE marked and certified to meet the requirements of EN-

659:2008 standard. Copy or certificate to be submitted with offer.

Fire Fighter Gum Boot.(Safctv Boot)

• FfRE FIGHTER BOOTS will be made of flame Retardant Rubber Boots will be

fitted with Steel Toe Cap and Steel Mid Sale (CSA Class-I certified). Boots will be

Electric Shock Resistant (CSA Omega) and will have a heat and oil resistant anti-

slip sole.

• The boots will have heavy canvas lining with sponge cushion inside. The boots will

provide ankle protection. The boots will be water proof. Boots wil] have strong

carrying loops arrangement on top for ease of donning.

• The boots will be CE marked and Certified to EN-IS090 standards. Copy of

certi ficate to be submitted with offer.

Fire Fighter Helmate.

• The helmet will be designed for Structural Fire Fighters exposed to extreme fire

fighting conditions.

• It will be Light-weight and made of High Strength Para-Aramid Kevlar reinforced

fiberglass shell.

7. FIRE PROXIMITY sun:Proximity suit should be designed for fighting fire at a proximate distance and for

a closer approach. It allows minor flame licks. Proximity suit should be multilayered with

the outer layer is of imported aluminized fiber glass/ rayon fabric/ NOMEX 01"

equivalents. The suit should have a vapor barrier and thermal barrier or specified

material. II should confirm to the Defence and International specifications.

Aluminized Protective Clothing made from Multi layer fabric ensemble consists of:
