Sec. 51 of RA 8550 limits surface areas
for aquaculture to 10%
Industrialization results to multiple use
of bodies of water
Decreasing aquaculture area e.g. 38% to
10% in Laguna Lake & 12,000 cage units
to 6,000 in Taal Lake
Shift from traditional (bangus &
tilapia) to high-value species (red tilapia,
snapper, pompano, ulang & ornamentals*)
Shift from water-based to land-based
(backyard fishponds and tanks)
Decreased production/income
Dislocation of cage/pen operators
*For Ornamentals Import reduction
Export promotion

• Ornamental Fish Trade Industry worldwide amounts to
approximately 1 Trillion USD ( APPMA,2005 as cited by
Livergood & Chapman 2007 ).
• 85% freshwater species + 15% marine species
• For FW species, 90% are cultured + 10% wild caught

WORLD SCENARIO
• Main Species Dominating the Market
VISION
• The Philippines as a major supplier of quality
ornamental fish to the world guided by the
principles of resource sustainability, equity
and strong government-private sector
collaboration.
MISSION
– Produce quality ornamentals for import reduction and export promotion
– Formulate pertinent policy and guidelines relative to production enhancement and marketing protocols
– Generate employment
OBJECTIVES
1. To supply 10% to 20% of the total world
demand.
2. Provide livelihood opportunities to about 5,000
to 15,000 fisherfolk/families within the medium
term.
3. To generate a monthly income ranging from
PhP 6,000 to PhP 12,000 per family.
STRENGTHS/OPPORTUNITIES
• Vast bodies of freshwater lakes, ponds, rivers and springs;
• Year-round tropical climate for ornamental fish growing;
• Available manpower resource;
• Accessibility to international ports of entry and exit.
OVER-ALL STRATEGIES
• Provide policy environment conducive to producingglobally-competitive ornamental fishes;
• Commodity specialization, wherein zoning shall beundertaken to specify areas for each species to avoidcross-breeding e.g. guppy zone, swordtail zone,goldfish zone, koi zone, etc.;
• Timely production of quality and in-demandornamental fishes with variety and volume fordomestic and international markets;
• Breeders, growers, hobbyists, researchers and academe working together in the production of quality ornamental fish for the world.
