Mobile cranes and boom trucks are still covered by the OSHA Crane Standard.

If you have these, you are covered:

Requirements include:◦ Crane operator certification.

◦ Inspections.

◦ Signal person training and evaluation.

◦ Power line safety – public.

◦ Medical examinations?

◦ Fork lifts.

◦ Controlling entity requirements.

◦ Operational aids and safety devices.

◦ Number of new work practices.

Identify mobile crane and boom truck operators.

Requires written and practical examination.

Certify all by October, 2014.

Will be very difficult without test prep training.

Options include using outside agencies such as NCCCO.

In-house option requires extensive resource and planning.

Where large number of employees held mobile crane or boom truck qualifications, management should consider right-sizing.

Certification in 2014 will be very difficult for infrequent operators.

And expensive --- $2000 per operator?

Changes in the content, frequency, and documentation of per-shift, monthly, and annual inspections of mobile cranes and boom trucks.

Similar changes in wire rope inspection.

Signal persons for mobile cranes and boom trucks are required to complete training and pass both written and practical tests.

Transmission and distribution organizations need process to respond to requests from members of the public when their cranes are near power lines.

Must provide voltage information within 2 working days of request.

Also need policy on how to respond to requests for de-energization, relocation of lines, installing cover-up and blocking reclosers.◦ Some utilities are refusing to cover lines, block reclosers,

etc.

New OSHA regulation does not require medical examinations for mobile crane operators.

However, applicants for the certification exam will be asked to sign statement that they meet medical and substance abuse requirements.

Will you offer physicals?

A number of new work practices on a variety of issues need to be communicated to mobile crane operators, boom truck operators, riggers, their supervisors, and planners involved in mobile crane operations.

New rules for:◦ Traveling with a load.◦ Traveling under power lines.◦ Safety devices and operational aids.◦ Storm warnings.◦ Leaving equipment unattended.◦ Being under a load.◦ Swing radius requirements.◦ Lifting personnel with a crane.◦ Cell phone use (prohibited).

Manufacturer’s procedures – comply with and have available.

The controlling entity must ensure that ground conditions meet requirements.

New regulation applies when a jib with a hook is mounted to forks of a forklift.

Need to determine how impact on fork lift training/ certification.
