Opinions expressed by the publisher and writers are their own and are not to be continued on page 5 continued on page 3 OTIS MMR has been flagged – football season opens The Otis Flag Football League sponsored by USCG Air Station Cape Cod kicked off their 2009 season on September 3 rd with six teams vying for the championship. Back to defend their title, the Air Station Cape Cod team led by QB Brian Gunnoud readied for the challenges from USCG Station Cape Cod Canal, led by Neil Fleck, FED (Base Facilities Engineering) led by Kyle Lucina, Air Force Pave PAWS led by RodWilliams and D-Train Dean, NRFTC (CG Fishery School) led by QB Ben Richards and the USCG MSD (Marine Safety Detachment) led by QB Tony Carrillo. FED and MSD hooked up early in the season for a real classic, with FED’s Kyle Lucina opening up the scoring with a 30 yd TD catch from QB Kevin Garcia. The MSD team answered back as Jamie Bigbie caught two five yard TD catches to give them a 12-6 lead, Nick Morgan added the one point conversion catch to make it13-6. FED then used its’ quick strike offense as Milton “Holly-Hood” Rogers hauled in a pass and raced 50 yards to make it 13-12. Tony Carrillo then snagged an errant pass for MSD and returned it 30 yards for the pick six TD and Maverick Hanigan added the one point catch to give his team a 20-12 lead. With the clock winding down, Holly-Hood got a hand off and took it to the house for a 75 yard TD run, cutting the MSD lead to 20-18. Needing a two-point conversion for a tie, FED went for it and Eric Potier came up with the clutch catch to knot it up at 20-20. MSD was stunned and were now faced with playing an overtime period, in flag football each team gets 3 plays to try and score from the 40 yard line. FED marched down the field and scored as Kyle caught a 10 yard TD and also made the one point conversion for a 27-20 lead; leaving FED feeling pretty good about their chances of winning this game. The ramifications are especially serious when it comes to the functioning team members in a kill chain. From command and control, to intelligence teams, to the war fighter on the ground, these series of links work together to complete missions that keep enemy threats in check. But what if those links don’t speak the same language, work in the same military branch, or understand each oth- er’s capabilities and toolsets? Then the wartime mission to find, fix, track and target enemy forces, assist in engage- ments and perform damage assessment becomes seriously compromised. That’s where DGS-MA’s Ground Subject Matter Expert Training Program is making a difference in the kill chain. Airmen from the 102nd Intelligence Group are a critical part of the overall Air Force Distributed Common Ground Station weapon system. All DGS-MA crewmem- bers have gone through rigorous training at various DGS locations; assessed by standardization and evaluation pro- cesses to attain and maintain mission crew qualifications. However, even after all this training there is still a notice- able barrier between the Air Force and its interpretation of characteristics for its main customers: U.S. and Coalition land forces. This is where DGS-MA is breaking new ground toward better integration. Personnel from DGS-MA are working on a curricu- lum called the Ground Subject Matter Expert (SME) Pro- which is responsible for facilitating all training exercises for Army units for proficiency and prior to deployment. The team at the TSC prepares soldiers by providing training and maintaining facilities at the Tactical Training Base (TTB Kelley), Military Operation in Urban Terrain site (MOUT Calero), and the state of the art Virtual Convoy Operations Trainer (VCOT). The most recent collaboration effort centered on bringing Airmen up to speed in a convoy operational setting using the VCOT. Utilizing a series of virtual reality headsets and full motion turrets, the VCOT puts participants into the setting that most convoy operators experience while on patrol. Teams consist of a group of vehicles made up of vehicle commanders, drivers, and gunners. The simulators respond to input commands that simulate steering and velocity com- mands from the driver. The gunner actually sits in a moving turret that responds to the operator’s decision on where to scan and acquire targets. The vehicle commander receives and issues communications back to the simulator operator which builds what happens next in the scenario. “The training was really valuable because it helps us as 1N1s (imagery analysts) understand what we’ll be looking at through their [the convoy members’] eyes,” said Airman 1st Class Adrienne Harvey, 101st Intelligence Squadron. This understanding can be crucial when actual mis- sions are running and every second counts in analyzing a situation. “Instead of looking at what’s going on and wondering ‘Why are they doing that?’, we’ll understand why they’re converted it for the win as Maverick (Top Gun?) Hanigan hauled in the game winning points, 28-27 MSD! A gutsy call and a great finish to a well played game. Pave PAWS and the Canal Station faced off and the Canal team displayed an awesome passing game as they jumped out to a 26-6 lead at halftime. Before you could say blow out, the Canal was up 19-0. First Andy Lieberwith hauled in a 40 yard TD pass from QB Neil Fleck; Travis Carter caught the 1 point conversion for a 7-0 lead. Minutes later, Andrew Craig caught a 75 yard TD bomb from Neil for a 13-0 lead, and then the “other” Andy, the “Liebernator”, caught a nifty one handed TD catch for a 19- 0 lead. Finally Pave PAWS answered as Hot Rod Williams caught a 30 yard TD to make it 19-6, but all that did was spark the Canal to score again as Andy Lieb caught a 45 yard TD pass and Jay Enos made the one point catch for a comfortable 20 point lead at the half. Pave PAWS needed a big lift to start the second half and what better place to go to get a lift than to the train station? That being Alvin “D-Train” Dean, who caught a short pass and lugged the pigskin 75 yards for the score, adding the one point pass it stood at 26-13. The Canal Station came right back and also showed their depth at quarterback; perhaps Neil was tired after firing four 1 st half TD passes? His understudy, Zack Nolda was more than adequate, he fired a 50 yard TD to Andy Lieb (his 4 th one) and Neil caught the one pointer for a 33-13 lead. Asmanyknow,October1stis“NewYear’sDay”forthose in federal government service, with the kickoff ofanother fiscal year. This milestone brings a flurry of last minutespenddownoffederalfundsandthendispersementofanotheryear’smoney.Aswithany“NewYear”event,itisnaturaltolookbackandtakestockofwhathastranspired,goodandbad.BeforeItakealookatCoastGuardactivities,itisworthcommentingononeofthemoststrikingmomentsfor all of us in 2009: the hosting of our Commander inChief.Itisindeedanhonorforanymilitaryunittohostthefirst family, but more so to do it twice in a week. In planning his visit, the White House advance staff asked for thePresidentto“meetwiththeBaseCommander”uponarrival.ConsistentwiththecollaborativenatureofwhatmakestheMMRuniqueandeffective,weexplainedthatmeansfoursenior officers since we all are in charge. As we say in the nauticalservice,thisPresidentialeventwasan“AllHandsFunction!” Indeed, it took significant support from Pave PAWS,AirNationalGuard,ArmyNationalGuardandtheCoastGuardtoprovidethesecurity,logisticsandprotocolsuchavisitdemands.ThePresident’shelicoptersquadron,AirForceOnecrew,WhiteHousestaff,andSecretSecuritydetailALLcommentedonhowprofessional theplanningandexecutionforthevisitwascarriedout.WelldonemenandwomenoftheMMR!! Turning specifically for the Coast Guard, it has been a phenomenalyearforthemenandwomenwhoworkaboardthe MMR. Numbering almost 700 Coasties within thefenceline,thereareseveralcommandsonthebasethathavereached significant achievements: AirStationCapeCod:Thiscommand,probablymostvisibleMMRCGunittothosearoundtheCape,completed256SearchandRescuecasesin2009.Thiswasanincreaseover 2008 and tops our historical averages. These time-criticalcasessaved23livesandassisted47others.Theseare sons, daughters, fathers, mothers, aunts and uncleswho are safely with their families today because of theprofessionalismofthecrewsinourjetsandhelicopters.OfnotewastherescueofthesailingvesselMoonshinethatwasbatteredbyawinterblizzardoffBlockIsland,locatingviaHU25inseverelylowvisibilityandH60hoistingofarowerattemptingasoloAtlanticcrossing,andseveralmedevacsofcritically injured commercial fisherman at the far extremes ofourareaofresponsibility,100sofmilesoffshore.Ourhangardeckmaintainersshonewithkeepingourdispatchrate(“whenyouturnthekeyitworks”)atover90%,despitean aging aircraft fleet that lacked a fourth helicopter. On thesupportside,ourFacilityMaintenancestaff tendedtothesecondlargestshoreinfrastructureintheCoastGuard.In a true “military looking out for military” fashion ourhousing management and maintenance staffs cared fora large number of quarters, ensuring we provide not justhouses,but homes,tomembersofallbranchesofthearmedforces.OurComptrollerDivisionreinforcedthenotionthat“ItDon’tFlyWithoutSupply”andmadesurewehadtherightparts in therightplaceat theright time. Ourclinic

andadministrativestaffkeptuswellsupportedandcarriedtheadditionalburdentopre-deployPortSecurityUnit301.Allofuscouldfocusonourmilitarydutiesbecauseoftheconfidence we had in the loving, gentle care provided by our Child Development Center. The Coast Guard galleycontinuedtobeitsownworstenemy….preparingfantasticmeals(didyouhavetheT-bonesandcrablegslastweek??)thatonlyaddedtothelineofcustomersofallservicesandretirees.OurMorale,Well-BeingandRecreationDivisionmadesure“fun”waspartof livingontheCape. Finally,ourhardworkingCoastGuardExchangefolkscompletedasmall,yetwell-stockedmini-martthataccentedthemainexchangeandensuredwehad“thegoodsandgroceries”tokeepa“town”of2000andthrongsofvisitingtroopsandairmangoing. CommunicationsStationBoston:Thissmallunithasahuge responsibility to keepvital commandand controllines of communications open to Coast Guard assetsoffshoreandintheair.Theykeptcommsmovinginspiteof disruption related to a new $250K commercial powertransformerandelectricalpowerdistributionpanelwhichwillboostreliabilityandcreateaquickdisconnectshouldanemergencyoccur. Northeast Regional Fisheries Training Center(NRFTC): Our own “boarding officer academy” hosted 300residentstudentsforLivingMarineResourcesandLawEnforcement Classes. Off campus, NRFTC instructorsconducted joint boarding with Canadian Department ofFisheries and Oceans Officers aboard Canadian Coast Guard ShipLeonardJ.Cowley. best ride on anything that moves ... ever.”Both men are excited and both have good reason to be.On Oct. 21, Airman Hobbs became the first wing member

to qualify for a ride in the F-15 Eagle through the AIR

Program - An Incentive Ride. With this program, unit mem-bers who refer three individuals, who enlist with the 102nd,qualify for an hour-long incentive flight. A preflight briefing,presentation in life support, use of the virtual reality para-chute simulator, and a debriefing also are included.

Individuals who enlisted after September 2003 can countthemselves toward the three needed for a flight.The samegoes for anyone who reenlisted after that date.

“We pulled 9 Gs! It was awesome!” said Airman Hobbs,out of breath. When asked if he would do it again, he didn’thesitate, “in a heartbeat.”

Sergeant Eccleston, a production recruiter, shares thatenthusiasm. “This program works because the commandersupports it. If people just put a little effort in, they could endup flying high. This is better than any bonus I could offer.People need to realize millionaires couldn’t buy this experi-ence”.

Adopted in September 2003, the AIR Program providesunit members with the chance to a take flight. Before this,incentive flights were reserved for award winners.

Career advisor wasn’t sure about jobBy Senior Airman James Regan

when she talks about being unit career advisor for the 102ndCommunications Flight.

Smiling, her hands adding motion to the already ani-mated explanation of her position, she said, “The program, Ithink, is a really good one, when used properly. When peopleget actual, real attention from their supervisors that doesn’thave to do with discipline, it’s amazing what it will do forpeople.”

Because of her fine work, in October, Sergeant Brosseauwas presented the Unit Ca-reer Advisor of the YearAward by Col. PaulWorcester, wingcommander.

Her enthusiasmfor the job is some-what of a contrast forsomeone who hadreservations abouttaking on the addi-tional duty.

“When (SeniorMaster Sgt.)Andy (Heckler) ap-proached me, he saidthe person needed tobe outgoing and talk-ative. I said to my-self: ‘You gotta bekidding me!’ Half ofthis flight doesn’tknow who I am! Iwork in telephone closets andclimb on roofs. When theysee me, its usually tofix something.”

Sergeant Heckler thoughtotherwise.

“She has high moral stan-dards. You can see it in herson. I thought she’d betheperfect person to hand outadvice.”

As a 28-year veteran of the armed services, SergeantBrosseau certainly has enough experience to give advice.

After joining the Air Force, she worked as a crew chief forthe 509th Bomb Wing at Pease Air Force Base, N.H. Afterusing the Palace Chase program to transfer into the 157th AirRefueling Wing, also at Pease, as a traditional guard member,she joined the 102nd in 1982. While working as an informa-tion assurance specialist on the weekends, she was a main-frame help desk technician for Putnam Investments in Bos-ton.

“I couldn’t make tech sergeant because they didn’t havea slot. So, I went to the retention office and said I’d like to stayin this place, but not if I’m going to spend the next 10 years

as a staff sergeant.’”That experience

has helped her whenshe has talked to oth-ers in her job as acareer advisor.“That’s one of thethings that’s interest-ing about being a unitcareer advisor, it’snot always about notliking your job.Sometimes it’s aboutwanting to makemaster sergeant ... Iget to help people ma-neuver their wayaround.”

“Mid-career Air-men start havingquestions about fam-

ily support and family readiness. These types of thingsencourage enlisted people and their supervisors to worktogether and resolve issues. It can encourage supervisors tobe a mentor and provide information.”

Sergeant Brosseau works full-time in the Communica-tions Flight as an information technology specialist. Shelives in Wareham with her son, Barry, who is a freshman atWorcester Polytechnic Institute.

As a single parent, she’s familiar with some of the issuesmilitary personnel have. “I prefer the term ‘unmarried’ ratherthan divorced” she said, laughing.

TheMMREnergy Committee, formed in 2007, meets monthlyto identify opportunities for energy conservation andrenewableenergyimplementation,suchasharnessingwindand solarpower, in amanner that is compatiblewith themilitarymission.Presently,MMRleadersareworkingwiththestateofMassachusetts toassess theviabilityofup toseventeen1.5MW turbineson theMMR. TheAirForceCenter for Engineering and the Environment (AFCEE),which manages the Air Force Installation RestorationProgram, is proud to announce the construction of theirnew 1.5-megawatt wind turbine. The turbine will save30%oftheprogram’sannualelectriccosts(approximately$600,000peryear)aswellasoffsetemissionsby30%fromfossil-fueledpowerplants. The USCG has instituted an energy efficiency plan utilizingtheCapeLightCompact’senergyauditandrebateprogram to upgrade lighting fixtures at many facilities. The estimated savings the upgrade is 210,000 kWh equatingto $40,000 annually. The Cape Light Compact’s rebateprogramisavailabletoalllocalresidents,businesses,andgovernmentagenciesatwww.capelightcompact.org.

One thingbecameveryclear in this tournament, theseven teamswho showedup came toplay and all of theteamswereloadedwithtalent,nextupforthePirateswasateamfromHaverhill,ledbySteveCarpenter.Stevebroughtabunchofyoungsluggerswhowerebentonimprovingonlast year’s fourth place finish. The Pirates again jumped outtoalead,thistimeabigoneandafter3½inningsthePirateswereup15-2.Butastheysay,itisn’tovertillit’sover, and the Haverhill team came up with a 10-run 4thinning to negate the Pirates scoring 8 in the 4th. The Piratesgaveittheirallandwereproudtohaverepresentedthe base at Otis in this very competitive and enjoyabletourney. Thetourneyformathadeachteamplayingfourgames,withthetoptwoteamsfromeachbracketadvancingtothedouble elimination finals on Sunday. Representing the Nye FieldBracketwere theFalmouthBucketheadsat3-1andDiamond Pools at 2-2. The Nickolodean Field Bracketteams were Connolly Plumbing at 4-0 and Hunter YardWorkat2-2. The fireworks started early on Sunday morning as Connolly sent a clear message to the other three teams,that theywerefor realas theybeltedDiamondPools24-10whileHuntergotofftoagreatstartastheyrackedupa27-7winover theBucketheads. This setupa rematchof the Hunter – Connolly game, on Saturday Connolly had beatthem14-6andHunterwaslookingforsomepayback.Butaquickstart,a7 run1st inningbyConnollydoomedHunter’s chances and they could not get their offense ingearliketheydidintheirbigwinovertheBucketheadsandthegamewascalledafter5inningsbecauseofthe15-run“Mercy” Rule, the final score was 18-1. Not to be outdone, in the elimination side of the

bracket,theBucketheadsknockedoutDiamondPools(4thplace)astheywon15-14inextrainnings.TheBucketheadsthengottheirrevengeandknockedoutHunter(3rdplace)asthey rallied back from a 10-5 deficit after 5 innings. In the 6ththeyscored8runsandthenaddedanother6inthe7thastheypulledawayfromHunterfora19-12win. It was a big win for the Falmouth team, but nowtheyhadtobeatConnollytwicetowintheSkipTourney,itwascertainlywithintheirmeans,consideringtheywerethetwo-timedefendingSkipTourneychamps! IhaveafeelingtheFalmouthteamfeltalittlebitlikeCuster did at Little Big Horn going into this game, theBucketheads were tired and had just come off a big winagainsta toughHunter team,nowtheyhadtorampitupagain and shut down Connolly’s high powered offenseandnotonlybeatthemonce,buttheywouldhavetodoittwice. AftergettingtheBucketheadsout1-2-3inthetopofthe1st, theConnollyteamhit inthebottomofthe1st likeateampossessed,theyscored12runsinthe1st,thenshutdown Falmouth again in the 2nd and then put another 11runsontheboardtotakea23-0leadafterjusttwoinnings,itwas an incredibledisplayofhitting. TheBucketheadsgaveitonemoretryinthetopofthe3rdinning,hopingtheycouldsustainarallyandatleastmakeagameofit,butaftergettingonlytworunsinthe3rd,theyconcededthegametoConnollyandcongratulatedthemontheirbigwin. Tourney Coordinator Mike Camire presented the2nd place trophies to the Bucketheads and the 1st placeConnolly team all received mock turtle neck shirts withthe traditional “Skip” Jester logoon it. We shared somegreatSkipstorieswithhisfamily,ashisMother,wife,sons,brotherandgrandchildrenall took insomeof thegames.Whataweekend,theweatherwasgreat,theteamsplayedawesomeandallwecoulddoat theendwassay; seeyanextyearforSkip2010!
