The purpose of this bookletSafety is South Hook LNG’s number one priority. Inall our operations, we place huge emphasis onprotecting the wellbeing of all our staff, ourneighbours and the environment.

Everything we do is rigorously tested and monitoredby ourselves and by a number of statutoryRegulators, including the Health & Safety Executive(HSE), and Natural Resources Wales (NRW).

However, in the unlikely event that there is a majorincident at the Terminal, we want those around us tobe prepared. Within this booklet you will findinformation on how you will know an incident hasoccurred and what to do. You will also be able tofind out more about what we do at the South HookLNG Terminal and our safety record.

The COMAH (Control ofMajor Accident Hazards)Alarm and Quarterly TestsIn the unlikely event that a major incident occurs, aspecial Alarm, known as a COMAH Alarm, will besounded which will be clearly heard outside the SouthHook LNG site. You can find out more about COMAHRegulations on page 8 of this booklet.

The COMAH Alarm has a distinctive sound - an intermittent tone.

This specific COMAH Alarm is only sounded ifthere is a potential danger to our local community.

The ‘All Clear’ is a single continuous tone and thistone will be sounded when the incident is over.

You can also hear these Alarms when they areregularly tested on the first Tuesday of the quarter: • January• April• July• October

The tests occur at 2.30pm and again at 7.30pm.

Fridge magnets detailing the dates of the COMAHAlarm test are available.

If you would like to listen to a recording of the COMAHAlarm and the ‘All Clear’ sound to make sure that youcan recognise them, please call our special Freephonenumber: 0800 046 3470. Besides playing the sitesirens, the recorded message repeats the emergencyinstructions given in this booklet.

Please note that, with the exception of the test dates, this specific COMAHAlarm is only sounded if there is a potential danger to our local community.

Go into a house or building• Shut doors and windows

• Switch off ventilation fans, central heatingand all sources of ignition, including gasand electrical heating appliances

• Block incoming draughts

• Put out naked flames

• Do not light matches

• Do not smoke

• Close the curtains of windows facing our site

Stay in until you are advised todo otherwise• Wait inside until the ‘All Clear’ is given, or youare given other advice from the EmergencyServices. Messages giving the ’All Clear’ willonly be issued by the Emergency Services,South Hook LNG or the local radio

• Do not leave the area. You may hinderaccess required by the Emergency Services

• Co-operate fully with the instructions givenby the Emergency Services

About the South Hook LNG TerminalSouth Hook LNG is a Liquefied Natural Gas (LNG)receiving Terminal. We receive, store and regasify LNG that arrives at our Terminal.

The LNG that arrives at our Terminal is natural gas thathas been cooled and liquefied to one six-hundredth ofits original volume, making it much easier to transportand store. It is then shipped in state-of-the-art vessels,specifically designed to accommodate the lowtemperatures of LNG.

Our Terminal consists of a jetty, which allows theberthing of LNG ships, and five storage tanks, in whichthe LNG is stored before being gently warmed until itreverts to a gas and then enters the NationalTransmission System (a network of gas pipelines whichrun throughout the UK).

Storage and transportation of the LNG requires nopressurisation or refrigeration to maintain it in a liquid state.

Safety at South Hook LNG At South Hook LNG, safe operation is our highestpriority. We place stringent measures upon ourselves tomake sure that all our safety processes areimplemented effectively. Additionally, we are alsogoverned by a number of UK and European regulations.

Most importantly, the South Hook LNG Terminal is aTop Tier COMAH (Control of Major Accident Hazards)regulated site. This set of regulations aim to preventand limit the impacts of major accidents involvingsubstances, such as LNG and liquid nitrogen, whichthe South Hook LNG Terminal currently has on site.

In order to meet these requirements and prevent amajor incident from occurring, South Hook LNG has anumber of systems in place. These systems arereviewed regularly, to ensure we are using the BestAvailable Techniques (BAT), and include:

• LNG and liquid nitrogen storage tanks which are designed with a high degree of safety andstructural integrity

• Automated safety and detection systems that areused on site for controlling and monitoring purposes

• Emphasis is placed on training and working to strictmanagement systems, including producing detailedrisk assessments and mitigating the risks

• Our Terminal has a Major Accident Prevention Policy (MAPP) and a Major Emergency Plan (MEP),which are activated in the unlikely event of a major emergency

• Our detailed emergency plans are regularly tested inconjunction with the Emergency Services andPembrokeshire County Council

Products held at South Hook LNGLNG is a natural gas that is odourless, colourless, non-toxic and non-corrosive. In its liquid state, LNG is notexplosive and cannot burn.

Liquid nitrogen is produced on site and is used toensure that our gas meets national transmissionsystem gas quality. Like LNG, nitrogen is odourless,colourless, non-toxic and non-corrosive.

In the unlikely event of an incident, the major hazardassociated with our site could be a release of LNG or liquid nitrogen, which would vaporise to form avapour or gas.

In the event that there was a LNG leak, the vapourproduced is flammable, resulting in an increased risk ofa fire hazard.

Direct exposure to the source of a LNG or liquidnitrogen leak poses the risk of cold burns and possiblyrespiratory damage from breathing cold vapours.

Only in the most adverse of circumstances mightan incident represent a hazard to the community.
