The three day competition was attended by over 50 Explorer Posts from across the nation. These dedicated Police Explorers prepared for months to compete in scenarios, such as hostage rescue, crisis negotiation, vehicle assault, robot operations, pistol shoot and active shooter incidents. The Oxnard Police Department was represented by 24 Explorers who competed in several team and individual tactical events, earning trophies in five of them. The team earned second place trophies in Rapid Response (Active Shooter) and Door Breaching; third place in Vehicle Assault and Crisis Negotiation; and Police Explorer Sergeant Shayla Fuentes earned a fourth place trophy for her impres- sive performance in the Individual Pistol Shoot. The Oxnard Police Explorers exemplified dedication, team work and professionalism throughout the competition and their hard work surely paid off. The Oxnard Police Department Explorers is a non-profit organi- zation that provides young adults between the ages of 14 and 21 the opportunity to learn about the law enforcement profession and gives police officers the opportunity to build constructive relationships with young members of the com- munity. Passed away January 21, 2017 in Culver City, Cal- ifornia. Bishop Joseph Madera was raised in El Grullo, Jalisco, Mexico. His parents were Jesus Madera Flores and Paz Uribe Santana. Survived by Carmen Madera of seven siblings. Bishop Madera belonged to the congregation of the Missionaries of the Holy Spirit. He professed as religious on March 10th 1948. He was ordained as Priest in June 15, 1957. Served as priest in the Archdioceses of Los Angeles for 15 years. Then ordained Bishop for the diocese of Fresno, California in March 4th, 1980. Served as Auxiliary Bishop for Catholic Archdioceses for the Military Services of the United States of America in May 28, 1991 by Pope Juan Pablo II. Bishop Madera retired on September 15th 2004. He lived in residence in Saint Martha Parish since September of 2011. Después de su ordenación, presto sus servi- cios en el seminario menor de los Misioneros del Espíritu Santo. Sirvió como sacerdote en la Arquidiócesis de Los Ángeles durante 15 años. Durante 6 años fue Párroco de Nuestra Señora de Guadalupe y de Cristo Rey en Oxnard. En 1976, fue Párroco de Fowler y Del Rey en la Diócesis de Fresno. “Fue una maravillosa persona en muchos sentidos”, dijo Ramón Gascón, quien señaló que Madera ocupa un lugar en la historia del condado de Ventura y un lugar muy especial en la comunidad de Oxnard. “El Obispo Madera dedico gran parte de su tiempo al ministerio de la juventud en la parroquia y en el condado”, dijo Lili Robles. On Friday, January 13, 2017, the Oxnard Police Department Explorer Post 9286 set out to com-pete in the 19th Annual Chandler Police Explorer Tactical Competi-tion, hosted in Chandler, Arizona. Attempted murder arrestce linking Villegas to the stabbing of Gamiño. Headquarters Station Detectives and Sheriff’s Major Crimes Investigators responded and initiated an investigation into the stabbing.

Villegas was found to be on ac-tive probation for carrying a dirk

or dagger concealed. Following the investigation, Villegas was arrested for attempted murder and booked into the Ventura County Main Jail, where his bail is cu-rrently $1,010,000.00.

The alleged crime committed appears to be an isolated incident and at this time bears no indication

of being gang-related. Gamiño is listed in serious but stable condi-tion at a local hospital.

Anyone with information regar-ding this investigation is encoura-ged to contact Detective M. Marco at the Ventura County Sheriff’s Office-Major Crimes Bureau.

Congressman rules out immigration reform

Democratic Arizona Con-gressman Raul Grijalva not only rules out the possibility of approving immigration reform under the new Donald Trump administration but also believes

that Republican lawmakers will toughen immigration laws.

“During this new adminis-tration, I don’t believe that the necessary support will be ob-tained to achieve immigration

reform. I think that we’ll only see a greater toughening of the immigration laws,” Grijalva said in an interview.

The congressman said that the bipartisan BRIDGE bill - which

would temporarily suspend possible deportation of some 750,000 young undocumented migrants now sheltered by the Deferred Action (DACA) pro-gram, implemented in 2012 by

President Barack Obama - is an “emergency proposal.”

This bill aims to provide the so-called “Dreamers” with resi-dence and work authorization, just as DACA does, for three years while Congress finds a permanent solution for their immigration status.

“I support the BRIDGE bill as it is now, offering neces-sary protection to these young people, but we’re not going to negotiate the Dreamers’ benefits to finance the wall” Trump has promised to build along the US-Mexican border, he warned.

He also said that he supports the recent White House decision to end the so-called “wet foot, dry foot” policy which since 1995 has aided illegal Cuban migrants who have managed to set foot on US territory.

Grijalva, the son of a Mexican immigrant, went on to criticize

Trump’s proposal to build a “big wall” along the US-Mexican border, which - according to the mogul’s plan - at first will be paid for by the US Congress although Mexico ultimately will reimburse the US for it.

He said that such a wall will cement Trump’s “anti-Mexico” stance, adding that the incoming president simply wants to make an “example” of our southern neighbor and demonstrate his political strength.

As a result, Grijalva is among approximately 50 US law-makers who did not attended Trump’s inauguration last Fri-day.

“The US presidency is the most important office in the world. The behavior of the person who occupies that post must be presidential and, so far, Trump has not shown this behavior,” said Grijalva.

He presented par-ents with a card from a legitimate tutoring company saying it was a government assistance program and even provided forms to “start the registration process.” The suspect was invited into the home in both cases and during the visit he was able to obtain tax returns and the social security numbers

of everyone in the residence. A subscription fee is asked for prior to the suspect leaving and an ap-pointment is set for the tutoring to begin. In both cases, the tutoring date arrived and the suspect never returned.

Although not all persons solic-iting door-to-door are attempting to commit a crime, the Oxnard Police Department recommends community members be wary of anyone soliciting services to them at their home. This can be

a method in which the suspect is “casing” for a later burglary. As in the above case, the suspect can use the information obtained for identity theft purposes and file false tax returns.

• No government agency will solicit door to door.

• Do not give your personal identifying information to anyone that you do not know or did not solicit their services.

Trump pledges to empower the people

Donald Trump vowed to em-power the people of the United States last Friday in his first speech after taking the oath of office as the nation’s 45th president.

Proclaiming a “great national effort to rebuild our country and restore its promise for all of our

people,” he said: “together we will determine the course of America and of the world for many, many years to come.”

He said that his inauguration marked not just a transfer of power between individuals and political parties, but a return of power to the

people of the United States. For years, Trump said, the poli-

ticians “prospered, but the jobs left and the factories closed.”

Representante de SEDESOL con clubes en Oxnard

El pasado miércoles 17 de este mes de enero, se llevó a cabo una reunión entre Tania Posternak, representante de la Secretaria de Desarrollo Social (SEDESOL), de México, y representantes de los llamados clubes de oriundos, que se encuentran organizados en la demarcación del Consulado de México en Oxnard, que cubre los condados de Ventura, Santa Bárbara y San Luis Obispo, sien-do la cede consular mexicana, el marco donde se llevó a cabo dicha reunión.

Antes de dar inicio a esta re-unión, el cónsul de protección consular, Javier Cerritos, dio importante información a los asistentes acerca de dos temas que atañen considerablemente a la comunidad de origen mexicano que vive en la demarcación del consulado de México en Oxnard.

El primero, acerca de la vio-lencia doméstica, que si bien es cierto, es un mal que no distingue barreras raciales, de idioma, status legal, económico o educacional, es algo que ha tenido una seria incidencia en la comunidad de origen mexicano, para lo cual, el Lic. Cerritos dijo que el consulado tiene recursos para ayudar a mu-jeres y también hombres, porque los hay, que sufren de violencia doméstica: Por ejemplo, contactos con diferentes agencia que pueden ayudar a las victimas a encontrar

un refugio temporal donde vivir, ayuda psicológica para adultos y menores, ayuda económica para el sustento mientras encuentran trabajo o incluso, ayuda con la búsqueda del mismo. De igual manera, el consulado cuenta con varias firmas de abogados que pueden ayudar en el proceso legal y que las víctimas de violencia doméstica o de algún otro crimen, pueden tener el beneficio de poder arreglar su situación migratoria por esta situación. El consulado también puede ayudar económi-camente para que las víctimas de violencia doméstica o crímenes, puedan llevar a cabo el trámite para obtener su visa U.

Por otra parte, también informó que el consulado tiene la posibi-lidad económica de ayudar a las familias que han sufrido el falle-cimiento de algún familiar, para que se haga el traslado del cuerpo a su lugar de origen y tienen tam-bién el conocimiento de algunas funerarias, en diferentes ciudades de la demarcación consular, que hacen sus servicios a una tarifa muy económica para que los familiares puedan llevar a cabo la repatriación de los restos de la persona fallecida.

Además, el consulado, depen-diendo de la situación económica de la familia puede ayudar, tanto con los trámites legales que se tienen que llevar a cabo para

el traslado, como con recursos económicos para dicho efecto, aclarando que siempre se toma en cuenta la situación económica de la familia, así como los costos, pues siempre se hacen de acuerdo con un paquete básico de gastos, lo que no implica un deterioro en la calidad de los servicios prestados.

Después de esta información, Tania Posternak tomó la palabra, primero para agradecer la gran audiencia que se dio cita en el consulado mexicano a los re-presentantes y miembros de los clubes de oriundos organizados en los tres condados y además informando de cambios en el co-nocido programa 3 por 1 que lleva a cabo el gobierno de México a través de la SEDESOL en la que los clubes llevan a cabo proyectos de mejoras en las comunidades mexicanas y por cada peso que ellos invierten, los diferentes ordenes de gobierno mexicano hacen una aportación igual, lo que resulta en tres pesos por cada uno invertido por los clubes, de ahí el nombre del programa 3 X 1.

La información más importante para nuestros lectores es la refe-rente a la posibilidad de llevar a cabo proyectos productivos indi-viduales, con la idea del gobierno mexicano, de que los envíos de remesas de los mexicanos avecin-dados en este país, no solamente

se gasten en bienes de consumo o servicios, sino parte se reinviertan en negocios en México, que por una parte, hagan que las familias no dependan solamente de los envíos de remesas en dólares, sino que también puedan producir sus propios recursos, a la vez que desaliente la inmigración hacia los Estados Unidos.

El programa funciona para

miembros de los clubes de oriun-dos, pero se presentan de manera individual, donde por cada peso o dólar que el interesado invierta en la creación de un negocio propio en territorio mexicano, el gobier-no federal pondrá otro tanto, sin la obligatoriedad del interesado de regresar el capital.

Los montos de inversión varían dependiendo del número de per-

sonas a las cuales se emplearían, pero es una buena oportunidad para los emprendedores que quie-ran desarrollar proyectos produc-tivos en sus comunidades de ori-gen. Tiroteos en escuelas, hechos aislados

Aunque en México son poco habituales los tiroteos en centros educativos como el que el pasado miércoles llevó a cabo un estu-diante de 15 años en Monterrey, estos hechos son un reflejo del clima de violencia existente en el país, afirman expertos.

“Son hechos aislados, no for-man parte de todos los adolescen-tes, pero hay un alto riesgo de que esto se use para criminalizar a los adolescentes”, dijo el director eje-cutivo de la Red por los Derechos de la Infancia (Redim) en México,

un estudiante de secundaria del Colegio Americano del Noreste, en la ciudad de Monterrey del norteño estado de Nuevo León, disparó a sangre fría contra tres compañeros de clase, una maestra y a sí mismo.

Las imágenes de dentro del aula han conmocionado el país. En ellas se ve que el joven está en un primer momento sentado en el pupitre, pero segundos después se levanta mientras dispara a uno de

sus compañeros y a la maestra, de 24 años de edad.

Continúa abriendo fuego hacia otros alumnos, de entre 14 y 15 años, hasta quedarse sin balas, y a continuación, parece que recarga la pistola y se dispara a sí mismo en la cabeza.

Las autoridades dieron a cono-cer de cinco heridos, tres de los cuales están muy graves, pero todo apunta a que al menos el agresor falleció.

“En México no son tan comu-nes estos sucesos, a diferencia de Estados Unidos. Habrá que analizar el impacto del hecho, por la cercanía de Monterrey con Es-tados Unidos, y porque aconteció en un colegio privado, nada menos americano, de clase media”, indi-

có el especialista. Es el primer suceso de esta

magnitud que México registra en una escuela en años recientes.

En mayo de 2014, un estudian-te de 15 años disparó y mató a uno de sus compañeros, de 13 años y con quien mantenía una disputa, en una escuela del central Estado de México.

En otros hechos parecidos, en 2007 un padre de familia del prestigioso colegio The Churchill School, en la Ciudad de México, asesinó a la directora del centro.

En 2001, un niño de 14 años se suicidó de un disparo en la cabeza frente a sus compañeros de clase, también en la capital.

El titular de Redim denunció que en México solo el 4% de los delitos están implicados los ado-lescentes, y atribuyó los hechos de este pasado miércoles a que los jóvenes viven “cada vez más en una cultura de violencia”.

Esta es propiciada en gran parte por la llamada guerra contra el narcotráfico, que arrancó hace diez años causando decenas de miles de muertos y dejando un “severo impacto” en niños, niñas

y adolescentes, remarcó. En noviembre del pasado año,

un niño de 11 años del estado norteño de Tamaulipas, uno de los más peligrosos del país, estuvo en el centro de las noticias al inventar una mochila equipada con GPS y un chaleco antibalas para prote-gerse contra posibles secuestros y balaceras.

En abril de 2013, el empresario colombiano Miguel Caballero, también conocido como el “Arma-ni de la ropa blindada”, presentó en México la primera línea infantil de seguridad.

Entre los casos recientes más escabrosos que se recuerdan en el país, en mayo de 2015 un grupo de cinco menores de entre 11 y 15 años asesinó a un infante de 6 años, a quien en un presunto juego de secuestro ataron, semi asfixiaron, golpearon con piedras e hirieron con una navaja.

A continuación, enterraron el cuerpo y cubrieron el cadáver con tierra, maleza y un perro que habían “cazado” el mismo día.

Varios programas iniciaron en México desde el 2000 para fomen-tar un clima de paz y seguridad en

las escuelas, siendo los más cono-cidos el Programa Escuela Segura y el programa Mochila Segura.

Escuela Segura busca la segu-ridad en la escuela y aspira a que desde el centro se desarrolle una “cultura de paz” y una “conviven-cia pacífica” que contribuya a la “cohesión y la integración social”.

Vinculado a este programa nació el Operativo Mochila Se-gura, consistente en la revisión de mochilas para detectar objetos de riesgo, como armas, o sustancias tóxicas.

Ambas se implementaron en varios estados y planteles esco-lares.

El primero se fusionó con otro programa durante la adminis-tración de Enrique Peña Nieto, mientras que Mochila Segura se canceló a nivel federal, aunque varios municipios, y escuelas pri-vadas, siguen aplicándolo.

Mochila Segura era un pro-grama “violatorio de derechos humanos y ha desaparecido por su ineficacia”, pues “quienes querían cometer un ataque o una agresión” ya conocían los métodos de revi-sión, consideró Martín.

Un alumno de secundaria, quien atacó a mano armada el centro educativo al que asistía dejando cinco heridos, entre ellos se encuentran su profesora y compañeros.

No habrá pena de muerte para el “Chapo” Guzmán

Estados Unidos garantizó a Mé-xico que no impondrá la pena de muerte al narcotrafi cante Joaquín “el Chapo” Guzmán y, en caso de hacerlo, que ésta no será ejecuta-da, en cumplimiento del tratado bilateral vigente en la materia, informó la Secretaría de Relacio-nes Exteriores (SRE) de México.

La SRE explicó en un comuni-cado que EE.UU. pidió a México su consentimiento para que Guz-mán, extraditado el pasado jueves a ese país, pueda ser juzgado por delitos adicionales a los incluidos en la autorización de su extradi-ción, el 20 de mayo de 2016, “en virtud de un proceso abierto ante la Corte Federal de Distrito para el Distrito Este de Nueva York”.

El Gobierno de Estados Unidos “presentó una solicitud formal conforme al Tratado de Extradi-ción entre ambos países” en la que “otorgó garantías sufi cientes res-pecto de que no impondrá la pena de muerte, o de que en caso de ser impuesta, ésta no será ejecutada al extraditado”, detalló.

La SRE concedió el 20 de mayo pasado la extradición de Guzmán para ser procesado en dos tribu-nales del país, una de California y otra de Texas, por los delitos de asociación delictiva, contra la salud, delincuencia organizada, posesión de armas, homicidio y lavado de dinero.

El Gobierno mexicano reveló que otorgó el consentimiento so-licitado por EE.UU. para juzgar al capo por delitos adicionales “tomando en cuenta la opinión emitida por la Procuraduría Ge-neral de la República, y en cum-plimiento de sus obligaciones

internacionales”. En consecuencia, el líder del

cártel de Sinaloa -quien se escapó dos veces de cárceles mexicanas de máxima seguridad- “será procesado ante la Corte Federal de Distrito para el Distrito Este de Nueva York”, indicó la can-cillería.

México extraditó a Guzmán en las últimas horas de la Adminis-tración de Barack Obama, después de que un tribunal rechazara dos amparos interpuestos por la defen-sa del capo para evitar su entrega a Estados Unidos, donde enfrenta numerosos cargos.

En medio de un fuerte dispo-sitivo de seguridad, el capo fue entregado a las autoridades esta-dounidenses en la norteña Ciudad

Juárez, donde estaba recluido, y trasladado a la ciudad de Nueva York.

Allí Guzmán tendrá que res-ponder por 17 presuntos delitos y, de ser declarado culpable, puede ser condenado a cadena perpetua, informaron el pasado viernes autoridades fi scales en una rueda de prensa.

Aunque el Chapo era persegui-do por la justicia de seis estados, la acusación formal será llevada en conjunto por fi scalías federales de Nueva York y de Miami.

La SRE señaló que, “de con-formidad con la Convención de Viena sobre Relaciones Consu-lares, el Consulado de México en Nueva York procederá a otorgar al extraditado asistencia consular”.

El Chapo, protagonista de dos sonados casos de fugas en cárceles de México, llegó custodiado por agentes federales en un avión que aterrizó en el aeropuerto MacArthur, a las afueras de Nueva York.

¿Tienes hijos menores de edad y les quieres tra-mitar su pasaporte mexicanos? Los requisitos son los siguientes:

• Acta de nacimiento formato reciente y en buen estado.

• Identifi cación ofi cial donde el nombre del menor aparezca igual que en su acta de nacimiento.

• Estar presentes ambos padres con sus identifi ca-ciones vigentes en las que su nombre sea igual que en el asentado en el acta de nacimiento de sus hijos.

Si tu hijo no tiene identifi cación porque es menor de 7 años y aún no va a la escuela, una carta del pediatra le sirve como identifi cación. Esta carta tiene que estar en papel membretado con los datos completos del menor, fotografía sellada y fi rmada por el pediatra.
