A brief history of LaSalle

ANNA CABRERA CRISTOFARO

In the mid-1700s, French settlers were the first to establish roots in what we know now as the Town of LaSalle. This small area – recog-nized now as the Historic Town and named then after explorer Rene-Robert Cavalier de la Salle - was officially identified as part of Upper Canada in 1792.

In 1959, the old Town of LaSalle declared bankruptcy and amalgamated with the Township of Sandwich West, and remained

part of the township through the City of Windsor annexation in 1966. In 1965, the township’s population was nearly 33,000, but dropped overnight – on January 1, 1966, the population fell to just 6,000.

“It was devastating,” says Mayor Ken Antaya. “It left LaSalle crippled.

“We sort of limped along, and kept provid-ing services to the community. We kept going that way until the early 1970s, when council then made an application to the Ministry of Environment to construct sanitary sewers that the Township hoped would stimulate develop-ment.”

This project came with a cost of $45 mil-lion, and would take ten years to construct; three quarters of that cost was covered by the province, with the remaining amount assumed by the township. When the sewers were finally ready to be operational, “development in the region, not only the town, came to an abrupt halt. I believe in 1981 or 1982, we issued one building permit for the construction of a new home. Not exactly a building boom,”says Antaya.

But by the late 1980s, the township began to

experience huge growth annually – so much, Antaya says, “that we couldn’t take a breath.

“For a municipality of our size, we saw 400 house starts a year, which is huge. That con-tinued until the early 2000s. Over a ten year period we saw a huge boom, and our popula-tion grew to 25,000.”

In 1991, council decided it wanted to rebrand the township, to give the beloved township a new identity. “We were primarily urban, but when you hear the word township, you think rural.”

An application was then submitted to the province for the township’s status to be changed to town. “We went through hoops,” says Antaya with a chuckle. “We wondered what we were going to call ourselves. We wanted a new identity. We wanted to know how the residents would relate to that.

“So we came up with a number of ideas, including a new name and new crest, and established a community group appointed by council.”

This transition group launched into a research project which allowed them to unearth what the public wanted to see in the new town, what the content within the crest would include, and received 100 suggested names. Those 100 were narrowed to five, and finally, to two: Trillium or LaSalle.

“It was a weekend I’ll never forget,” says Antaya, who was then in charge of posting the results on a board in the front yard of town hall. “It was a rainy Sunday night, and

thousands of people came out. It became a political hot potato – a lot of the old timers entrenched in the community said, ‘No com-petition. We knew what it should be called’.

“And in the end, it was a resounding answer. Almost 80% voted for the name LaSalle. As I’m putting the numbers up, peo-ple are honking their horns yelling, ‘LaSalle! LaSalle!’”

On June 1, 1991, a party was held to bid goodbye to the Township of Sandwich West and to say hello to the new Town of LaSalle. Vince Marcotte, who had been elected Reeve of the Township of Sandwich West, became the town’s first mayor.

Antaya’s roots run deep in the town. He spent the first 13 years of his career working for the town as deputy clerk, and the last 17 years of his career as Chief Administrative Officer. In 2010, he was elected mayor, and re-elected in 2014.

“You take ownership of a community, that includes friends, families and acquaintances. No better feeling than serving your home-town community. Everybody in town is part of your life. As Public Servants, we all, Council and staff, take great pride in our town, and strive to provide the best service to our residents.

“LaSalle is easy to love. When I drive into LaSalle, there’s a comfort. I want every resi-dent and every visitor considering LaSalle their next home to feel safe, to be proud to say that this is where I can raise my family.”

Celebrating its 29th year, LaSalle’s Strawberry Fest continues to be a signature event of the town

“At almost 30 years old, it’s been

around longer than the town,” says Patr icia

Funaro, the town’s supervi-sor of programming. “This year

we’re going to have a great time revamping and reinventing it to stay with the times.”

Officially open on Thursday, June 9 at 6 p.m., the festival kicks off with the Strawberry Fest beauty pageant, which will be held on the main stage next to TD Bank. Little Miss Strawberry (open to girls from age four to eight), Miss Junior LaSalle (open to girls aged 11 to 14) and Miss LaSalle (young women aged 16 to 23) will be crowned that evening. On Friday, join us for the headline act Canadian pop-punk band, Gob, followed at 10 p.m. by fireworks over the Detroit River.

On Saturday, former Barenaked Ladies vocalist Steven Page will be headlining the entertainment roundup.

“We’re really excited about that,” says Funaro, who says that the festival typically attracts about 20,000 visitors each year. “Traditionally this festival has seen a lot of amazing musical tal-ent, and this promises to be a really fan-tastic show with Steven Page as a high-light.”

Along with an impressive musical lineup, the pageant and fireworks, visi-tors will also enjoy carnival rides, a parade, and a new entertainer - the West Coast Lumberjacks, featured on a num-ber of internationally televised shows like Canada’s Got Talent and the Amazing Race Australia.

Page 15: Our LaSalle

Taking place on the festival grounds at the Vollmer Culture and Recreation Complex, up to 15 local and provincial brewers will be boasting their beers to thousands of fun-loving fes-tival goers.

The festival takes place over Thanksgiving weekend, making it “a great event for people who happen to be in town visiting family, or those just looking to reconnect with friends,” says supervisor of programming Patricia Funaro. “For those 19 and older, it’s a fun place to be on Friday evening and late Saturday afternoon.

“We have so many programs for families, but this is intended for us to extend what we provide to adults, to branch out a different way. It’s a different reason to come to LaSalle.”

The LaSalle Craft Beer Festival takes place on Friday, October 7 and Saturday, October 8.

LaSalle Recreational Trails were first started in 1996, fol-lowed by a comprehensive plan of action for pedestrian and bicycle facilities that was developed in 1999. Between 2000 and 2004, LaSalle built 11.5 KM of multi-use trails. Today, thanks to the dedica-tion of LaSalle Council and administration, there are 37 KM of asphalt trails that wind their way through LaSalle.

Cenotaph Park - Rememberance Day

LaSalle’s Cenotaph Park is located at the LaSalle Civic Centre. The unique design remembers Canada’s military personnel, and is a great teaching tool looking at some of Canada’s military history.

The steel plate at the top is in reference to the harshness of war. The slotted top in the steel plate allows for a beam of light to trace the sun’s movement across the face of a map that is located behind the monument. The positioning of the memorial allows the beam of light to

shine on central Europe at 11 am every November 11 to commemorate Remembrance Day in perpetuity.

The map behind the monument feels smooth for water and textured for land. Pins on the map mark the locations where Canada’s armed forces have been at war or were engaged in peace keeping missions. There is also a legend explaining Canada’s military presence over the years, as well as an In Memoriam wall.

Internet Fraud Scams are on the rise and an increas-ing number of people are falling victim to them. These scams work very well because they seem real and often have some of your personal information, which may help them seem more legitimate.

Some of the more common scams are:

• You have won an overseas lottery and need to send information and sometimes even money to obtain your prize.

• An individual is leaving a war-torn or third world nation and have millions of dollars they are trying to bring with them. They ask for your banking information to wire the money to and promise you a large cash payout for helping them.

• A person contacts you after reading a for sale add on a website and offers to buy your item. They will tell you they are from overseas and could only obtain a money order or certified cheque for a sum much higher than your asking price. You will be asked to cash the money order and send them the difference and the item you are selling.

In all three of these scams the suspects are asking for personal and banking information and are often making promises that seem “too good to be true”. In all three of these situations the promises are too good to be true.

How could you win a lottery you’ve never entered, why would a millionaire need help moving money from the bank and why ask a stranger to help and lastly, why would a bank write a money order for ten thou-sand dollars more than a person requested.

These scammers are often based in Europe or the Middle East and it is almost impossible to track them down once information and money have been sent.

Always remember, if something sounds too good to be true, it probably is. If you are unsure about an email or phone call you have received ask a family member, your bank or your local police service.

Although the town of LaSalle is one of the safest places in the country to live, Const. Harbinder Gill of the LaSalle Police urges parents to teach their children safety tips and guidelines they can use at home, at school, or at play.

“The safety of our children is a partnership between members of the community, families, and the police,” says Const. Gill. “There are things like calling police immediately in the case of danger, calling family, friends, school authori-ties or relatives, but there are also other things parents can do to ensure their children are aware of how to remain safe.”

Here, some of the tips provided by Const. Gill for parents and children:

• Make sure your child knows his or her full name, age, telephone number and complete address, including city and

province.• The child should know how to phone a long distance

number in an emergency, either by dialing direct or request-ing an operator’s assistance.

• If a child is home alone, they should never advise a per-son on the other end of the line that they are alone. Teach your child to tell callers you are around but unavailable to chat, and to hang up the phone if the caller tries to continue talking, or begins to ask intrusive questions.

• Teach your child how to contact you or another close relative or friend in the case of emergency, as well as how to contact emergency personnel.

• Teach your child how to find out the identity of anyone who comes to the door knocking, without having to open the door. The child should be advised not to engage in con-versation, and if he or she feels threatened, let him or her know she can phone their emergency person.

• Avoid unsupervised play areas, abandoned buildings or bushy areas of parks.

• Children should be reminded never to accept gifts from strangers.

• If a stranger in a vehicle approaches your child, teach them to turn around and run away. If possible, ask the child if he or she remembers what the car and driver looked like. It may not always be possible to get a license plate, but it’s better that the child is safe and out of immediate danger quickly.

• Teach your child that if someone does grab him or her, they should scream, bite, squirm or kick .

• In the event that your child does go missing, call the police immediately, while remaining calm. Make sure some-one is home while you are searching the neighbourhood or other places your child may go, in case he or she returns home.

• Online safety is as important as offline safety. Gill reminds parents and children that once something is online – whether it’s a text, Snapchat or Instagram post – it never goes away.

The LaSalle Fire Service provides services for nearly 30,000 residents and 10,000 homes and businesses within a thriving rural and industrial region. It also ser-vices 14 marinas, as well as the Herb Gray Parkway, Highways 3 and 401 and the Detroit River.

Along with fighting fires, the emergency operations fulfilled by the LaSalle Fire Service includes “all kinds of emergencies, like smoke and odour investigations, res-cue operations like water and ice or confined spaces, or incidents that might pose an immediate threat to an individual, or to public safety,” says deputy chief Ed Thiessen. “We can be considered champions of not only fire safety, but life safety.”

The fire service team is passionate about reducing the number of fires by participating in public education for children, adults and seniors. There are a number of community programs available to the public, including Kid’s Zone, which features mascots Sparky and Elmer; After a Fire (what to do to recover from a fire); and numerous educational programs like Disabilities and Fire Safety, Home Fire Safety Tips, Flammable Liquids and Gas, Recreational Fires and Apartment and Condo Fire Safety.
