NEWS IN BRIEFUPDATE ON SURREY HEARTLANDSSurrey Heartlands began as an STP (Sustainability and Transformation Partnership) 2 years ago and has progressed since then to integrate the3 Clinical Commissioning Groups (Guildford and Waverley, Surrey Downs and North West Surrey) into an Integrated Care System (ICO) with Surrey County Council.The CCGs have worked together to jointly commission new services including in the current procurement of Wheelchair Services and NHS 111 and Out of Hospital Urgent Care services. A NEW VISION FOR SURREYThe new Surrey County Council Chief Executive, Joanna Killian, has been leading work to reshape SCC’s overall vision for Surrey and how we all work together. This is now live on the Council’s website: http://tinyurl.com/yb5t47bx . This vision was approved by the Council on 22nd May, and plans are being made for engagement events to help develop the vision with partners, staff, residents and other key stakeholders. The first engagement events for the Voluntary, Community and Faith sectors are being held on 6th and 9th July. We are determined to work closely with Joanna and all our partners to help shape a better future for us all

NEW NAME FOR DANSThe Chairs, Vice-Chairs and members of the DANS agreed at their Area meetings in May to change their name to

DISABILITY EMPOWERMENT NETWORK SURREY.It is good to see the re-introduction of the word Empowerment into their name because they were originally set up nearly 15 years ago as the Empowerment Boards.

NEW REPORT FROM HEALTHWATCH ON CARE HOMESSurrey Healthwatch have recently published the findings of their recent review of mealtimes in Care Homes for older people. The report called “What I want within reason” explores the observations, views and experiences of 237 residents, families, carers and staff gathered by Healthwatch volunteers during visits to 20 care homes across the county. The report also makes recommendations for providers and commissioners. PATIENT TRANSPORTOur Patient Advisory Group continues to meet frequently with South Central Ambulance Service who provide non-emergency patient transport across West and East Surrey together with NHS CCG Commissioners.

At their recent meeting they discussed problems with the eligibility criteria for patient transport often due to confusion amongst GPs and Hospitals about the criteria which we know causes many difficulties for patients.

They also heard about SCAS’s progress in better scheduling of transport, and in recruiting more staff following recent Open Days.If you have to use PTS to get to hospital appointments please join the group. Contact [email protected], Tel./Text 07908 146167

HYPERTENSION PROJECTSurrey Heartlands are running a new Hypertension Project undertaking research with individuals who have or are at risk of hypertension, through standardised phone discussions and a workshop on 27th June, Surrey Coalition members were given the opportunity to participate in this work

WHEELCHAIR SURVEYFollowing on from the workshop held in February with over 40 wheelchair users and carers, Surrey Downs CCG are now developing the service specification for the new service. They undertook a survey of wheelchair users recently to seek their views on specific aspects of the future service,

including the locations of one stop demonstration sites where people might go for assessment, provision and repairs. Our Co-Chair, Nick Markwick, continues to represent wheelchair users on the Wheelchair Procurement Board.DISABILITY WORKING GROUPDisabled people living in North West Surrey meet with managers at Ashford & St. Peter’s Hospital every 3 months to advise them on disability access issues. AUTISM PARTNERSHIP BOARDAt their meeting on 26th April members discussed: Social groups run by the National Autistic Society The Autism Pathway Progress on Transforming Care, and The work of the Employment subgroup

LONG TERM NEUROLOGICAL CONDITIONS GROUP

LTNC group members met again in May, and focussed this time on Psychological Therapy Services. Vivienne Langhorn from MindMatters (run by SABP), one of 7 Psychological Therapy Providers (IAPT) in

Surrey, gave a very helpful presentation on behalf of all providers on the range of services they offer.

The Group were particularly keen to know about the recent extension of IAPT service to include people with long term health conditions as well as those with solely a mental health issue. The meeting was attended by Liz Patroe, recently appointed Engagement Lead for all 3 Surrey Heartlands CCGs, who is kindly taking forward two main actions: To ensure people with neurological conditions can access IAPT services, and To ensure all IAPT Providers offer the option of an SMS text facility as well as telephone for people wishing to self refer for therapy

The Group also heard of progress in training fitness instructors about neurological conditions which they have been working on with Active Surrey. Further information was shared about 2 other physical activity initiatives for older and disabled people called OOMPH and OTAGO.The Group plan to look at Community Equipment and home adaptations, including disabled facilities grants (DFGs) at their next meeting on 14th August. SUSTAINABILITY PROGRAMME FOR EPSOM & ST HELIER

A new group was launched on 15th May, led by Healthwatch Sutton to give an independent voice to patients and public about the challenges for the future for Epsom & St.Helier University Hospitals Trust. COMMUNITY HEALTH SERVICES IN SURREY DOWNS

Surrey Downs are engaging with local people to co-design the detailed provision of new community health services for their area which will be provided from 1st October 2018 by a partnership called the Integrated Dorking, Epsom and East Elmbridge Alliance (IDEEA).They discussed this with members of the Mid Surrey Disability Alliance Network in May and are now setting up a co-design panel with patients who are represented by our Co-Chair Nick Markwick, who receives community services himself.

LOCAL VALUING PEOPLE GROUPSThe 4 local Area Valuing People Groups met during April and May to share issues for people with learning disability between partners in the voluntary and public sectors.

They discussed matters such as: Self Advocacy and the new idea of “Peer Coaches” whereby one person could help another to be more confident and do things for themselves. The ‘coach’ would have experience of support services themselves so would know what they are like. People interested in becoming a volunteer to help with this project please contact Rebecca Brooker: Tel./Text 07772901950 or email: [email protected] Dramatize Theatre Company who help people with learning difficulties tell their stories through theatre and film New courses, such as cooking and computing courses in Molesey, Camberley and Woking, provided by the Henrietta Parker Trust

WORKING WITH SURREY POLICEWe continue to work and support Surrey Police to provide the best possible service for disabled people. Some of the recent projects are:

SURREY POLICE DISABILITY WORKING GROUP(which includes Surrey Coalition representatives) have create a newCommunity engagement plan which provides details of local disability support groups with which Police Officers can engage. The plan is to be rolled out across Surrey and visits are to be coordinated by borough Police Inspectors. The idea is to encourage engagement and trust between community groups and Surrey Police, particularly Disability Support Officers (DSOs) and Police Community Support Officers (PCSOs).

STOP HATE UKSurrey Police are now members of Stop Hate UK a leading national organisation working to challenge all aspects of hate crime. The organisation allows members of the public to report anonymously and seek

HATE CRIME TRAININGAll Area Patrol teams within Surrey Police have attended learning disability and autism hate crime training with Waymarks and Dimensions, supporting the #ImwithSam campaign. The training days explore what it means to have a learning disability and to be autistic, alongside raising awareness of communication methods and how to prevent these types of hate crime.

DISABILITY TRAINING FOR FRONT COUNTER STAFFJenny Teagle, our qualified Access Auditor has been commissioned by Surrey Police to provide training for staff working at Police Station front counters. This follows her recent access visits to check on all access issues.

DISABILITY CONFIDENT SCHEMESurrey Police have signed up to the national Disability Confident Scheme for business and are proud to have achieved accreditation. As part of the scheme Surrey Police will continue to challenge attitudes towards disability, increase understanding of disability, remove barriers, and ensure that disabled people have opportunities to fulfil their potential and achieve their aspirations

BSL VIDEOSSurrey Police have been working on BSL videos which are to be uploaded onto the Surrey Police website and officers mobile data terminals so that officers can use them when out and about.

How to contact police in emergency/ non-emergency situationsSurrey Police are also working on a video that can be used in Custody to inform detainees that they are being cautioned.

HELP CO-DESIGN COMMUNITY HEALTHCARE SERVICES IN EPSOM,MOLE VALLEY AND EAST ELMBRIDGEPeople living in these areas are invited to join a co- design panel to help shape the new Community Health services which will start on 1st October 2018. The new service will be called the Integrated Dorking, Epsom and

East Elmbridge Alliance (IDEEA) and the Panel is being coordinated by Caroline Sargeant at Surrey Downs CCG.

Initially the Panel will be asked to review documents, including newsletters and leaflets, and to do so remotely either online or with paper copies. There will also be occasional workshops to help design the actual service. EHRC APPOINTS 8 MORE DISABLEDPEOPLE TO ADVISORY GROUPThe Equality & Human Rights Watchdog has appointed 8 disabled people to its Disability Committee, including leading activists, advisers and academics. NEW SERVICES

PATIENT TRANSPORT IN SURREY DOWNSThe Non-Emergency Patient Transport Service for people living in the Surrey Downs area is not provided by South Central Ambulance Service as it is in the rest of Surrey. Instead, the CCG had commissioned G4S to provide the service, but this has been changed and is now provided by Epsom & St Helier NHS Trust on an interim bases until a new service is commissioned.

The phone number to book transport has now changed to 01372 735 430, and is open 9-5 Monday to Friday as previously. To enquire about a booking or to cancel it, call 0208 296 3845, available 24 hours a day, 7 days a week.

In the weeks that follow, this will give selected health and social care professionals shared access to people’s medical records in order to improve care.A leaflet explaining the Surrey Care Record will be sent to all households through the post over the next few weeks, and will also be available in GP Practices. NEW COMMUNITY café IN STAINESSurrey Disabled People’s Partnership are opening Marianne’s Community Café this month. This will be a place to drop in for coffee and home made cakes and also obtain a range of information, advice and independent advocacy, including benefits advice.

Sub-GroupsIn addition to attending the regular Network meetings, several members have joined sub-groups to work together with commissioners on a recent NICE consultation about rehabilitation services, producing outcomes for accommodation with care and support services, and contributing to a new review of the Section 75 agreement between SCC and SABP for the provision of social care services.

MINDSIGHT - CHILD AND ADOLESCENT MENTAL HEALTH SERVICES

NHS Commissioners have put in place an interim plan to try to address some of the problems of meeting demand for children and young people’s mental health services.

The interim plan is being implemented from 4th June to 7th September. They are working in collaboration with Surrey and Borders Partnership to ensure children and young people do not experience further delays in obtaining assessment and specialist treatment. SAMARITANS “WE LISTEN” EVENT IN WOKINGPictured here are some of the exhibitors at the special event on Saturday 12th May organised by the Samaritans. Stall holders included local Mental Health Community Connections services, Time to Change Surrey and Psychological Therapy services. Healthy snacks and Mindfulness Colours were also available.

“SUICIDE: LET’S TALK”This is the name of a FREE 20 minute online e-learning course which focuses on developing the awareness, skills and confidence to help those in need. The “See, Say, Signpost” methodology introduced by the course aims to help us all play a more effective role in suicide prevention.
