WE, THE PARTICIPANTS OF THE B4E CLIMATE SUMMIT 2013;

Call on Governments to:Make good progress towards a strong 2015 global deal that will deliver a peak in global emissions well before 2020, so keeping the 2C objective within reach

Developed country governments should commit to ratifying a second commitment period of the Kyoto Protocol from 2013 to 2020

Implement credible policy frameworks to deliver, and go beyond, the upper end of their emission reduction pledges for 2020

Act with urgency to prevent the clear threat of lock-in to high carbon infrastructure as recognised by the International Energy Agency

Deliver on commitments to phase out fossil fuel subsidies, and re-orientate subsidies to clean, renewable technology

Commit to scaling up renewables through ambitious 2030 national and international targets, underpinned by credible policy frameworks

Support the unleashing of green economies and green innovation

Call on businesses to:Develop and publish zero carbon or climate positive strategies

Experiment with new green innovative business models, products and services

Engage positively with governments on the need for long-term, credible and consistent policy frameworks to support the drive to a zero carbon economy

DRAFT MESSAGES FROM INDUSTRY WORKING GROUPS

WE, THE PARTICIPANTS OF THE B4E CLIMATE SUMMIT 2013, COMMIT TO FURTHER ACTION IN OUR INDUSTRY SECTORS TOWARDS NET ZERO BUSINESS AND CLIMATE POSITIVE SOLUTIONS AND URGE GOVERNMENTS TO SHOW LEADERSHIP AS FOLLOWS.

1. Transport & MobilityDelegates recognised the scale of both the problem of creating a Net Zero Climate Positive transport infrastructure.

Business pledges to embrace and create Net Zero and Climate Positive transport options by:1. Helping anchor governments’ long-term policy goals with shorter-term targets. By return encourage governments to adopt these interim targets 2. Experimenting in new business models - both in adjacent, and potentially disruptive value-chains to core business - and also in look to non-adjacent but complementary sectors 3. Find and embrace new ways and places to co-create solutions with industry partners, governments and the consumer4. In short, not only to cope with, but drive disruptive innovation

Business calls on government to:At all levels:1. Set clear standards and enforce them; but not enforce specific business models2. Avoid lock-in decisions to a high carbon infrastructure

At EU level: 1. Adopt and make mandatory nearer term interim targets in transport emissions reductions2. Increase regional harmonisation that would facilitate integrated multimodal public transport take-up

At Local Government level:1. Continually campaign to increase desirability of public transport2. Leverage all little and no-cost methods to encourage NZ/CP solutions - eg ev car spaces, cycle paths, ensuring accessibility of big data to third parties

2. Renewable Energy 1. The group calls for stable and long-term policy frameworks for renewable energy infrastructure. Such frameworks are needed at both national and international levels in order to:

2. The aim of policies should be to help bring as many renewables as possible down to international grid parity with other power generation technologies by 2020. Including an international commitment to remove the artificial support of subsidies for fossil fuels

3. Governments, editors, commentators, NGOs and businesses need to provide a more accurate and better quality coverage on issues relating to climate change science and renewable energy policy, and to take the initiative in redressing the current imbalance in media reporting.

4. Policy-makers are urged to facilitate the arrival of new small and medium-sized businesses to enter the market. Improving transparency of information, in particular with respect to electricity prices and subsidies across the energy sector on bills.

3. Consumer Goods 1. Create a branded industry-wide consumer awareness and engagement program. Making this a col laborative e!ort is key, as this task may be too big for one brand or company. Note: not education or behavioral change.

2. All companies must look at full value chain to identify hotspots - for both environmental and social impact.

3. As a whole, the consumer industry needs to actively reclaim & re-define the word Sustainability – changing how consumers perceive it. Sustainability needs to be fun and relevant in order to get people to respond.

4. Promote sharing of best practice and supply chain data across the value chain (eg Sedex model).

5. Promote a smart public policy framework with mandated minimum standards and incentives to pro mote a “race to the top”.

4. Agriculture & Forestry Agriculture and forests cover 2/3rds of our planet and account for up to 1/3rd of total CO2 emissions. Although only contributing 6% of GDP, agriculture is the largest employer in the world as well as the largest threat to natural ecosystems. Without forests, rural communities, agricultural ecosystems and hydrological cycles would not function. Integrated and climate-smart rural landscapes are fundamental to sustainable societies and a sustainable planet. Therefore, we call for three priority points to be taken up as shared objectives by stakeholders.

1. Align certification and sustainability goals, definitions, policies, incentives and practices – to be more e!ective, transparent and inclusive across policy, producer, sourcing, processor and consumer domains.

2. Identify Natural Capital risks and net positive returns to include in supply chain accounting and policy approaches – including data and transparency required to transform risks and externalities into shared costs and responsibilities.

3. Rationalise and clarify zero deforestation commitments, targets and claims – to ensure better understanding, controls, disclosure and outcomes which reinforce local, national and global aspirations on wise forest stewardship.

5. Information and communications technology

The ICT working group agrees that ambitious targets across the economy and energy sectors are needed for climate positive and zero carbon outcomes.

Recommendations mainly focus on the ICT sector and private industry. The ICT sector recognises that we have the ability to sense, collect, and manage data, and apply insights, faster and more e!ectively than ever before. As new capabilities emerge, the sector is ambitious about solving global climate challenges.

We recommend industry commit to:1. Establish common standards for measuring, at individual business level, the climate positive benefits of ICT solutions, and developing case studies to back up these claims. The standard would allow us to document climate positive products and services – we could see that for every unit of carbon emissions generated when powering ICT the service provided would deliver multiple units of emissions saved in other sectors.

2. Creating an open data platform for use by companies and the public to create climate positive solutions.

3. Developing a knowledge marketplace where all the suppliers of companies can share solutions for being zero carbon, with incentives for the best performers.

4. Providing CIOs across all industry and public sector accountability for the energy costs and energy management of the systems they own.
