Introduction This report is to accompany a submission for Outline Planning with Access and other matters reserved, for the proposed erection of a single bungalow dwelling to a plot of land to the rear of 73 Cutler Lane, Bacup. Requests It is requested that should the application be refused, then the agent should be advised prior to notification. Should any of the proposal required amending, the planning Officer should consult the agent prior to final report being issued. The applicant may wish to request the application be reviewed by committee should the officers look to refuse, therefore the application may be called in by the local councilor. DESIGN History The site was formerly part of the Acre Mill site and the Northern end was used as an access track to the old Mill Chimney. There was once a circular reservoir on the site. Early in the 1940's the houses that form Cutler lane and Cutler Crescent were constructed, and the land was left as an area of infill land. The reservoir was in-filled and the land become a site for a small holding, allotments and general waste ground. The site main site was sold off and the majority was bought by the applicant and the northern part was added to the applicants ownership in 2010. Currently the access is from Cutler lane, and this is used to access a garage to the rear of 73 Cutler, owned by the applicant and also to access a garage to the rear of 71 Cutler Lane, however this access was never agreed and is only allowed as an agreement with the applicant. The area is currently used to keep a small amount of chickens and hens, and to grow plants, and for a number of small cabins or sheds to store material for gardening. The Eastern part of the site, which was also recently added to the ownership, is un-developed and is not used. Proposal It would be proposed to sell the land with permission to construct a single bungalow, which would ahve to be designed to accord with the councils guidance and to not cause impact on the recently developed Acre Mill Site. Scale This would be a small scale development Access Access is off Cutler Lane, and over land that is un-adopted.

Vehicular and Transport Links The site is close to Cutler Lane which is accessed off the main A681 Newchurch Road which runs through Rosendale and links Stacksteads with Rossendale and the wider North West. The site is close to the local shops and Schools

Emergency Services From Cutler lane We are also aware of a culvert running through the site. It would be a recommendation for the developer when submitting a full plans application, to verify the size and position of the culvert and design the building accordingly. We have also issued a Phase 1 desk top survey, however we are in agreement that a Phase two intrusive survey should be a condition of a full plans application being processed and approved.
