Concept ExplanationExplain how your concept of the Olympic and ParalympicGames ts into your city and region’s long-term planning strategy.

The planning concepts for the 2024 Olympic andParalympic Games are shaped by a shared visionfor Boston 2030 – the 400th anniversary of thecity’s founding.

Boston is a geographically compact city with diversehistoric and contemporary assets. The city boasts anunrivaled waterfront and America’s cleanest urban

harbor, a network of celebrated park spaces andpublic recreation venues, a history of independenceand historic architecture. Boston is also home toworld-renowned academic and medical institutions,a hub of innovation and invention, and a vibrant, expansive economy.

For the past 400 years, this city has consistentlydeveloped and redeveloped its valuable landresources to the maximum bene t of its people andeconomy. The city has undertaken some remarkablylarge and complex projects from early landreclamation to later infrastructure reclamation, andrecent air rights development.

As we look to the future, signi cant demand forexpansion is projected for the innovation economy. The City of Boston anticipates the need in thenext 20 years for 50,000 new residences in Bostonalone and the creation of 100,000 new jobs. Tosustain the innovation economy and to attract thetalent which will ll the innovation jobs, there area number of areas where the city must focus in thenext two decades:

• Continued in ll through infrastructure reorganization• Continued improvements to transportation and

smart mobility• Improved resiliency for climate change• Greater access to waterfront and amenities• Enhanced quality of life for all residents• The marriage of innovation and sports infrastructure to

improve health and wellness

We offer our compact city as a canvas for the

Olympics. In turn, the strategic selection of sites forOlympic venues offers opportunities to unlock landareas which meet multiple objectives for the nextgenerations of Bostonians.

History + GeographyThe City of Boston and its core are a compactgeography of 48 square miles of land. This compactgeography has been consistently developed andredeveloped for the last 400 years through:

• Land Reclamation—more than two-thirds of the city’sfootprint did not exist when the city was founded.

• Highway + Rail Infrastructure—land takings thatpenetrated through the heart of the city.

• Infrastructure Reclamation—the Prudential Centerdevelopment, Copley Place, the Rose KennedyGreenway, Fan Pier and the South Boston Waterfrontand now Beacon Yards have all reclaimed valuable landand made important connections.

This cycle persists as the city continues to densifythe core, building a consistently more livable, sustainable and innovative city. Our proposedvenue sites - especially at Columbia Point, Midtown

and Beacon Yards - represent new opportunitiesfor signi cant in ll development in the core ofthe city. These growth corridors will add densityfor economic development and make connectionsbetween neighborhoods currently separated.

Waterfront + ParksBoston is a waterfront city with 47 miles ofaccessible waterfront. Nicknamed “The WalkingCity”, Boston has one of the highest percentages ofpedestrian commuters in the country. Boston has themost celebrated open space network in the country:

• The Boston Common is the oldest public park in theUnited States.

• The Emerald Necklace is a string of parks designed byFrederick Law Olmsted.

• The Esplanade makes the Charles River accessible to all.• The Rose Kennedy Greenway reconnects the city to its

waterfront and the cleanest urban harbor in America.

Location of Key InfrastructureExplain your motivation behind the choice oflocation of key infrastructure (competition andnon-competition venues).

The overall venue plan for a compact Games in acompact city is based on ve simple principles:

• Put the athletes and the sports rst by offering acompact city where 28 of the 33 venues are within a10 kilometer radius.

• Plan for meaningful and appropriate legacy in keyinfrastructure and competitive venues - look forward to

2030 and “look back” to 2024.• Deliver our most precious physical assets to the Games

- our waterfront, our parks and our university campuses.• Establish two major clusters — the Waterfront Cluster

and the University Cluster — as anchors for the Gameswith a series of important venues in between theanchors at the backbone of the city— the Back Bay andthe Charles River.

• Make the Greenway, the Harbor and Fort Point Channelthe heart of the public celebration.

The 2024 Games are planned around two majorclusters and ten precincts — accounting for 28 of 33venues within a 10 kilometer radius.

Waterfront ClusterThe Waterfront Cluster is de ned by a one-mileradius and includes a range of key city assets:

• 11 miles of waterfront and beaches along a cleanBoston Harbor.

• Thriving neighborhoods such as South Boston, theSouth Boston Waterfront, Fort Point Channel artists’district and the South End.

• Rose Kennedy Greenway and the Harbor Walk.• South Station, the single busiest transit hub in

New England.• Innovation District and the Boston Convention and

Exhibition Center.• University of Massachusetts - Boston and the John F.

Kennedy Library and Edward M. Kennedy Institute.• Direct access to Interstate 93 and Interstate 90.

UMass Boston / Columbia Point

• Home to the Athletes’ Village and the athletes’ launchfor Sailing in the Boston Harbor.• The Village will enjoy direct access to the South

Boston Waterfront for recreation, a secure 100-acrecompound, being within one mile of the OlympicStadium and nine additional venues, and being withinfive miles of 28 venues.

• Located adjacent to the core of the UMass Bostoncampus, 6,000 to 10,000 of the 16,500 beds will beconstructed prior to the Games as student housing toaccommodate the ambitious vision for Boston’s onlypublic university.

Midtown• Home to a temporary 60,000 seat Olympic Stadium,

Midtown is located at the geographic heart of theurban core with unparalleled access to transit — MBTAand commuter rail; highways — I-93 and I-90; andpedestrian pathways.

• The opportunity proposition is simple: transform atangle of maintenance yards and city public worksbuildings into a platform for entertainment and futurecommercial development that transforms an urban scarinto a meaningful seam between neighborhoods.

South Boston Waterfront Precinct• Includes the expanded Boston Convention and

Exhibition Center — proposed host to RhythmicGymnastics, Indoor Volleyball , Taekwondo, Judo,Wrestling and Table Tennis.

• Adjacent to a permanent waterfront music performancepavilion which will host Weightlifting.

• Home to the International Broadcast Center andMain Press Center in one million square feet of newconstruction adaptable after the Games to the scienceand technology tenants of the Innovation District.

University ClusterThe second anchor for the 2024 Olympic andParalympic Games is the University Cluster locatedon the Charles River at the nexus of HarvardUniversity, Boston University and the MassachusettsInstitute of Technology. With the decommissioningof the CSX rail lines and the planned, compactrecon guration of I-90 (the MassachusettsTurnpike), “found” land will bring the opportunityfor new connectivity between these major researchuniversities and the long term development of a

5.2 OUR CITY’S VIS ION

Our City’s VisionDiscuss your plan regarding the development of the narrativeof your city’s vision for hosting the Games, indicating in broadterms how your city will bene t the Olympic and Paralympicmovements as well asthe long range plans of your city.

Boston is united behind its commitment todelivering a transformative and sustainable 2024Games. In particular, Boston’s higher educationcommunity is ready to make a profound impactin the lives of Olympic and Paralympic athletesnow and through 2024. The Commonwealth’s

academic institutions will connect Olympians andParalympians with educational opportunities tohelp foster their post-competition careers. Boston’sstudents view the Olympics and Paralympics as thecatalyst for a social change movement that inspiresthe world’s youth. Boston’s colleges and universitiesare already developing a K-12 and college-levelcurricula to promote the Olympic values andenhance education through sport.

Boston’s research labs, world-class medicalcenters, and technology-driven economy willbring unprecedented innovation to the planningand delivery of the 2024 Games, as well as anunparalleled experience for Olympians andParalympians. As just one example, Massachusetts-based institutions such as Spaulding RehabilitationHospital, the Institute for Human Centered Design, and MIT’s Herr Lab have served Paralympians formore than two decades and are developing thenext generation of adaptive sports technology forthe 2024 Paralympic Games. Powered by Boston’stechnological leadership, the US Paralympic Teamwill achieve greater competitive success and theelevated platform for the Paralympics will allow itto achieve greater nancial success.

Boston also has a sustainable Games model with a

responsible, achievable budget and legacy ownersfor Olympic and Paralympic venues. Boston’suniquely walkable layout with venues clusteredaround the waterfront and university precinctsleverages the entire Boston city center as theOlympic Park. The master plan for the BostonGames places 28 of 33 Olympic venues within a10 kilometer radius. The Harborwalk, the city’s 47miles of walkable waterfront, provides a uniquetransportation route for pedestrians and bikers. The Harborwalk also offers visitors with a seamlessconnection to the Freedom Trail, the Rose KennedyGreenway, and the Emerald Necklace park system.

We rmly believe that Boston 2024 can providea blueprint for future host cities as to the masterplanning of the Games, delivery of the Games, and, most importantly, the experience of the athletes.

Our bid is also an opportunity to initiate acommunity discussion around the vision forBoston in 2024, in 2030, the 400th anniversary ofthe founding of Boston, and beyond. Hosting theGames will be motivation to work collaboratively toplan for and achieve this vision. The Olympics andParalympics will serve to accelerate investmentsin transportation and smart mobility as well asaffordable housing that are necessary to continueto attract the top talent behind our innovationeconomy. Our proposed Olympic precincts –especially at Columbia Point, Fort Point, andBeacon Yards – represent new opportunities fordevelopment in the heart of the city that will serveas critical connections between currently dividedneighborhoods. Hosting the Games will alsoshowcase Boston as a global hub for education, health care, and innovation. Welcoming the worldto Boston for the Olympic and Paralympic Games isalso a chance to attract new artists, educators, andentrepreneurs and inspire our own young peoplewho are at the foundation of our community’svibrant and diverse culture.

5.4 DELIVERY OF THE GAM ES

Delivery of the GamesExplain the most signi cant challenges to the development, management and delivery of Games venues and infrastructure, and Games operations in your city.

Our primary planning principle is “Compact Gamesin a Compact City.” The Boston 2024 Olympicand Paralympic Games will be a compact andwalkable Games; the City of Boston will be our“Olympic Park.” With that planning objectivecomes a great opportunity and our most signi cantchallenges to the development, managementand delivery of Games venues, infrastructure and

Games operations. We have a long track record, however, of delivering context-sensitive designand construction of major infrastructure andredevelopment projects that improve the qualityof life and competitiveness of our city, as well asa century of experience hosting major events thatattract millions of visitors annually.

The vast majority of our competition and non-competition venues are located on land controlledby public entities and the city’s great academicinstitutions—minimizing the requirements forprivate land acquisition. For areas like Midtown,we must relocate key transit and public worksfunctions. While this is a requirement for use of theland, we will demonstrate that these relocationsrepresent opportunities for consolidation offacilities, new ef ciency of operations and theunlocking of legacy possibilities.

The challenges for Games management are again

related to the compactness of the venues: thebusiness of the city and all its residents must goon. We have excellent transit and transportationinfrastructure in place and a plan for bothtemporary and permanent improvements that willsupport the simultaneous essential functions ofthe city. Our legacy planning model and transportmanagement systems will provide predictableoutcomes for mobility, security and emergencyservices, unparalleled in Games history.

We will be able to draw on a highly educated andenergetic local workforce, including our large

college-age populations. We will strive to surpassall previous Olympics in the effective training ofvolunteers. Our universities have already steppedforward with initiatives for recruitment and training.

And, we will deliver. We are “doers” who are focusedon the big challenge—with extraordinary expertisein technology, the commitment of our greatinstitutions and business leaders and the relentlessperseverance of a proud people that embraces theOlympic and Paralympic Games.
