Testing and Life
From the earthquakes and tsunami disasters, the meteorological forecast, rain or shine, the worst floods affected many Asian countries, diseases such as SARS, avian flu, dioxin contamination, to the common diseases; people's requirements of food safety, clean environment, ability to diagnose diseases since their very emergence, of security and national defense, requirements of new technology, product quality for consumption and export, prevention of losses during the process of goods delivery, all these things prove the importance of laboratories for our life and the development.

In general, the laboratories all over the country have had the significant development in comparison with the period of 10-20 years ago.
Although there is no exact figures, it is estimated from the information on equipment trading and investment released by some major laboratories of ministries and cities that in the last decade, our Government has invested hundreds of millions of dollars (several trillions Vietnamese dong) into the scientific and technical equipment, excluding a great amount of the scientific and technological equipment invested by the companies especially the foreign ones located in local areas, cities and the surrounding industrial zones.

20 years ago, types and numbers of sophisticated íntuments can be easily listed, but now, it’s not so easy to list all the types and numbers of instruments and devices equiped in laboratories. The devices costing from a few billions or more have become popular especially in recent years. Many rare and expensive devices that meet the international standards have also been equiped such as the spectrum systems, chromatography, mass spectrometry, magnetic resonance, differential thermal analysis, dioxin analysis devices, Realtime PCR, DNA analysis device (biology), in vitro fertilization equipment, high voltage testing equipment, octane meter, EMC devices, EMI... investment cost for a device from a few to several tens of billion VND.

Many Instrument Brand names are already in Viet Nam
The message today:In the year 2008 Viet Nam imported 230 Million USD Labor Equipments and Instruments. Except simple Products like Laborfumhoods and/or pilot production, Viet Nam has to import all kinds of Instruments to cover the country’s demand. The Custom statistics reflex the market size in Viet Nam for the timebeing and near future.
Many Instrument Suppliers (40 to 50) are already in Viet Nam

Before laboratories were invested tens of million Vietnamese dong (at current prices) which was not much, but now some laboratories are invested up to 50, or 70 billions dong, even more than hundreds of billion dong.
Especially in recent years, the Government has invested into nearly 20 National Key Laboratories, with the initial investment of 50-70 billions dong, and into many other major laboratories at Universities, Institutes, major research centers under the Ministries or central sectors.

In addition to the laboratories invested from the state budget, some laboratories in other economic sectors(corporate, private, foreign investment, etc.) are also interested in procurement of testing equipment such as public and non-public labs of universities and colleges, private laboratories or laboratories of groups such as the Center for Training and Development on Chromatography (EDC) in Ho Chi Minh City and of many enterprises.

Qualified staff has been enhanced significantly in numbers. Many people have been practicing, improving knowledge inside and outside the country; their foreign language ability has been enhanced significantly. Due to the open-door policy and the development of information technology, the scientific and technical staff working in the laboratory have chance to exchange information and approach many technical documents on new equipment and test methods. Schools, institutes and centers have started to pay attention to organize short-term training courses specialized in laboratory techniques, modern analytical methods, etc.

Laboratory management capacity has also had a lot of progress. Some major Centers (Quatest 3 of STAMEQ, Experimental Analysis Service Centers of Ho Chi Minh City, some Institutes, Centers of Universities have applied management system according to international standards (more than 160 laboratories recognized by VILAS according to international standards such as ISO/IEC 17025, GLP and other standards such as LAS-XD, with more than 350 laboratories).
The quality of tests and analysis has also made progress. The results of testing skills through the Proficiency Testing Program showed that laboratory results achieved a high rate of quality.

The supporting activities for the laboratory have also increased significantly. From some equipment trading companies in the subsidy period, there have been hundreds of companies, shops of different economic sectors trading equipment, including foreign companies in Vietnam. However, this development has been entirely spontaneous, according to the needs of the market.

The establishment of the professional associations of laboratories (VINATEST, VINALAB) with a wealth of activities provide chances to gather and train human resources in testing, a forum for information and experiences exchange, contributing to draw the public attention to the testing activities especially in the period that Viet Nam became a member of the World Trade Organization.

It is necessary to consider the experimental activities (including testing, verification, calibration of equipment, etc.) are an integral part of science, technology and economics; so that the governing and advising bodies have the overal and systematic vision in planning the strategies, appropriate policies to have appropriate financial mechanisms for development of testing activities and to motivate the professional staff, scientists, technicians who have silently made achievements in the laboratories many of which are hazardous or dangerous.
