4.13. A systematic approach to training should be used for the training of plant personnel (see Ref. [5] (TRS-380)).

3.2. The operating organization should ensure that all personnel who may be required to perform duties that affect safety have a sufficient understanding of the plant and its safety features and sufficient other competences, such as management and supervisory skills, to perform their duties safely.

gives guidance on the recruitment and selection of suitable personnel at an NPP;describes the qualification requirements for different groups of NPP personnel;identifies how competence may be developed through education, experience and training; deals with general aspects of training policy: training system, training settings and methods, initial and continuing training; provides guidance on training programmes, facilities and materials;provides guidance on the formal authorization of NPP personnel. Expectations:SAT-based training is recommended by the IAEA for training for NPP personnel, and is also a requirement/standard in most countries in which NPPs operate.

Review of the adequacy and effectiveness of the training, with respect to the actual performance of persons in their jobs. Review and examination of training needs, training programmes and training facilities and material necessary to respond to the changes in training needs. Independence of review. Involvement of plant management in the evaluation of the training programmes.
