GEF : Key Concept
UNDP is a key partner of the Global Environment Facility …
UNDP is one of 3 original implementing agencies along with World Bank & UNEP
UNDP has implemented $10 billion of environmental projects over the past 20 years andMobilized $1.5 billion during the last GEF 5 cycle
5
UNDP has a portfolio of around $120 million USD of GEFclimate change projects in this region
Focus on Buildings Energy-Efficiency
• Building stock 30% less efficient than EU 25
• Utilities account for 20% in poor households income
• 30% reduction in costs can make a substantial difference

No decision has yet been taken about carbon offsetting beyond appointing the
official offsetting partner …

Options 1, 2, 3 : SOC ‘owned’ emissions = 218,000 tCO2e
Option 4: SOC + all SC Olympstroy ‘owned’ construction = 628,000 tCO2e
Option 7: All except Spectators = 3,681,000 tCO2e
Option 8: The entire footprint = 5,103,000 tCO2e

Key Lessons Learned
- Planning Needs to Start Early for Projects to be Successful, especially since GEF does not fund large scale investment
- SustainableTransport Projects are Highly Capital Intensive so there is a strong need to prioritize among different priorities and to consider carefully financing aspects
- Technology adoption resulting from the demonstration activities can be a key outcome of sucessful projects
- Co-financing is critical. As of the end of 2012 the GeF has allocated more than $38 million and leveraged more than $556 million to support sustainable transport related activities
at international sport events ; a leveraging of almost 15-1.
