1 INTRODUCTION

1.1 Background and Methodology

1.1.1 The Sport, Leisure and Culture Consultancy (SLC) has been commissioned by Oxford City Council to provide support in a number of areas relating to community centre provision in Oxford, including the provision of strategic analysis to support the development of a Community Centre Strategy for the City.

1.1.2 SLC has undertaken a geographic and demographic analysis of community centres within Oxford, supplemented by additional information from the Council relating to the qualitative value of each centre in the way in which it serves its community.

1.1.3 All identified community centres within the City have been sited using SLC’s Geographic Information System, and a 15 minute walk time catchment identified for each. This catchment is based on a judgement of how far Oxford residents can reasonably be expected to travel to access community centre provision. This has been overlain with ward boundaries, and the 2015 Index of Multiple Deprivation (IMD) ratings of each lower super output area (LSOA). Table 2 sets out what community centres are located in or serving the community within each Oxford ward. It also highlights what areas of each ward do not currently fall within the catchment area of a centre.

1.1.4 A criteria based methodology has been devised to objectively assess each centre and its impact on the community in terms of providing accessible coverage in strategic areas of importance. The criteria used in this research paper to determine the overall ranking of each centre are based exclusively on the location of the centres and the extent to which they serve a catchment of strategic importance (i.e. without any other coverage and / or areas of high relatively deprivation). This is set out in Table 3 for each centre in turn.

1.1.5 The analysis also identified a number of centres which are of particularly notable strategic importance in that if they were to close it would leave a significant area of high relative deprivation (0%-20% most deprived nationally) outside of the catchment area of any existing community centres, and a number of areas where this is already the case.

1.1.6 Figure 1, Figure 2, Figure 3, and Figure 4 show the distribution of the community centres, the 2015 IMD rankings and walk time catchments for each centre on which much of this analysis is based. These are supported by the key in Table 1.

2.1.1 Table 3 shows an assessment of each community centre and its catchment area within Oxford. The criteria used to determine the overall ranking of each centre are based exclusively on the location of the centres and the extent to which they serve a catchment of strategic importance (i.e. without any other coverage and / or areas of high relatively deprivation). These are “Exclusivity of catchment” and “Coverage of deprived areas.” The scores are combined to create an overall score used to rank the centres.

2.2 Centres and Areas of Strategic Importance

2.2.1 There are a number of centres which, from the perspective of their location and catchment area, serve an area of strategic importance in terms of relative deprivation levels which would otherwise not fall within the catchment of any other centre. The facilities which exclusively serve significant areas of LSOAs within the 0%-20% most deprived nationally will be highlighted here in order to stress their relative importance from a deprivation perspective:

1. Barton Neighbourhood Centre – serves an area of Barton & Sandhills within 10%-20% most deprived nationally

2. Blackbird Leys Community Centre – serves an area of Northfield Brook within 10%-20% most deprived nationally

11. Jubilee 77 Community Centre – serves an area of Blackbird Leys within 10%-20% most deprived nationally

17. Rose Hill Community Centre – serves areas of Rose Hill & Iffley within 0%-10% and 10%-20% most deprived nationally

14. The Barn – serves an area of Northfield Brook within 0%-10% most deprived nationally and an area of Blackbird Leys within 10%-20%

most deprived nationally.

2.2.2 There are also a few examples of areas within Oxford with high deprivation levels (0%-20% most deprived nationally) which do not fall within the catchment of any community centres. These are:

South west Rose Hill & Iffley – nearest community centre catchment is Rose Hill Community Centre.

South east Blackbird Leys – nearest community centre catchments are Jubilee 77 Community Centre, The Barn and Blackbird Leys

Community Centre.

3 CONCLUSIONS

3.1.1 This research has been undertaken on behalf of Oxford City Council to inform the development of their Community Centre Strategy. From a physical distribution perspective, it provides evidence in relation to the relative strategic importance of the centres in Oxford and provides evidence which can support future scenario planning.

3.1.2 The research is not informed by any significant level of information relating to the historic effectiveness of the centres in effectively and sustainably delivering services to strategically important groups within their communities and Oxford as a whole.

3.1.3 It is understood that the Strategy will focus on Community Centres as a focal point for the delivery of employment and skills, health and wellbeing and inclusive programming. The capacity and effectiveness of each of the centres to deliver against this agenda is not examined as part of this research and will need to be considered in conjunction with the accessibility and strategic value of the siting of the centres as examined here.
