El norte de Manhattan se opuso al odio el martes por la noche, cuando unas 200 personas se reunieron en Fort Tryon Park en una vigilia contra el racismo y la xenofobia, respondiendo específicamente a pancartas recientemente colgadas por un grupo de supremacistas blancos en el mismo parque.

Northern Manhattan took a stand against hate on Tuesday night, as about 200 people gathered in Fort Tryon Park for a vigil against racism and xenophobia – specifically responding to banners recently hung by a white supremacist group in the park.

Organized by Congressman Adriano Espaillat, the rally was the community’s pushback to the actions of Identity Evropa, who marched through Fort Tryon on Sat., July 28 and unfurled a massive banner over the Henry Hudson Parkway that read “Stop the Invasion – End Immigration.”

The group, which also staged a provocation downtown at the Mexican consulate, posted photos of its park action on Twitter, with the message: “We will not stand by while we are replaced in the land of our forefathers – this country is ours.”

An outraged uptown community quickly responded, as elected officials, faith leaders and local residents assembled on the Billings Lawn to take a stand against racism and anti-immigrant sentiment.

Kimberly Peterson, who attended the vigil with her daughter Vaylyn, said she was “startled” to see the actions of the white supremacist group, and felt compelled to act.

“We had to do something. I knew this neighborhood would respond the way it has,” Peterson said.

It was hot.

The swelter was fierce on Saturday – but it was the debate that burned.

Residents turned out en masse for a block party organized by community groups and advocacy coalition Northern Manhattan is Not for Sale (NMN4S) to express their opposition to the Inwood rezoning proposal.

“Today’s event is meant as both a celebration of community and a collective resistance against the city’s displacement plan,” said organizer Nova Lucero. “We want to celebrate both everything that we love about uptown – the people, the culture, language, art – but we also want to show in full force all of the people that are against the city’s plans.”

Held on Post Avenue between Dyckman and Academy Streets, the lively affair was punctuated with musical and poetry performances, topical skits and impassioned speeches delivered from a raised stage adorned with a black banner that read “Don’t Zone Us Out.”

There were tables with food and snacks, and individual stations with face-painting, arts and crafts, and children’s activities. Those present included Word Up Community Book Shop, folkloric dance and musical groups, the New York Public Library, and the Room 28 Comedy Troupe.

Nonetheless, Rodríguez was continually hounded by shouts of “Vote no” in English and Spanish, and was occasionally heckled.

“Life is not black and white,” he insisted, imploring residents to continue to work with him as a united front to gain additional concessions.

Support for guaranteed, universal healthcare is

at a rolling boil throughout New York State, fueled by the relentless attacks of the Trump administration on the Affordable Care Act, Medicare, and Medicaid.

New Yorkers are desperately looking to protect our healthcare amidst these threats, and we believe that the New York Health Act (NYHA)—legislation that will guarantee high-quality healthcare to every resident of New York—is the clear answer.

The NYHA will create truly universal coverage, free choice of hospital, doctor, and provider, and it would save the state billions of dollars in total healthcare costs by reducing the excessive waste from private for-profit health insurance companies and allow for bulk purchase of drugs and medical equipment. With the NYHA, 98 percent of New Yorkers are expected to pay less than they currently do for healthcare, but they will receive more benefits as this bill covers vision, dental, hearing, and more.

Together, the New York State Nurses Association (NYSNA) and Senator Marisol Alcántara have been among the staunchest advocates of the NYHA, committed to spreading the word about its profound benefits both in the streets and in Albany.

In Senator Alcántara’s district alone (spanning Chelsea to Marble Hill), nearly 40,000 residents lack health insurance, but most – nearly two thirds – are from households where at least one person is employed. Since most of these uninsured individuals are working, they either cannot afford the plans that are available to them through the exchange or their employer, or they are left out of the system because of the unfair barriers immigrants face in accessing health insurance.

NYHA will guarantee care to the most vulnerable New Yorkers as a matter of right, which will allow people the peace of mind that they will be able to access healthcare when they need it.

When New Yorkers are insured, services can be organized based on need, as opposed to profitability.

The threat of closing the 30-bed psychiatric unit at NewYork-Presbyterian’s Allen Hospital, which serves the Washington Heights and Inwood communities, would be much less likely to occur when such services are fairly reimbursed as the NYHA would guarantee.

The State Assembly passed the NYHA for the fourth consecutive year, and we are close to majority support in the State Senate. This is huge progress, but we didn’t get here overnight. We have worked for years building public support and getting the right people in office.

Making Guaranteed Healthcare a Reality

The Office of Parks, Recreation and Historic Preservation (State Parks) has announced the annual free Learn-to-Swim program is expected to reach approximately 3,000 children this summer at 27 state parks across New York – and is still open.

Now in its sixth year, the swimming instruction program is led by state park lifeguards.

“The park system is an exceptional place for children to build mind and muscle and learn new skills,” said State Parks Commissioner Rose Harvey. “We are expanding the opportunities for both children and adults to make strong connections with the great outdoors and healthy, active living.”

Enrollment for the Learn-to-Swim program remains open at many participating state parks. Programs are free and pre-registration is required.

The 2018 Learn-to-Swim season includes hundreds of individual classes taught for all ages and levels, varying from swim lessons to water safety presentations at 27 locations across the state.

Space is limited and programs fill up quickly. Each swim program is 40 – 45 minutes in duration and participants who complete the lessons will receive a Red Cross Learn-to-Swim Achievement Booklet and a State Parks Learn-to-Swim kit that includes a knapsack, tee-shirt and water bottle.

The Learn-to-Swim program is offered through a partnership among the State Office of Parks, Recreation and Historic Preservation; New York State Department of Health; the American Red Cross; the National Swimming Pool Foundation and the Master Pools Guild; and the Northeast Spa and Pool Association Foundation.

They were among the many groups that participated in the Unite The Right rally that took place in Charlottesville, Virginia and rocked the nation last year. They proudly posted pictures on their Twitter feed (@IdentityEvropa) of their nefarious activity in our treasured Fort Tryon Park. These cousins are in control.

Jessica Santos and Ornela Aquino are family cousins who live just a building away from each other on 179th Street.

The two are not just a stone’s throw from each other, but also share a passion for healthcare. Both are enrolled in the Radiologic Technology Program at Bronx Community College (BCC). Together, they have immersed themselves in hours of rigorous studying and work-life pressures.

This past Mon., July 30th, Santos and Aquino were among 18 students pursuing careers in the health and medical sciences who were honored as recipients of the Stanley E. Michels Health Careers Scholarship.

The program was jointly established in 1995 by the City University of New York (CUNY)

and Columbia University. Named after the late Councilmember and community activist Stanley Michels, the scholarship was designed to provide a greater number of Districts 9 and 12 residents in Northern Manhattan with enhanced employment opportunities at local institutions NewYork-Presbyterian Hospital and Columbia University Medical Center, as well as other city healthcare institutions.

“The goal of the program was to look at how we could increase the number of local residents obtaining jobs in the health

career field,” explained Sandra Harris, Associate Vice President, Government and Community Affairs, at Columbia University Medical Center. “It’s really looking at how we improve income and education in our community.”

In order to obtain the required licensing, students must gain clinical experience in their chosen fields of study. Some programs require hundreds of hours of training – in addition to

coursework – before students can take the licensing exam. The process can prove onerous for those who must also work and contribute financially to maintain

family households.“A lot of them cannot afford that,” explained

Harris. “It could mean quitting their job to then get a license.”

The program seeks to address the gap by awarding amounts that vary in relation to the amount of clinical hours required by each program. The scholarships are awarded at a rate of $15.00 per completed clinical

hour with a maximum scholarship award of $27,000.

“The scholarships provide supplemental funds for them, whether for childcare services or transportation, even housing. Sometimes it may be other amenities [that help] to complete the program,” noted Harris.

Center for Urban Community Services (CUCS) has

announced the launch of its new Volunteer Program. The organization is based at East 121st Street and services over 56,000 individuals annually.

Founded in 1979, CUCS seeks to develop affordable housing and provides integrated programs that link housing, health and social services for New York’s homeless and most vulnerable people.

Here is a short Q and A with Volunteer Coordinator Grace, who is spearheading the program and will organize volunteer events.

What made you want to work with volunteers?

When I was in college, I did a lot of work with underserved high school students navigating the college application process. I enjoyed seeing the impact my work had and became the leader of the group to get more involved. In this

role, I organized all the college volunteers while working with students myself. I learned that people are really excited and motivated by volunteering. This experience helped me decide to continue working with volunteers and explore working in the nonprofit industry after graduation.

How long have you been working as the Volunteer Coordinator?

I started as CUCS’s first ever Volunteer Coordinator in November 2017. We [have] established a strategy to cultivate volunteers, created a webpage and handbook for the program, and hammered out all of the legal and logistical requirements involved with having volunteers. I also traveled our program sites to meet with program directors to determine where they saw a need for the volunteers the new program would bring in. There were so many different aspects to work through so the process was really interesting

excited about as the program takes shape?

I am excited by how much potential there is for this program to develop. Our programs are

A dream come true.

Eddie Silverio, Director of Youth Services for Catholic Charities Community Services, marveled aloud as he took in the sights.

“We’re very excited,” said Silverio. “For us, this is a dream come true.”

The Alianza Division of Catholic Charities Community Services made it official this past Mon., Jul. 30th as it joined with members of Charter Communications, known as Spectrum in the city, and elected officials to debut its new state-of-the-art computer lab at the Alianza Triangle Building in Washington Heights.

The new lab, created in partnership with Spectrum, has been designed to provide local students with technology access to help with schoolwork, college preparation, and STEM learning. The communication company provided computer equipment and internet access to Catholic Charities at no charge.

It is the 25th computer lab that Spectrum has opened at nonprofit and community-based organizations across New York City.

The Spectrum Learning Lab at Alianza features 12 Windows-based computers, three Mac workstations, and 10 laptops. In September, the lab will begin offering free afterschool and evening computing classes, explained Silverio.

They’re calling it a win for the waterfront.

As Inwood prepares for a potential rezoning, the de Blasio administration has announced a significant investment to bolster infrastructure on the Northern Manhattan waterfront.

Parks Commissioner Mitchell J. Silver and New York City Councilmember Ydanis Rodríguez announced that Mayor Bill de Blasio has allocated $103 million for two rehabilitation projects for existing structures among the Harlem and Hudson Rivers.

“We live in a city that is hundreds of years old, where some of the most vital parts that need care are invisible to the eye -- our city’s critical waterfront structures,” said Silver. “Thanks to Mayor de Blasio’s generous investment, and Councilmember Rodríguez’ tireless advocacy, we are able to address these infrastructural waterfront needs and ensure the future enjoyment of the esplanade, greenway, public piers, docks and roadways.”

Mitchell and Rodríguez made the announcement at Swindler’s Cove on July 26, during a brief press conference where officials announced the funding but provided few

specifics on how the money would be spent. Silver said the funding will be split into two

separate projects, one to address the Dyckman Pier area near the foot of Dyckman Street, and one to address the Harlem River waterfront infrastructure from Dyckman Steet south to 155th Street.

Rodríguez said he hoped the Dyckman pier area could host more recreational activities for

The city will allot $88 million for the Harlem River waterfront, primarily to fix aging and deteriorated waterfront structures, said NYC Parks.

The Hudson River area will receive $15 million to address multiple waterfront structures in the vicinity of Dyckman Street including the Inwood Canoe Club Pier and nearby timber bulkhead, and the Dyckman Street pier, as well as ensuring routine upkeep of the shorelines.

Next steps for the two projects will be determined in the coming months, NYC Parks said.

Among those praising the announcement was NYC Economic Development Corporation (NYCEDC), the non-profit agency at the forefront of the Inwood rezoning process.

“This $103 million investment is key to reinforcing our waterfront, ensuring safety, and promoting recreational activity. Improving quality of life through strategic community investments is a critical component of the Inwood NYC initiative, and this funding will support our efforts to ensure the community remains an affordable and attractive neighborhood for working families,” said NYCEDC CEO James Patchett in a statement.

Others who have embraced the rezoning plan include Obed Fulcar, Founder and Director of Friends of Sherman Creek Conservancy, Inc.

The New York State Public Service Commission (PSC) announced that it has revoked its approval of the merger agreement between Charter Communications, Inc. and Time Warner Cable, Inc.

PSC’s four commissioners voted unanimously on Fri., July 27th to revoke the merger agreement.

In a scathing statement issued late Friday afternoon, PSC charged that Charter “doing business as Spectrum, has — through word and deed — made clear that it has no intention of providing the public benefits upon which the Commission's earlier approval was conditioned.”

It characterized Charter’s alleged misconduct as “brazenly disrespectful” and “egregious” – and added that “the only reasonable remedy that remains is to revoke the merger and order Charter to plan for an orderly transition to a successor provider(s).”

Charter is the largest cable provider in

the state, with 2 million customers, and its acquisition of Time Warner had been approved by PSC on January 8, 2016.

If the revocation stands, it would be the first time in New York State that a large cable operator is shut down for bad conduct.

PSC said it had determined that Charter failed to deliver the benefits to New Yorkers that were at the core of the merger approval, citing instances such as:

• The company’s repeated failures to meet deadlines;• Charter’s attempts to skirt obligations to serve rural communities;• Unsafe practices in the field;• Its failure to fully commit to its obligations under the 2016 merger agreement; and• The company’s purposeful obfuscation

of its performance and compliance obligations to PSC and its customers.

“These recurring failures led to the broader conclusion that the company was not interested in being a good

corporate citizen and that the Commission could no longer in good faith and conscience allow it to operate in New York,” read the release.

Moreover, PSC announced that its counsel would bring legal action in State Supreme Court to seek additional penalties for “past failures and ongoing non-compliance.”

To obtain approval for the merger, Charter agreed to a number of conditions required by PSC to advance the public interest, including its obligation to timely extend its high-speed broadband network to 145,000

unserved and underserved homes and businesses in less densely populated areas of the state.

In approving the transaction, PSC had also required the merger to yield positive net benefits, “after balancing the expected benefits properly attributable to the transaction offset by any risks or detriments that would remain after applying reasonable mitigation measures.”

But PSC says Charter not only failed to comply but also repeatedly claimed not to be bound by the merger approval terms.

“Charter's repeated failures to serve New Yorkers and honor its commitments are well documented and are only getting worse. After more than a year of administrative enforcement efforts to bring Charter into compliance with the Commission’s merger order, the time has come for stronger actions to protect New Yorkers and the public interest,” said PSC Chair John B. Rhodes in the statement. “Charter’s non-compliance and brazenly disrespectful behavior toward New York State and its customers necessitates the actions taken today seeking court-

ordered penalties for its failures, and revoking the Charter merger approval.”

“The plan seeks to update how new development happens and will mandate that new properties along the waterfront build and maintain public open space,” wrote Fulcar in an online blog post for NYCEDC’s CityViews feature. “I believe that the Sherman Creek area and Harlem River waterfront are in need of housing and community spaces, as opposed to the all of the parking lots and other spaces that aren’t being used to their full potential.”

“As longtime advocates for Northern Manhattan waterfront parks, we are excited and highly optimistic about the possibilities this plan could bring,” he added.

In a conversation this past week, Fulcar confirmed that though news of the

investment was welcome, it was imperative to keep informed.

“This is long overdue, especially along the Harlem River,” he said. “The important thing for us as a community is to continue to engage in the process and ensure that the funds are invested as promised.”

“I only see this as generating very positive results,” remarked Molly Michels, widow of the program’s namesake. “[Stanley] was a strong supporter of education. He felt that education is the way to enter the world. Without having an education that would provide you with specific skills, things are very frustrating.”

Adalis Díaz, a graduate of the Dental Hygiene Program at Hostos Community College, made her way to the podium to accept her certificate of completion as her young son cheered her on.

“I’m ecstatic,” said the future dentist. “I will soon be taking my last exam and then waiting for my license. [Then I get] to start working.”

Once she is a practicing dentist, she plans

to travel abroad to assist communities with oral care needs. She said the scholarship had afforded her the opportunity to focus on her work.

“The program is very intense,” she said. “Having these extra funds really helped with things like my son’s afterschool program. [It allowed me to] study longer hours and stuff like that.”

Cousins Jessica Santos and Ornela Aquino agreed that the program had provided the necessary boost.

“We have received endless opportunities,” said Santos. “I got the chance to [earn my hours] here in Columbia. [Aquino] was in Montefiore. When we graduate, we’re going to be licensed to conduct x-rays.”

But they’re not stopping there, insisted the cousins.

“We want to do mammograms, CT scans, everything,” noted Santos. “Because it’s a passion for a field as a whole.”

“We can develop more in the field and do what we want,” agreed Aquino.

For Steve Simon, who served as Michels’ Chief of Staff and has continued to lend support to the scholarship initiative, the ceremony was a demonstration of legacy – and of promise.

“We gave them a chance,” said Simon. “I’m hoping we could give these scholarships year after year.”

“Go forward and have a successful career,” he urged the scholarship recipients. “Make us all proud.”

PSC also rejected Charter’s “good cause” claims as part of the orders issued Friday.

As a result, PSC has ordered Charter to pay $1 million to the State Treasury for missing the most recent June milestone, bringing the total amount of payments ordered by the Commission to $3 million, and directed the Commission’s counsel to bring an enforcement action in State Supreme Court to seek additional penalties for Charter's past failures and on-going non-compliance.

In its own statement, the company rebutted the charges and said the decision by the Cuomo administration was politically motivated.

“In the weeks leading up to an election, rhetoric often becomes politically charged,” the company said in a statement. “But the fact is that Spectrum has extended the reach of our advanced broadband network to more than 86,000 New York homes and businesses since our merger agreement.”

Charter was ordered to file within 60 days a plan with PSC to ensure an orderly transition to a successor provider(s). During the transition process, PSC ordered that Charter must continue to comply with all local franchises – and must ensure no interruption in service is experienced by customers.

Why do you think it is important for people to volunteer?

I think volunteering allows people to really connect to their communities, meet new people, and learn about issues that may be a bit hidden to them otherwise. It is also a great way to demonstrate to the community that you care. Volunteering shows that building brighter futures is a project we are all responsible for and all grow from participating in. I have loved seeing how beneficial volunteering can be both to the volunteers and the people they are serving.

How should someone interested in volunteering with CUCS get in touch?

“This is beautiful. I feel safe,” he said of the rally. “I feel that if I’m walking down the street and something happens to me, [the community] is going to help me. This is giving me energy to do the same for others.”

Josué Pérez said he was impressed with the turnout for the vigil, which was announced the previous day.

“You have young people, old people, different faiths and nationalities,” he said.

“The hate group probably planned for months and had 20 people here, we came together in 24 hours and had 200 people,” said Pérez.

Inwood resident Annette Aguilar said there can be “no tolerance” for the message of hate groups.

“We’re human beings,” she said. “That can’t be what our children learn.”

Some residents said the group’s actions served as a reminder of the need to come together – for strength, and for protection.

“I have a sister and I want her to be safe because she works around here,” said student Chelsea De Jesus. “This is not a joke.”

She said community members needed to heed the call to join together in such instances.

“Come out here and protest,” she urged. “I don’t want to hear or see anybody posting anybody missing or killed because of these people. When there’s a protest like this, come out.”

Miriam Doumbia said it was “embarrassing” that such events could still take place in 2018.

“In this day and age in our country that we’re going through things like this, it’s not okay,” said Doumbia, who had traveled from 23rd Street to attend the vigil.

“I feel very empowered feeling that all of us came together from different backgrounds and races to fight against this hate,” she said. “We need to stay together, stay strong. I really feel that we can get somewhere. And we will overthrow this evil.”

“The pushback has to be bigger than ever,” said Melanie Robbins of the Anti-Defamation League New York.

Attendees brought their own signs.

Triangle en Washington Heights.El nuevo laboratorio, creado en asociación

con Spectrum, ha sido diseñado para proporcionar a los estudiantes locales acceso a tecnología para ayudarles con trabajos escolares, preparación universitaria y el aprendizaje STEM. La compañía de comunicación proporcionó equipo de cómputo y acceso a internet a Caridades Católicas sin cargo.

Es el 25º laboratorio de cómputo que Spectrum ha abierto en organizaciones sin fines de lucro y comunitarias en toda la ciudad de Nueva York.

El Laboratorio Spectrum de Aprendizaje en Alianza cuenta con 12 computadoras con Windows, tres estaciones de trabajo Mac y 10 computadoras portátiles. En septiembre, el laboratorio comenzará a ofrecer clases gratuitas de cómputo después de clases y

“You can’t do that without technology,” he remarked. “Why do we have to export so many tech jobs overseas? We’re taking a step forward to make sure that our young people are part of the future, that they have good jobs, that they can participate in the economy.”

“This is very good for the community,” agreed Espaillat.

During the past year, Charter has endured wide criticism in New York for its worker strike and handling of its internet service. On July 27, the state’s Public Service Commission (PSC) revoked its approval of Charter’s merger with Time Warner Cable, and said it would push Spectrum out of the state.

Nonetheless, Espaillat praised the company for its willingness to open computer labs in middle-class and low-income neighborhoods.

“You’re a great partner with this community,” he said, while making an appeal for additional labs in his Congressional district.

“I know there’s 15 more coming,” he noted. “[And] I want one in East Harlem.”

Meléndez pointed to the changes that occurred in Williamsburg, Brooklyn, after a 2005 rezoning there, and said that the neighborhood’s Hispanic population fell from 70 percent to 29 percent.

“Today’s event is very important,” said District Leader Norma Campusano. “The rezoning will change our area. The rent is going to rise in this area. We are fighting because we want to be here.”

“I grew up in this community,” said Stringer. “If it ain’t broke, don’t fix it. And I think that the City Council should listen to these communities.”

“By upzoning without enough subsidies for low-income housing, we’re going to create a neighborhood that is not for the people who built Washington Heights and Inwood,” Stringer added.

NMN4S has drafted its own rezoning proposal as part of the Uptown United

platform, which offers alternate suggestions on preserving existing housing and small businesses.

“This plan, just like everything that goes through our elected officials are plans or ideas that the community has a right to change, to object, to modify,” said Lucero. “[The elected officials] have the obligation to listen to us.”

Lucero also had a message for fellow residents.

“Remember, we’re much stronger together,” said Lucero. “If we resist anything that we think is bad for the community or that will hurt us, if we stand together, we have a chance

of winning each time.”

The Zoning Committee of the City Council will vote on August 2nd. The binding vote on the rezoning proposal will take place on August 8th.
