WTC SecurityDirector Named
I n a PABroadcast tostaff last week,
Chief SecurityOfficer ThomasBelfiore announcedthat GeorgeAnderson, a law enforcement professional with morethan 30 years of experience, has been named Director of World TradeCenter Security.
As Director, Mr. Anderson will oversee all security operations at theWTC complex. He will be responsiblefor identifying and implementing security programs, technology, andpolicy solutions that will ensure thesafety of the public, tenants, and staffat the site.
Mr. Anderson’s backgroundincludes a 30-year career with theNew York City Police Department, during which he rose through theranks to become an Assistant Chief. In that role, he oversaw various training functions for the department’s approximately 35,000 uniformed and14,000 civilian members, developedpolice-deployment strategies for theNYC Marathon, and established programs such as post-9/11 bereavement centers for police families.
Most recently, he served as the VicePresident of Operations–Manhattanfor AlliedBarton Security Services. His responsibilities included managing the company’s contract for security programs at John F.Kennedy International, Newark LibertyInternational and LaGuardia airports,as well as the WTC. EWR SupportsPlane Pull
S pecial Olympics New Jerseyhosted its 19th annual PlanePull at Newark Liberty
International Airport on September 26.The event challenged dozens ofteams, each consisting of up to 20people, to pull a 93,000-poundBoeing 737 across 12 feet of taxiway.
Staffers from EWR and the Office of Medical Services were on hand tohelp at the event, which was organized by the New Jersey LawEnforcement Torch Run to raise awareness and funding for the SpecialOlympics movement in New Jersey.
The teams, some of which includedSpecial Olympics athletes, had theopportunity to compete for three different distinctions: the most money raised, the fastest plane pull,and the longest plane pull using theleast weight.
The Plane Pull raised more than $85,000 for Special OlympicsNew Jersey.

T he Special PanelImplementation Office’s Ethics & Transparency Team is
recommending measures to improvethe Port Authority’s governance practices and more effectively foster a culture committed to openness,accountability, and the highest standards of conduct. These measures address certain major governance-related recommendationsby the Special Panel on the Future ofthe Port Authority, as outlined in itsDecember 2014 report.
The team includes ChiefProcurement Officer and executivesponsor Lillian Valenti, Law Attorneyand team captain Howard Kadin,Deputy Board Secretary LindaHandel, Human Resources DeputyDirector Julia Basile, AviationManager of Wayfinding & CustomerCare Programs Earlyne Alexander,Procurement Manager of Integrity,Compliance & Contract Review LukeBassis, SPIO Executive Policy AnalystPortia Henry, Law Attorney StephenMarinko, CSO Manager of SecurityPerformance, Policy & PlanningJennifer Onofrio, OIG Office ofInvestigations Director StevePasichow, and World Trade CenterConstruction Director Alan Reiss.
Leveraging their collective expertise,these employees have defined therole and responsibilities of a newChief Ethics & Compliance Officerposition. The Board of Commissionersconcurred with the role and responsibilities at its September 24meeting. The team has also completedrecommendations to better informemployees, Commissioners, and vendors about the agency’s enhancedCode of Conduct policies.
Ongoing efforts include benchmarking existing PA practices and requirements againstother organizations to develop recommendations for increasing transparency and promoting publicconfidence in the agency’s Open

“It’s been an honor to be invited to‘roll up the sleeves’ and tackle a number of very challenging issues facing the agency, and to do so alongside influential senior-level staff who have navigated all kinds ofsituations in their tenures,” said Ms.Onofrio, who began her PA career in2011 as a Leadership Fellow.
“It’s a great feeling to know thatyou are a part of a team that will sendforth recommendations to allow theagency to grow,” said Ms. Alexander, a23-year PA veteran who joined theteam as its Member at Large. She alsosaid that being a part of the team hascompelled her “to think of and understand the concepts of ethics and transparency in a more in-depth manner.”

Led by Aviation Environmental & NoiseProgramsManager EdKnoesel, the program ensuredthat the PAmeets the congressionallymandated constructiondeadline forenhancing theairport’s RSAs tocomply withFederal AviationAdministrationsafety standards.Doing so willreduce the risk of incidents caused if an air-craft cannot lift off before the end of therunway or lands short of one.
Mr. Knoesel’s team successfully completed the assessment in an expeditedeight-month period, having proactively coordinated with various local, state, andfederal agencies.

D irector ofStormMitigation
& ResilienceQuentin Brathwaitehas retired after 30 years of dedicated PortAuthority service.
Mr. Brathwaite joined the PA in1985 as an Architectural Trainee inEngineering. In 1998, he moved intoPriority Capital Programs, where hespearheaded numerous efforts, including those related to the development of AirTrain JFK and theJamaica Station. In 2002, he joinedWorld Trade Center Construction,where he took on roles of increasingresponsibility, ultimately becomingAssistant Director of the department’sOffice of Program Logistics in 2007.
In March 2013, Mr. Brathwaite was named Director of the StormMitigation & Resilience Office, whichhe helped establish in response to the impact of Superstorm Sandy. AsDirector, he served as the agency’slead contact with the New York andNew Jersey governors’ offices, theFederal Transit Administration, and theFederal Emergency ManagementAgency on all matters related to Sandy recovery and storm resilienceinitiatives. Under his leadership, theoffice focused on maximizing Sandyrecovery and resilience funding for theagency, and successfully oversaw theimplementation of a $2.5 billion recovery program.

BATIC was established as partof President Obama’s BuildAmerica Initiative. According to its website, BATIC serves as a“single point of contact and coordination” for states, municipalities, and other project sponsors looking to leverage federal transportation expertiseand credit programs, as well as private capital through public-privatepartnerships.
At the conference, which wasattended by local officials, terminaloperators and customers, and members of the InternationalLongshoremen’s Association, Sec. Foxx explained how BATIC willhelp PNCT acquire resources fromagencies such as the DOT’s MaritimeAdministration, and navigate the loanapplication process for financingthrough the TransportationInfrastructure Finance and InnovationAct (TIFIA).

One WTC, GWB Wear Pinkthe 408-foot-tall spire of One World Trade Center started to glow the color that for 30 years has symbolized global solidarity for the movement to raise awareness of breast cancer and funding to research its cause, prevention, and cure. The 156 LED necklace lights of the George Washington Bridge followed suit later that night, thanks to Port Authority Electricians who installed pink transparency gels during routine maintenance work.
The GWB will stick with the pink shade until theend of October.
