The history of public policy issues in Brazil relating to housing and urbanization implemented in low-income communities has shown:

History of PAC
• 2007: Federal Government launched PAC throughout Brazil;
• In the State of Rio de Janeiro 15 cities were listed- including 12 municipalities in the metropolitan area and three municipalities of other regions of the state;
• Priorities: water supply system ; urbanization of 5 slums of Rio de Janeiro; remediation of the bays of Sepetiba and Guanabara, revitalization of the Paraiba do Sul River; construction of housing units for low-income populations.

Social Work - PAC
The Social Work branch in the State Government began in 2008 in three major
interventions in the city of Rio de Janeiro and two other smaller communities:
Complexo do Alemão, Manguinhos, Rocinha,
Preventório, Pavão Pavãozinho and Cantagalo
Total = ~ 350,000 inhabitants.
Main Goal: transformation of physical interventions into sustainable development,
bringing together projects that generate transformation of the territory through
economic growth and community participation based on constant dialogue.

Branches of Labor
The Social Work of PAC is divided into three different areas:
I. Census: draw up a "picture" of the communities: conduct a Household and Business
Census, resulting in a complete register of all residents of the area, their needs,
deficiencies and problems. (http://www.egprio.rj.gov.br)
II. Social Work in two branches: Impact Management and Sustainable Development,
improving the reality of the territory and its citizens, promoting better quality of life for
them.
III. Land Regularization: ensuring the right to the land.
• Minimize the negative impacts to the everyday life of the community and
maximize the positive impacts;
• Create job and income opportunities for the local community
• Sensitize local actors to strengthen the sustainability of the project;
• Develop professionalization and training activities with community residents
to strengthen community organization.
• Implement a local Social Work Branch to create space for dialogue and
mediation

The Social Work
Social Office
In order to improve communication between PAC and residents, each community has its "Social Office" where everyone has access to information, job opportunities, courses, activities and meetings.
Alemão, Manguinhos and Rocinha
Creation of a population database based in the formal and informal communities, through census taking that reflects the current reality of the community.

Relocation of 7138 residents:
* 3,879 - Alemão
* 2,576 - Manguinhos
* 683 - Rocinha
3 options are offered to the residents all based on a state signed by the State and City Hall. They are:
- Monetary Compensation for homes
- Assisted purchase of another home (government accompanies the process)
- “Social rent” (pending new housing units)

Accompanying Projects – Sustainable Development
Project: Imagination Workshop
Goal: to gain an understanding of the desires of the community
Based on the Medellin proposal, the workshop is an activity undertaken with the residents who draw their dreams and aspirations for the community in which they live.
26 workshops – Rocinha, Alemão, Mangueira, Jacarezinho, Rio das Pedras, Cidade de Deus e Complexo da Tijuca.
Project “Weaving Art”
Objective: Production of women's fashion accessories using recyclable
materials with 120 women in the community.

Project “Gastronomic Horizons”
Objective: create a gastronomic space with 100 local
traders, teaching them cooking, sustainability, and good
hygiene practices and using recycled materials to make
furniture and signs for their establishments.
Project “Creating Fashion”
Objective: workshops to train 68 young people in theater, dance, costume and set design.

Project “I Want Freedom”
Objective: 16 graduates of the criminal justice
system collect vegetable oil from 4 PAC
condominiums as part of an environmental
education program and income generating
initiative.

Objective: incentivize the use of the park for ecological and educational hikes integrating the cable car transport system

Immediate Generation of Employment
60% of the 9,480 jobs created employed community residents
- 2144 residents trained in construction activities
- 50 youth trained to be responsible communication and research;
- 60 residents hired to work in land tenure and regularization
- 120 women in a Building Program
- 1100 youth trained in distance education projects
- 1450 residents hired to conduct Census
Honors Recognition
The branch of PAC Social Work has been seen as a differential that ensures dialogue, understanding and community participation, providing a real change in the conduct of both processes as a result of the actions and deeds.
The project has been subject to monitoring through a partnership between the IPEA and the box connected to the Secretariat of Strategic Affairs of the Presidency, in order to evaluate indicators of post CAP.
He received invitations to participate in national and international competitions where the methodology of Social Work ran as innovative proposal.
- Selected among the top 100 projects in the world's Best Award Practices in Dubai and winning the National Stage Management Best Practices.
- Registered with the UN Habitat Award in London-2011
