John Bobo - The Best Story Wins and Other Legal Advice for New ProsecutorsA well-known national trainer of prosecutors, John Bobo served as a prosecutor for the State of Tennessee before joining the American Prosecutors Research Institute in Alexandria, VA. Receiving his J.D. from the University of Memphis in 1991, John has prosecuted cases ranging from first-degree murder to shovel and knife fights, but his primary areas of focus were narcotics offenses, vehicular homicides and impaired driving related crimes. In 2004, John was appointed by the White House to serve in the U.S. Department of Transportation to work on drug and alcohol policy issues, and he later headed up U.S. DOT’s Research and Innovative Technolo-gy Administration. Currently, he lives in the Washington, D.C. area working as a speaker, writer and consultant.

Thomas Lockridge, Commonwealth Attorney, 13th Judicial Circuit, KentuckyThomas Lockridge has been the Commonwealth Attorney for the 13th Judicial Circuit in Kentucky since 1990. Prior to this position and beginning in 1986, he served as assistant Commonwealth’s Attorney. He served as president of the Commonwealth’s Attorneys Association in 1997-1998 and received the Carroll M. Redford Award as “Outstanding Kentucky Prosecutor” in 1995. The Kentucky Attorney General honored Tom as the “Outstanding Commonwealth’s Attorney” in 1997 and in 1996 he was named “Outstanding Young Lawyer” by the Kentucky Bar Association. He has served as a member of the Prosecutors Advisory Council, The Gover-nor’s Task Force on Sexual Assault, and the Child Sexual Abuse and Exploitation Prevention Board. Mr.Lockridge served as chair of the Kentucky Multidisciplinary Commission on Child Sexual Abuse from 2002 to 2009. Tom has served as a member of the faculty at the National Advocacy Center, the Kentucky Prosecutors Institute and at forensic interview clinics for APSAC. Tom Lockridge is a 1984 graduate of the University of Kentucky College of Law.

Steve Wilson, Circuit Judge, 8th Judicial Circuit, KentuckySteve Wilson is a Circuit Judge for the 8th Judicial Circuit in Warren County, Kentucky. Prior to taking the bench he served as the Warren County Commonwealth’s Attorney for 13 years. He was selected “Outstanding Young Lawyer” by the Kentucky Bar Association in 1992 and “Outstanding Commonwealth’s Attorney” by the Kentucky Attorney General in 1995. In 2000, the Commonwealth’s Attorneys Association awardedhim the Carroll M. Redford Award as “Outstanding Kentucky Prosecutor.” He served as President of the Com-monwealth Attorney’s Association in 1996-1997 and was a member of the Prosecutor’s Advisory Council from 2002-2003. Judge Wilson has lectured for the Kentucky Bar Association on ethics and criminal law issues for over five years and has served on the Kentucky Supreme Court Criminal Rules Committee. He served as co-chair of the Governor’s Task Force on Sexual Assault and was a member of the faculty and the advisory com-mittee for the Kentucky Prosecutor’s Institute until his judicial appointment in 2004. Steve is a 1983 graduate of Chase School of Law and has appeared on Prime Time and Larry King Live.

Kristine Hamann, Visiting Fellow, Department of Justice/Bureau of Justice AssistanceKristine Hamann is a Visiting Fellow at the Department of Justice/Bureau of Justice Assistance. She is working with prosecutors around the country to develop statewide Best Practices Committees for prosecutors.

She is the chair of the Best Practices Committee for the New York State District Attorney’s Association. The committee develops best practices and innovative strategies aimed at improving the criminal justice system and preventing wrongful convictions. Statewide initiatives that have been spearheaded by the Committee include enhanced identification procedures, video interrogation protocols, an Ethics Handbook for prosecutors and discovery training for the police.

From 2008 to 2013, Ms. Hamann was the Executive Assistant District Attorney for the Special Narcotics Pros-ecutor for the City of the New York. The office conducts international, national and local drug trafficking inves-tigations and prosecutions, which impact New York City.From 2007 to 2008, Ms. Hamann was the New York State Inspector General. The Inspector General is charged with investigating and preventing fraud, waste and abuse in state government.

From 1998 to 2007, Ms. Hamann served as the Executive Assistant District Attorney to Robert M. Morgenthau in the Manhattan District Attorney’s Office. Prior to that, Ms. Hamann held several other positions in the Dis-trict Attorney’s Office, including Deputy Chief of the Trial Division in charge of the Criminal Court, Director of Training, and Deputy Bureau Chief of the Career Criminal Bureau. After law school she was an associate at Simpson Thacher and Bartlett in New York City.

2014 KPF KANSAS LAW SCHOOL SCHOLARSHIP WINNERS

Xavier Andrews, II Xavier Andrews grew up in Kansas City, Mo., where he graduated from Hickman Mills High School in 2006. He received a Bachelor of Science in Business Administration from Missouri Western State University, and a Master of Business Administration from Rockhurst University. Xavier recently graduated from the University Of Kansas School Of Law, where he served as president of the Black Law Students Association and Business Manager of the Kansas Journal of Law and Public Policy. Xavier also served as a member of the Moot Court Council. During his third year of law school, Xavier served as an intern at the Johnson County

District Attorney’s Office in the Economic Crime Unit and Consumer Protection Division. While there, he prosecuted criminal cases before juries and assisted in enforcing the Kansas Consumer Protection Act against area merchants who committed deceptive and unconscionable acts against consumers. Xavier will be joining the office on a permanent basis as an Assistant District Attorney after taking the July 2014 Kansas Bar Exam.

Kayla Roehler Kayla Roehler graduated from high school in Topeka. After high school, she went to Kansas State University and received her undergraduate degree in elementary education and graduated with honors from the Delta Alpha Pi International Honors Society. During her time at Kansas State, she started the Kansas State Chapter of Delta Alpha Pi International Honors Society. She also worked as a chair person for Disability Awareness Week, where she promot-ed awareness of various types of disabilities. During her first year at Washburn Law, she was selected by her peers to be the class section’s LARW Gladiator. During her second year, she organized a team from the law school to run and walk in that year’s Race Against Breast Cancer. Her team included 60 students, faculty, and staff members. Also, during her second year, she decided to work on her Pro Bono Certificate. In her upcoming final year, she has been selected to be a student prosecutor with the Shawnee County District Attorney’s Office, and will also be a research editor for the Washburn Law Journal, a student ambassador for the law school, the Bar-risters’ Ball Chair, and will be completing her Advocacy and Pro Bono Certificates. Her plan is to be active--or more accurately put--extremely busy, pressing forward, and trying to be a force and voice for good.
