Foreword

Gandhiji dreamt of an India which was self – sufficient and sustainable, built from the grassroots. Taking this vision forward, SSP started working with the communities during the time of Latur earthquake 20 years ago. It was then SSP turned the massive crisis into opportunity for bringing these and other such communities from margin to main-stream, while empowering thousands of women at the grassroots to rebuild homes first and later to build their economic and social competencies. The 2nd October, 2013 Sakhi Ratna Awards event at Latur attracted over 800 women who had travelled far to demonstrate their collective power. The Award com-memorates the spirit of ordinary women who have achieved extraordinary results -in ensuring safe water and sanitation, doorstep health services; women led sustainable agriculture and turned into educators and entrepreneurs. For the women leaders it was their platform to share and know the weight of their networks that impacted over 1,00,000 women and families from five districts: Latur, Osmanabad, Washim, Nanded and Solapur in Maharashtra and as well as from Tamil Nadu. This year it is 50 women leaders, next year we’ll be 500 Sakhi Ratnas. And by 2020 we would have a half a million strong network declared the women leaders. SSP works across the states of Maharashtra, Gujarat, Tamil Nadu and Bihar and it is inspiring to say the least, that we are witnessing an attitudinal shift in women who are scripting their own destinies by pulling themselves and their communities out of poverty by dint of their enterprising spirit. Best Wishes,

INTRODUCTION

Swayam Shikshan Prayog is based in Mumbai, and began its operations in 1994, by partnering with the Government to design and scale a community led, women centred disaster to development strategy in over 1200 villages. SSP went on to create and partner with over 5,500 SHGs across eleven districts of Maharashtra, Gujarat and Tamilnadu, to scale up micro credit and livelihoods approach that empowered rural women in sustainable community development. At the centre of SSP's strategy is to empower women to view themselves as farmers and innovators. The initiative pro-vides for sustainable livelihoods and incomes and ensures food security. Women's informal efforts to scale up vegeta-ble production In 2006-2007 SSP was part of a social – business co-creation opportunity led by Late Dr. C.K. Prahalad As a result, SSP partnered with BP Energy in prototype and marketing of Smokeless Cook stoves named Oorja and created a grassroots business model with village level women entrepreneurs or Sakhis to market the stoves and bio fuel pellets. SSP’s associate SURE continues to market Oorja stove (manufactured by First Energy) and has advanced to set up women led pellet production units, thus uniquely creating rural to rural value chains. SURE has marketed more than one lakh cook stoves in more than five districts in Maharashtra through a network of 1000 + women entrepreneurs called Sakhis. The Entrepreneurship Training Program of SSP creates a new definition and aspiration for entrepreneurship among poor women by recognizing them as knowledge creators. Sustainability through self-reliance is our watchword. SSP runs two flagship programs that empower local communities to develop vocational skill sets and inculcate in rural women a spirit of entrepreneurship. Currently operational in five districts of Maharashtra, the program encourages women and trains them in setting up micro-business initiatives through its School for Rural En-trepreneurship – E-school, and provides viable job skills to youth and women who be-long to the low-income group through its Vocational Training and Career Counseling Cell. SSP facilitates best practice competitions to create community owned curriculum for entrepreneurship that relies on successful women as teachers and role models to inspire new aspirants. • It offers practical solutions to the obstacles faced by rural women who have low ex-

posure. • Business skills are covered through practical games, on site market exposure and

opportunity spotting. • Classes are held close to where the demand and interest is at the village level and

spread over 3 months. • Onsite business support—handholding and counseling is provided for 300 days after

the 110 hour modules, to develop ideas into robust businesses. Business Support Fund (low interest loans) and guidance is given after training, enterprise forums for peer learning / mentoring at clusters are popular; the development of a business fa-

SSP supports SURE, its marketing-associate, to establish partnership of local-manufacturers of improved cook-stoves, solar-lamps, biogas-plants, solar- water heaters and clean-energy products and to-create build capacities and business-ready network of village-level-entrepreneurs or Sakhis, nominated from SHG women. Rigorous research and selection is done on a continued-basis, for affordable, convenient and quality-products that match requirements of rural-women. From 2005, SSP facilitates grassroots-women to take-leadership to-create over 1000 green-economies directly to partner-with corporates as co-creators in design, prototype-testing, marketing and entrepreneurs, shareholders across-Maharashtra. Improved cook-stoves run on biomass-based-pellets and with fuel-efficiency of about 60% emit-less-smoke and households can buy these pellets instead of spending time to fetch-firewood. These stoves run on bio-mass based pellets and SSP trained women/Sakhis willing to take-up clean cook-stove businesses are trained as en-trepreneurs. Solar home-systems enable households generate electricity and provision for clean-source of light where grid has not penetrated or are-subjected to prolonged load-shedding. Women entrepreneurs demonstrate fuel-efficient clean-energy-products and conduct awareness through SHG-meetings, collect-orders and supply to con-sumers. Sub-taluka level network of these business women are established to provide eco-system support - finan-cial, technology and product partnership support from various institutions. The USAID/India supported ongoing `Partnership on Women’s Entrepreneurship in Renewable Energy (wPOWER) program has received fine results with 564 Sakhis rolling out their clean energy business and reaching out to 4,51,200 people till March 2014 in six districts of Bihar and Maharashtra. The wPOWER team carries on with the process of village mobilization, Sakhi selection, training and clean energy business launch at vari-

ous villages. Onsite business support is provided to the Sakhis through demonstrations, promotional activities, information campaigns and community group meetings with the support of wPOWER team . These have proved to which is truly effec-tive and has helped Sakhis to reach out informa-tion regarding clean and green energy solutions to maximum people, create awareness and generate demand, enhancing their sales leading to business growth.

The Hub will act as an innovative platform that brings diverse partners and rural Sakhi networks and consumers. The wPOWER innovation has resulted in demonstration of the Clean Energy Hub as dialogue platform for the growing business ready eco-system of women entrepreneurs, technology developers & Government in Latur, Maharashtra. The Award commemorates the spirit of ordinary women who have achieved extraordinary re-sults -in ensuring safe water and sanitation, doorstep health services; women led sustainable agriculture and turned into educators and entrepreneurs.

“ Electricity supply being very bad in our village, my children had to study using kerosene lamps. I knew it was harming their eyes and so I purchased a d.light S 20. We were so happy with the solar lamp that we bought another one to carry it to the fields.” Consumer - Sunita Salunke, Motegaon village, Latur

The Microfinance Institution—Sakhi Samudaya Kosh (SSK) sets women on the path to self-reliance by helping them avail easy credit. Owing to peculiar social circumstances and lack of opportunities, innovative rather than conventional methods of funding have been found to be more effective. Hence SSK functions as a bridge between mainstream finan-cial corporations and local self-help groups to arrange the funds. This is done through innovative solutions such as mi-cro-credit and micro insurance schemes. The ease of availability of funds coupled with affordable conditions ensures that women are enabled to plan their sav-ings and household finances better. One of the more visible outcomes is that SSK has helped tap into women’s entrepre-neurial spirits and helped them handle finances, meet household expenses and create assets with more efficiency. Review of Operations During the Financial year 2013-14, the total disbursement is Rs. 9.01 Crore to 5,213 women of 892 SHGs through SSK’s own portfolio. As of March 2014 the own portfolio outstanding is Rs. 6.67 Crore to 6502 women of 863 SHGs. The on-time repayment rate is 99.89%. Throughout the year the overdue more than 30 days is maintained at 1% with the actual overdue amount below 50,000. At the end of the financial year portfolio at Risk (PAR) above 30 days is 1.27% and PAR above 60 days is 0.07%. Status of social projects Energy Financing – There was very less demand during last 3-4 month and further supply shortage of K3 deluxe stove leads to stopping the promotion. Training to all FO was conducted for promotion of the energy product. All together we have financed 40 members under this. NABARD – 2 pelletizer unit was financed in the month of March, out of which Osmanabad unit is started the production of pellets, while Latur unit is yet to start the production. The main challenge for NABARD product is to promote 1500 Stove, as there is no demand for stoves. Habitat - House Repair project of 320 members is completed till date in various phases. The loan provided is on 0 (Zero) interest for poor families for repair of house. Habitat has sanctioned 300 Healthy Kitchen project under this we were suppose to provide the loan for smokeless stove, but due to low demand and shortage of supply we were not able to disburse these loans. Now habitat has asked to refund full amount of Rs. 9 Lakhs in this month. One pelletizer unit is also supported by Habitat which is functional in Washim District. The recovery is regular.

Outreach

Promoting Women’s Leadership in Health Services

SSP currently has around

• 350 Arogya Sakhis

• across 400 villages in 3 districts of Maharashtra,

• collectively reached an esti-mated 12,000 women and 3,000 adolescent girls in 2013, based on its current health programs.

• In the past year, it has helped two women entrepreneurs set up sanitary pad manufactur-ing units, each producing 1000-2000 pads per day, which are supplied to over 100 villages.

Together with maternal and child health care, Arogya Sakhis then focused on adolescent girls under the Health & Nutrition project funded by World Bank across four backward districts of Ma-harashtra, promoting grassroots women’s leadership and partici-pation to improve access to health services for women and girls. Also supported by Misereor (Germany), informa-tion on nutrition and balanced diet, sources of nutrition and pro-motion of vegetable gardens to improve access of nutrition in-take was initiated together with demonstrations by the Sakhis on cooking methods. Therefore,

The Arogya Sakhi initiative is a pioneering effort to create community based health educators and entre-preneurs by SSP since 2007. Sakhis have been trained and developed as community health leaders and entrepreneurs through the Community Mutual Health services and insurance project earlier sup-ported by ILO. Arogya Sakhis initially started work-ing by supporting the low-income families through awareness creation, education and counseling as health educators also enabling them to access afford-able health services in public and empanelled local private hospitals. Together with better health, the Sakhis also advocated for village level amenities – better sanitation and safe drinking water, negotiated with the local panchayats, acting as community health leaders. With the support from Department for International Development (DFID) UK, the Arogya Sakhis fo-cused on maternal and child health care in partner-ship with iPartner India and ARMMAN. The 250 under-privileged Arogya Sakhis under the project led to the improvement in maternal and child health, of over 2000 poor pregnant women and infants in three districts of Maharashtra through using mobile

phone application for promoting health awareness, home based care and information access received through voice messages and custom-ized films/ animations in their own mobile handsets. It not only focused and benefitted our target groups but also provided opportunities for Arogya Sakhis, to earn a livelihood by engaging them-selves as responsible entrepreneurs, through providing services to the rural poor.

SSP began its women led agriculture initiative in early 2008-09, and currently spread this approach to three states. SSP’s approach to em-powering women as farmers and innovators in rural development has three key components:

Women practicing vermin– compost-ing -

Working together—SSP team and Women

Women’s vegetable cultivation group

Sustainable Agriculture: Women are organized in women agriculture groups / krishi mandals to use and promote low cost eco friendly agriculture practices. SSP works with over 3,000 women farmers in three districts of Osmanabad, Nanded, Solapur in Maharashtra and with over 2,900 farmers in Washim, the crisis ridden district of Vidarbha. Rural Non–Farm Enterprises: The School for Rural Entrepreneurship (E-School) provides training to marginalized women. In last two years, SSP has trained over 5,500 women in enterprise skills, market opportunities and domain specific business acumen with the main aim of enhancing local economies. The rural marketing and distri-bution network reached out to 100,000+ rural low income households for promoting clean and green energy products such as cook stoves and bio fuel pellets. Rural Agri Allied Services: Through its microfinance arm Sakhi Samudaya Kosh (SSK) over 32,000 women have received 53 crores to expand their livelihoods and enhance assets around livestock, dairy development. Women are empowered as farmers and innovators in rural development in the following ways: • Collective investment in leasing of land to cultivate vegetables • Sharing of knowledge on local seeds, inputs and access to markets • Promote self reliance for low-cost agricultural inputs through collective purchase, local production of seeds, bio-compost, and drip irrigation. • Establish and expand marketing strategies and linkages • Scale up through peer learning among women’s networks

1. Form Krishi Mandals: SSP works on a scaled up strategy in the agriculture sector by organizing women farmers in groups of 20 to 50 women small farmer households. They are organized for vegetable cultivation, bio compost and seed production. Access to markets has allowed women to acquire entrepreneurial skills and financial independ-ence. 2.Spread Awareness: Promotion teams of experienced women farmers are trained by SSP to spread the concept of low cost and eco efficient crops to reduced the climate risk and increased the crop productivity in local market, as well as women are trying to in-sure the village food security through their farming and livelihoods.

Swayam Shikshan Prayog (SSP) served as the principal partner and key implementor of the project – Building Women’s Leadership and Fostering Collaborations toward Com-munity Disaster Resilience - was launched by the Global Facility for Disaster Reduc-tion and Recovery (GFDRR), the World Bank and leading civil society groups of South Asia and Central America. Over three years, it collaborated with last mile communities of three states - Bihar, Maharashtra and Tamil Nadu - to build knowledge, processes and partnerships for nurturing grassroots women-led initiatives for building community disaster resilience.

The specific aim of the project was to build safe and disaster resilient communities by developing resilient local women leaders. Over three years, it collaborated with last mile communities of three states - Bihar, Maharashtra and Tamil Nadu - to build knowledge, processes and partnerships for nurturing grassroots women-led initiatives for building community disaster resilience. SSP and its local partners worked with 250 Self Help Groups (SHGs), spread across 70 villages that are up-ended by recurrent floods, droughts and cyclones. SSP’s partners in this process were: Sakhi Federations in Maharashtra and Tamil Nadu; Kanchan Seva Ashram (KSA) and Ghoghardiha Prakhand Swarajya Vikas Sangh (GPSVS) in Bihar. The strategy of catalyzing SHGs was adopted to leverage the channels of trust forged between SHG members and the social networks that they go on to create at the village level. These net-works, in turn, provided the structure for setting up long-term community-based coalitions for lo-cal disaster resilience. SSP is a global and national leader in building resilience of women and communities in the face of disasters and sudden climate crises. SSP has partnered with Groots International (Grassroots Or-

ganizations Operating Together in Sisterhood), the Huairou Commission, the United Nations Development Program to create pioneering interventions and develop com-munity trainers. A founding member of the National Alliance on Disaster Risk Reduction, a network of 170 NGOs, SSP established a Community Resilience Fund (CRF) that addresses the growing gap between local initiatives and those at national and global levels. Lessons from the CRF experience are part of the national level advocacy with state and na-tional programs through India’s National Disaster Management Authority and through local governments. SSP’s approach and partnerships ensure that grassroots women’s priorities are brought to the national disaster-reduction agenda.
