All council members were present including Mayor Todd Moss, Jon Starkey, Clark Haas, Arron Marquart, Bob Humann, Debbie Sperle and Rod Kleppe. The council said they do not plan to raise the mill levy for next year, but rather increase the utility rates by 10% across the board. As a result the coun- cil does not need to hold a bud- get hearing for the public. They discussed how a few ac- count funds are in the hole, in- cluding the garbage fund, which is 16K in the red, while the mosquito sprayer fund is about $1,400 down. The League of Cit- ies also advised cities to amend their 2020 budget to reflect a 20% decrease in state aid and high- way tax revenue payments for June 2020 through the remain- der of the year. It is also sug- gested that cities budget for a 10% reduction in state aid, along with a 5% reduction in revenue from the highway tax distribu- tion fund for the following year from the modified 2020 revenue projections. The League of Cit- ies also noted a suggestion of a premium health insurance in- crease of 15.55%. After discussion the council agreed to raise all utility fees 10% across the board, which will approximately amount to $2.50 increase per quarter, or about 2 cents a day. The council City Looks To Increase Utilities By 10% & Not Increase Property Taxes said this increase will generate about $20,000/year to help the funds in red. As for city employ- ees, the council decided to pay the projected health premium increase in lieu of a salary in- crease. If the premium increase would happen to come in lower than projected the issue would be reevaluated later. “We are in good shape, but need to be frugal. We need to be smart,” reiterated the council.
