Financial highlights: The district’s revenues to- taled $8,357,790 for the year ended June 30, 2020, a 2.4% increase from the prior year. Expenses for the district oper- ations for the year ended June 30, 2020 totaled $8,134,493, a 5.2% increase from the prior year. The significant increase in expenses is due primarily to an increase in negotiated salaries and benefits. Audit findings: Cornwell, Frideres, Maher & Associates, P.L.C. reported five findings related to the re- ceipt and expenditure of tax- payer funds. They are found on pages 93 through 98 of the audit report. The findings ad- dress issues such as a lack of segregation of duties, exceed- ing the budget and deficit net position in the child care and nutrition funds. Cornwell, Frideres, Maher & Associates, P.L.C. provided the district with recommendations to ad- dress each of the findings. Four of the findings dis- cussed above are repeated from the prior year. The Newell-Fonda Community School District’s Board of Ed- ucation has a fiduciary re- sponsibility to provide over- sight of the Newell-Fonda Community School District’s operations and financial transactions. Oversight is typ- ically defined as the “watchful and responsible care” a gov- erning body exercises in its fi- duciary capacity. A copy of the audit report is available for review on the Au- ditor of State’s website at https://auditor.iowa.gov/audi t-reports Since the Witter Gallery is still closed to visitors, it’s bringing art to the streets with its “Flash Art” series, a collection of public art pieces that anyone in the community can see while doing everyday tasks like stopping by the Storm Lake Bakery for donuts, picking up a warm drink at Coffee Tree, or now, paying their water bill. The third installation in the series is currently on display at Storm Lake City Hall. If you’ve driven by lately, you might have noticed that the front window has been overtaken with brightly colored polka dots. Witter Gallery’s staff covered surfaces in the room with circular stickers in order to create an homage to in- fluential Japanese artist Yayoi Kusama, who is fa- mous for her obsessive use of dots. This installation is in- spired by Kusama’s ongo- ing, interactive art piece, “The Obliteration Room,” in which a small model home is placed inside a mu- seum. Inside, everything — the walls, floors, furniture, and decorations is painted white. When visi- tors enter the home, they’re given round stickers to place all over the room. Gradually, the shapes of bowls, tables, and walls all become “obliterated” and blend together into a mass of polka dots. “The Obliteration Room” has been open since 2002 and has used tens of thousands of stickers. The Witter Gallery’s recreation also has an interactive ele- ment: take a look at the installation at City Hall, or watch the video of it on the gallery’s Facebook page, and try to guess how many stickers were used in the piece. The person with the clos- est guess will receive stickers they can use to make a mini recre- ation of Kusama’s artwork, as well as some vinyl stickers de- signed by the gallery’s assistant director, Kacee Baker.
