The Kansas Highway Patrol, which investigated the crash, identified the man as Jordan M. Carter, the operator of a 2008 Harley-Davidson. According to the agency’s report, he suffered suspected serious injuries and was transported to Stormont- Vail HealthCare in Topeka for treatment. The report said Carter was heading west on US-24 “at a high rate of speed” when the bike veered to the left and went off the on ramp to K-4 and over- turned. The location is just east of the Jefferson County- Shawnee County line. Carter was not wearing a helmet or a seat belt, according to the report. The KHP had the bike re- moved from the scene.
