The focus of the Institute will be to prepare minority leadersfor future work in healthcare professions while facilitating important research that has adirect benefit on minority populations in my South Florida community.Barry University is one of the largest independent universities in Florida. The entity to receivefunding for this project is Miami-Dade College Hialeah Campus, located at 1780 W 49 thStreet, Hialeah, FL 33012.The funding would be used to implement a Physical and Biological SciencesLaboratory Learning Center at Miami Dade College's Hialeah Campus. Funding willdevelop both face-to-face and virtual Physical and Biological Science labs, andtechnology-enhanced learning systems to support student recruitment, retention andgraduation rates in Science career fields. Having these options will allow students to usetechnology to conduct experiments and test hypotheses in class under the directsupervision of an instructor or in the traditional wet lab setting. The Physical andBiological Sciences Laboratory Learning Center at MDC-Hialeah Campus will promotegraduation rates in degree programs in the sciences fields. The national need for collegeeducated workers in STEM fields is well documented.The Hialeah Campus is a new, growing campus ofMiami Dade College,established as a comprehensive branch campus to serve the northwest portion ofMiamiDade County, a rapidly growing area with nearly 500,000 residents in the municipalities

ofHialeah, Miami Lakes, Hialeah Gardens, and Medley. MDC-Hialeah Campus (MDCHIA) currently enrolls nearly 11,000 low-income (58%), predominantly Hispanic (93%)students in credit and non-credit classes annually.

It is my Wlderstanding that the fWlding would be used for dredging of the MiamiHarbor at the Port ofMiami which includes the design, preparation ofplans andspecifications for bidding. The Chief ofEngineers has recommended the deepeningproject to 50 - 52 feet and Congress has authorized the project (Title I, Water ResourcesDevelopment Act of 2007).

It is essential that the Planning, Engineering, and Design (PED) begin in FY09.Extended delay in the proposed dredging improvements could be detrimental to theeconomy of South Florida and the nation. Cargo growth at the Port ofMiami has beenphenomenally strong. However, the industry standard container ship is becoming larger,and the Port cannot handle the newer ships without deeper channels. In addition, the Porthas been facing increasing competition from foreign ports with existing significantlydeeper channels and faces lost business to foreign ports (such as Freeport).I certifY that this project does not have a direct and oreseeable effect on the

pecuniary interests ofme or my spouse.

The entity to receive fundingfor this project is Florida International University located at 11200 SW 8th St, Miami, FL 33199.It is my understanding that the funding would be used for (FlU) that has developed a one-of-akind large-scale Wall of Wind (WoW) facility simulating atmospheric turbulent flows andhurricane force winds. Currently the focus of Wo W research is mitigation of damage toresidential buildings. However, the WoW design allows its use for multiple testing of otherinfrastructural and life-line elements. Unfortunately such variety of testing is not feasible owingto the lack of the instrumentation for measuring aerodynamic, aeroelastic, and thermal effects.For this reason this large, expensive, and unique facility is severely under-used. The proposedfunding would allow such WoW instrumentation to achieve a transforrnative testing capabilitynot available anywhere else in the world.
