Pallion Engineering Limited is a unique Ship Building, Ship repair andsteel fabrication facility.

Built as a state of the art Ship Building Factory the facility, whileretaining its new build capacity, has successfully diversified into theengineering and ship repair markets.

The total production process is totally under one roof and covers afloor area in excess of 30,000m2.

Pallion Engineering Limited is a 24 hour a day, 7 day a week and 52weeks of the year Shipyard, not effected by the elements whichimproves both the product and the productivity.

Pallion

Covering a site of 30 acres, Pallion has 30,000m2 of covered facilitiesalong with adjacent berthage. With all production areas enclosed,the yard is independent of the British weather making it a truly 365day a year operation.

Situated on the River Wear in Sunderland, the yard is centrallylocated for the North Sea being 280 miles north of London and 245miles south of Aberdeen with excellent road, rail and air links toEurope and beyond.

The treatment unit comprises of a fabrication pre-heat steel wash tank, a pre-heater, shot

blast unit, paint spray and drying cabinet.

LOCATION AND ACCESS

Pallion Engineering’s facilities are on the southbank of the River Wear, approximately two milesupstream of the river mouth, within the City ofSunderland.

Access to the shipyard from the North Sea is via thetidal river. Vessels up to 35,000 tonnes can transitthe river, under the control and guidance of the Portof Sunderland. Between the shipyard and the rivermouth are two roads and one rail bridge whichpresent an air draught limitation of 25.1m at MHWSand 30.3 at LAT.

Road access to the site is good, with the adjacentQueen Alexandra bridge leading to a dualcarriageway link to the A19 and A1(M) trunk roads.Access roads within the site enable the movementof any load which is transportable on public roads.

The Sunderland area is served by excellenttransport links:

The comprehensive road network includes theA1(M) and A19 trunk roads;

Newcastle is one of the main rail stations on theEast Coast main line;

Newcastle and Durham airports offer an extensiverange of national and international flights.

OVERALL FACILITIES

The PE site covers an area of approximately 30acres.

The majority of the facilities are concentrated in anenclosed multibay building complex with a totalfloor area of about 30,000m2.

• Bay 1 containing a shotblast and priming machinecapable of handling both plates and sections. The output from this machine feeds to aconveyor system which links Bays 1 to 5.

• Bay 2contains two plasma/oxy-gas plate cuttingmachines and associated material handling areas.

• Bay 3contains forming and piece part preparationequipment.

• Bay 4is a production area for subassemblies.

• Bay 5is the main assembly bay with two 50 te overheadcranes. An area down the north side of the bay isserved by three semi goliath cranes and is ideallysuited for smaller assemblies.

• Bay 6The construction hall is served by two 80 teoverhead cranes. At the north west corner of thedock is a transfer pad which is at the same level asthe steelworking bays. This pad enables largeassemblies to be transferred from Bay 5 either tobe picked up by the construction hall cranes fortransfer to the dock or to be transported out of thebuilding via the doors at the end of the transfer pad.

The south east extremity of the building complexcontains several smaller shops and stores, used foroutfitting and a production office complex.

ASSEMBLY AND LOAD OUT / FLOAT OUT

The use of the PE facility has been carefully considered, particularly to maximise the amount of work which can beexecuted under cover. The result is a series of options of assembly and load out methods covering a wide range ofproduct sizes. These options are described below, starting with the smallest.

a) Road Transport

Any structure which is capable of road transport can be transferred from Bay 5, the main assembly bay, and cantransit the access roads on PE's site.

Practical limits, imposed by normal public roads, would give capacltles of:

30mL x 4mW x 4mH x 150 tonne, or 20mL x 6mW x 4mH x 150 tonne.

b) Load Out via Quay

The existing quay upstream of the dock is connected to the rest of the site by an access road and is suitable for loadout to ships or barges.

The maximum size of structure which can presently be transferred from Bay 5 to the quay is:

20mL x 9mW x 6mH

Structures up to 100 tonne weight can be moved using PE's own Nicolas transporter, but above this weight hiredtransporters will be required.

c) Load.Out via Dock

The construction hall and dock at Pallion constitute a unique and highly flexible facility.

OVERALL FACILITIES

External to the building complex, the site contains:

• A large building formerly used as an equipment store,now to be adapted for use as a pipeworking facility;

• Several areas for hardstanding including a portablebuilding used as a paint cell;

• a mooring quay, accessible by road from the rest ofthe site, of which a short part is suitable for load out to amoored barge or ship.

In addition to the buildings and fixed equipment, thefacility has a wide range of portable equipment ready forimmediate mobilisation. The fixed and mobile equipmenthas been well maintained throughout its life and isgenerally in a very good condition.

The facility design and layout is based on proven, logicalflow line fabrication principles: from preparation to finalassembly, all production operations can be executed in asingle, integrated facility on one level. The dock allowstotally enclosed non tidal loadout operations.

The use of a single undercover facility enables PE tooffer its clients production services of the highest quality,with downtime due to adverse weather eliminatedcompletely.

A new company, commencing operation on a greenfieldsite, would wish to adopt a similar layout and PE isconfident that, within its product size range, it has one ofthe finest shipbuilding fabrication facilities existing in theUK.

Particular features of the dock and hall are:

• The dock has internal dimensions of 181m length and 50m width

giving substantial flexibility in the use of conventional 300 x 90ft (91 x

27m) barges;

• The two overhead cranes provide a substantial lifting capacity of

160 te over virtually the whole area of the dock;

• The dock floor is constructed directly on rock and has a very high

loadbearing capacity (local loading up toS00t/m2).This provides

tremendous flexibility in the use of the dock;

• The opening from Bay 5 and the transfer pad at the head of the

dock allow structures up to 28m long x 20m wide x 12.67m high x 145t

weight to be moved from Bay 5 to the dock.
