    Silliman University has been experiencing serious threatsranging from theft resulting to property loss and damage, togreater problems indicating prohibited substance distribution,use and abuse, among others.

    This paper presents the tactical operation plan, generalsafety guidelines and the sustaining safety developmentinitiatives that strengthened the synergism of safety and the

    working environment through the concerted efforts of thevarious peace and order stakeholders, addressing safetyissues and concerns on campus

    Calculated measures are implemented to direct efforts toreduce, if not negate, the commission of crimes againstpersons and property on campus and the community as wellas any possible damage and destruction brought about by anunlikely event of disaster; thus making the university safeand sound.

    o Silliman University is known for its Christian orientation, anchored

    on the Gospel of Jesus Christ.o Its main campus occupies an area of no less than 60 hectares in

    Dumaguete City (with 134 of academic and non-academic buildings);466 hectares of Industrial /Agricultural land in Ticao Island, Masbate

    o It is a residential campus where some faculty and staff live andwith dormitories for accommodating a thousand students (havebeen maintaining an average of 5,500-6,000 college students everyschool-year and around 2,000 children enrolled in the school ofbasic education (pre-school, grade school and high school), and withno less than 700 faculty and staff.

    With the aforementioned information on the extent of properties, schoolequipment and facilities, as well as the population, Silliman Universityhas to become a loving, caring and nurturing higher institution oflearning; thus, it operates a university safety facility, known as thePublic Assistance and Safety Office or PASO, with contract of service withthe Century Security and Protective Agency Agency, Inc. (CSPAI).

    Ultimate objective of the safety plan is to enable

    Silliman University to attain a high return ofinvestment and safety preparedness in any

    eventuality. This plan will enhance synergism of

    safety and the working environment through the

    concerted efforts of the various university peace

    and order stakeholders, addressing safety issues

    Safety implementation on campus is 24/7 with sufficientnumber of safety personnel, posted in strategic locations.

    The safety of the university campus is quite difficult tomaintain because of its unique features, being separated by a nationalhighway (known as the Hibbard Avenue), leading to the airport road.The campus has more than 20 big and small gates, but only 12 gates

    are open to serve the constituents. Each major gate has three(3)-shiftsafety personnel. Huge academic and non-academic buildings incampus are being posted with safety personnel regularly, to protectproperty, equipment facilities and the human resource therein.

    Three roving safety personnel will monitor a specific area ofresponsibility on campus. This will ensure visibility on campus of safety

    personnel who will report any unusual occurrence, which is detrimentalto safety and security of property and people.

    In coordination with the Silliman University Extension Programas the special course granting unit, a 2-year continuing

    education course leading to a certificate on CIVIC WELFARESERVICE and SAFETY EDUCATION has been offered to all thePASO personnel in 4 levels.

    A troop formation is conducted regularly,

    before shifting safety personnel in various guardposts.On this occasion, the Safety personnel supervisor willconduct inspection in rank to check the uniforms ofthe safety personnel that include insignias and otherparaphernalia needed by personnel on duty.

    Administrative matters and other instructionsare taken up during the formation. New instructionsrelated to efficient and effective manner of guardingare given to guards concerned, as well as remindingthem about proper courtesy while on duty. Oralexamination through question and answer method,

    regarding the names and titles of SU administrativeofficers and their respective workplaces, is alsoconducted during the said formation. This is done toprepare Safety personnel to assist any guests andvisitors who would ask for their whereabouts.

    There is a regular weekly devotion for Safetypersonnel, conducted by the Silliman UniversityChurch Team Ministry. Two (2) Safety personnel areassigned on volunteer basis to provide safety andsecurity of church-goers during Sunday WorshipService in Silliman Church. The Safety personnel are

    encouraged to attend the mid-week service, sunriseservice and the Galilean fellowship during thesemestral University Christian Life Emphasis Week(UCLEW). Values Education is integrated in theteaching of Safety Personnel in the various weeklydevotion particularly in the virtue of honesty,

    integrity, respect and loyalty, among others.

    A technical training called SAGANG is a regular

    on-going training to prepare Safety personnel for self-

    defense, to make more confident in providing quality

    service to the Silliman constituents. The training follows a

    rigid procedure in the program of instruction (POI) that

    the Agency undertakes for the safety personnel beingdispatched to Silliman University. The program of

    instruction includes among others, a) physical conditioning

    b)SAGANG Technique, and c) Basic SAGANG

    Knowledge, among others.

    There is periodic schedule of coastal clean-up at the Silliman Beach by the

    PASO personnel to instill in them the spirit of volunteerism and social

    responsibility. PASO Personnel also participates in scheduled Environment walk

    in the City and the regular coastal clean-up activities at the Silliman Beach in

    barangay Bantayan, Dumaguete City.

    Safety personnel of the University are encouraged toserve as possible donors of blood in the event that students,faculty and staff, as well as alumni need it most. But this shall

    be on a purely voluntary and personal basis.

    PASO personnel are encouraged to watch cultural presentationseither at the Luce Auditorium, Silliman Gymnasium, Silliman Hall,

    PASO personnel are encouraged to attend academic convocations,lectures and seminar-workshops to enhance their knowledge on the various

    societal issues that would relate to their work as safety personnel of theuniversity.

    10.Community Service (People Empowerment)

    As worthy citizens of their respective communities, PASO personnel areenjoined to engage or involve in community civic action activities to helpdevelop their sense of community. Examples of this civic action are the following:feeding program among poor children in the community; tree planting in thebarangays; coastal clean-up in the Dumaguete shores; socio-cultural activities intheir home barangays, and other socio-civic welfare; involvement in politicalexercises, spiritual life development and community sports, among others. SomePASO personnel are either serving as elected or appointed officials in theirrespective barangays. They have served as volunteers in the Silliman Water

    Ministry distribution to SENDONG victims, assisted in the packing and handling ofrelief goods, as well as distributing them either among SENDONG typhoon orearthquake victims.

    11.Entrepreneurship and Food Security Program

    PASO personnel have been encouraged to venture in small scale

    livelihood or income-generating projects to augment their familyincome. They continually assist the SU-CWTS cadets in its joint

    food security program and greening in the Silliman Campus.

    12. Technical Skills Training

    With the linkage established with the TESDA Office of

    Negros Oriental, PASO personnel are encouraged to enroll in any

    of the skills trainings conducted, such as automotive, electronics,

    auto-mechanic and driving, among others.

    13. Health and Nutrition

    Health and nutrition education centers its activities on the

    orientation of drugs, family medicines, nutritional values of crops,

    vegetables and meat, among others. First Aid will be handled by Red

    Cross personnel.

    A. If apprehended by University personnel: The suspect should immediately be brought to the

    office of the Dean, Director or Department Head.

    After being apprised of the situation, the Dean,Director or Head of Office should promptly report andendorse the incident to the University Security Officer

    or his authorized representative, who shall then assumejurisdiction over the matter. If the suspect is a student,the Dean, Director or Head of Office should likewise

    notify the Guidance Center.

    After briefly ascertaining the facts, theUniversity Security Officer should notify thePolice Dept. and personally turn over the

    suspect to its custody. A written report of the

    incident should be promptly submitted to thePresident. In the meantime, in the case of

    students, the Guidance Center should notify

    the parents or guardian of the suspect about the

    incident and strongly advice them to provideimmediate legal representation for their ward.

    During the time the suspect is under our

    jurisdiction, and prior to his turnover to the policeauthorities, care should be taken to respect thesuspects rights, particularly the right to beinformed of the offense he is suspected of havingcommitted, to remain silent, to assistance by a

    lawyer, and against self-incrimination. Therefore,during our own investigation, it is enough toascertain the facts: what the suspect supposedlydid, who saw it, where and when it occurred, andthe extent of loss or damage. Efforts at making

    the suspect confess are no longer within ourresponsibility or jurisdiction.

    The Dean, Director, Head of Office or /Teacher presentat the time of apprehension, or called into the incident,must demand to see a copy of the Warrant of Arrest forthe suspect, and have a photocopy made for file

    purposes. He should then immediately report the

    incident to the University Security Officer. If thesuspect is a student, the Dean, Director, Head of Officeor Teacher present at the time of apprehension shouldalso immediately notify the Guidance Center.

    In case the law enforcement authorities enter thecampus without a warrant of arrest or similar legaldocument, the University Security personnel must insistthat they first coordinate with the University before anyaction is initiated. Incidents of this nature mustimmediately be reported to the President.

    While the suspect is under our jurisdiction, and

    prior to his being taken by the law enforcementauthorities, care should be taken to ensure that thesuspects right are protected, particularly the right to

    be informed of the offense he is suspected of havingcommitted, to remain silent, to assistance by alawyer, and against self-incrimination. In thisregard, representations should be made with the lawenforcement authorities to wait until the suspects

    parents or guardian and/or lawyer arrive to provideassistance for the suspect before conducting theirinvestigation.

    A written report of the incident should be promptlysubmitted to the President.

The University,the University Public Assistance and Safety Office, Office ofstudent Affairs, public safety officers, or other employeesshall not be held liable for any damages, claims or lossesoccurring to or from vehicles or equipment when renderingmotorists assistance, or performing any duties described inthese rules and regulations. This section also applies to non-vehicular modes of transportation. The University providesonly limited maintenance to parking lots during periods ofinclement weather.     In conclusion, safety concerns on campusare immediately contained to prevent serious

    threats from various elements, either crimes

    committed against persons and properties,

    among others, which ultimately endanger the

    moral foundation of the university. Suchexperience might adversely affect the enrolment

    of students. For it is a fact, that parents consider

    peace and order situation when sending their

    children to Silliman University, to ensure their

    safety.
