Whereas, it appears to the Government of Andhra Pradesh that the booklet 'Constitution of India Vs Quran ,and Mo~ hammad' written by Shri B. G. Keskar, printed! at Deepak Art Printer, Koti, Bank Street, Hyderabad and the pamphlet

'Andhra Pradesh Sanyukth Hindu, Manch ~Mahankali Man­dir desecrated' brought out by _Shri B. G. Keskar contain highly -provocativ:e observations against MUSlims and Islam which are likely to, promot~ dishannony or \f-eelings of enmi­ty, hatred or ill will betw'een Hindus and MUSlims, thus com;­tituting an offence punishable under secti.O:i:t 153-A of the Indian Penal Code.

And whereas' the above booklet and p~imphlet contain imputations and assertions _ which -are prejudicial to national integration, the pubiication of, which is an offence punishable under. section 153-B I.P.C. '
