Our services were performed per your request. This report presents the results of our field and laboratory testing. FIELD INVESTIGATIVE PROCEDURES: On September 12, 2016, sediment samples were obtained by using a continuous PVC macro-core liner, driven by hand into the bottom. The samples were obtained by our personnel and the samples were delivered in air tight containers to our laboratory where the samples were then opened, classified, and prepared for laboratory testing. The approximate locations are indicated on the attached plan. Our test locations were measured from existing landmarks with a 100-foot tape. Therefore, test locations should be considered approximate. LABORATORY TESTING PROCEDURES In the laboratory, the bottom samples were extracted for visual classification and assignment of laboratory tests. Soil samples were visually classified in the laboratory in accordance with the Unified Soil Classification System. Laboratory tests were assigned based upon the visual classification of the soils. Laboratory classification testing included grain size analyses. Grain Size Analyses: Four (4) samples were selected to determine their grain size distribution in accordance with ASTM D-6913-04(2009). The laboratory test results are shown on the boring logs at the depth of the tested sample. Grain size distribution curves are included in the Appendix. SITE AND SOIL CONDITIONS: The dredging will take place north and south of the 15 th Street bridge crossing Lake Huntington. Test locations were performed north (N-1) and south (S-1) of the bridge. Based upon the provided topographic information, the elevations range from 0 to -4 Feet on the south

Baskerville-Donovan, Inc. September 19, 2016 449 W Main Street File No.: P16-0796 Pensacola, FL 32502 Attention: Mr. Dave Hemphill Subject: Sediment Sampling and for the Proposed Dredging at Lake Huntington in Panama

City, Florida Dear Mr. Hemphill: Southern Earth Sciences, Inc., has completed the geotechnical services for the Lake Huntington dredging project in Panama City, Florida. SITE AND SOIL CONDITIONS: The dredging will take place north and south of the 15th Street bridge crossing Lake Huntington. Test locations were performed north (N-1) and south (S-1) of the bridge. Based upon the provided topographic information, the elevations range from 0 to -4 Feet on the south

side and 0 to -6 Feet on the north side. The provide plans also indicate the proposed dredge elevation is -3.5 Feet. At both test locations the sediment soils encountered were sands. The sands vary in color and texture and were generally clean sands. Trace amounts of organic matter were found at test location S-1 (South). The samples were obtained on September 12, 2016 around Low Tide, according to NOAA online publications. Low Tide for this date is +0.5 Ft. The samples were obtained in approximately 1.0 to 1.1 feet of water. GENERAL COMMENTS The soil samples obtained during this geotechnical investigation will be held for a period of thirty (30) days. After this period, the samples will be disposed of unless we are specifically requested, in writing, to do otherwise. A reasonable storage fee will be charged for samples stored for longer periods. While the soil sampling locations performed for this project are representative of subsurface soil conditions at their respective locations and for their respective vertical reaches, local variations of the subsurface materials are anticipated and may be encountered. We appreciate the opportunity to be of service to you on this project. Should additional information be required, please advise. Yours Very Truly, SOUTHERN EARTH SCIENCES, INC.
