Greetings! It is a proud moment for the people of Behali in particular and Biwsanath District in

general that the dream project of RUSA and Govt. of Assam of establishing Pandit Deendayal

Upadhyaya Adarsha Mahavidalaya, a Model Degree Science College has become a reality. This

initiative of the Government of Assam will go a long way in turning this region with low gross

enrolment ratio into a centre teeming with great potentialities. It has been a dream of the nation for

quite some time to spread higher education to every nook and corner of the land and establishment of

this institute is proof of this commitment to the cause. I feel proud to share that the Pandit Deendayal

Upadhyaya Adarsha Mahavidalaya, Behali has already completed first academic session 2017-2018

with flying colours in all aspects. Although the infrastructure of the college is not hundred percent

completed yet we expect to complete all the construction works within a short period of time. I like to

offer my sincere thanks to all the stakeholders for their dedication, devotion, commitment and hard

work towards all round development of this institute. Meanwhile, I would like to welcome all the

deserving students of the region to get enrolled in this institute and be part of this historic initiative

and participate in our march towards excellence. I would also like to invite the guardians, general

public of Biswanath district, NGOs, Industry and other stakeholders to visit this college and enrich it

with their valuable suggestions.

Envisioned in the XII Plan under RUSA, this model college is mandated to provide world class science

education to the students of this educationally backward area. And we are committed to keep the

PDUAM, Behali- A Profile

The institute is established as Model Colleges (General) under the primary components of Rashtriya Uchchattar

Shiksha Abhiyan (RUSA). RUSA (Hindi for “National Higher Education Mission”) is a holistic scheme of

development for higher education in India initiated in 2013 by the Ministry of Human Resource Development,

Government of India. The centrally sponsored scheme aims at providing strategic funding to higher educational

institutions throughout the country. Funding is provided by the central ministry through the state governments

and Union Territories (UT), which in coordination with the central Project Appraisal Board will monitor the

academic, administrative and financial advancements taken under the scheme. A total of 316 state public

universities and 13,024 colleges will be covered under it.

The college is situated at Ratowa, Behali of Biswanath District and approx. 22kms. towards North Lakhimpur

from district headquarter and approx. 200mtrs towards north of the NH 15. The area is well connected with

roads and railway services.

The premise of the college is spread over an area of 20 bighas of land. At present, the academic and

administrative building is well established and other construction works, viz., one girls hostel, one boys hostel,

boundary wall, indoor sports hall, gymnasium are under process.

Courses of Study

A. Higher Secondary (HS) Course in Science Two years:-

Admission to H.S. (Science) course will be completely governed by merit of the student and is subject to the Assam Higher Secondary Education Council (AHSEC) regulations.

PDUAM, Behali. A Standardization of Marks will define the selection of the students. A student is offered a Core (Major) subject, Elective subjects and Compulsory papers. On the day of admission only, a student can choose Core Subject and Elective Subjects.

The selection will be executed as per the availability of seats for respective subjects. Eligibility: Candidates clearing Higher Secondary (Science) or other equivalent

examination can opt for B.Sc. course. Duration of the Course: Three (3) years. Number of Semesters: Six (6).

I. The application form and the admission guidelines shall have to be downloaded from www.deendayalcollegebehali.in. The duly filled form along with all the relevant documents can be sent to the college by speed post or deposit the same at the college office. The details are given below.

II. The College strictly follows a merit based admission and the College Admission rules regulate the whole procedure. The Principal’s decision regarding admission is final. A Category-wise merit list will be uploaded in the above mentioned website along with a display of the same in the college notice-board.

III. A candidate must produce the original copies of the following documents during admission: (a) Mark sheet of the last qualifying examination. (b) Age certificate (Birth Certificate/ HSLC Admit Card) (c) Character Certificate from the head of the Institution last attended. (d) Caste Certificate wherever necessary.

A gap certificate is required from the candidates who have passed the qualifying examination earlier than the current year; the gap certificate should be issued by-

(a) The Head of the Institute last attended, or (b) The Officer in Charge of the nearest Police station documenting the activities or

involvement of the candidate in the gap period. However, no candidates having more than three years study gap will be entertained as eligible for admission.

IV. Necessary payment for the admission purpose will have to be made on the date of

admission only. The mode of payment is either through Demand Draft in favour of Principal, PDUAM, Behali, payable at United Bank of India, Gingia Branch, IFSC Code:-UTBI0GGAR36 OR by using credit/Debit card at college counter.

V. Necessary announcement regarding the imminent regular classes will be made on the

same day. VI. The College invites genuine candidates which is strictly on merit basis and any kind of

pressure or interference from a third party for a students’ admission will cause in forfeiture of the claim.

A. Selection Procedure for B.Sc. (1st Semester) Admission

Students completing H.S. (Science) from Assam Higher Secondary Education

Council (AHSEC) and Central Board of Secondary Education (CBSE) can opt for admission into B.Sc. (1st Semester) at PDUAM, Behali. Students from boards other than the two mentioned above are also welcome to submit their application. Major subject wise merit list will be prepared on the basis of credit score (Z) Z=Marks scored in the applied major subject (MM) +Total marks of the best three science subjects + Marks scored in English obtained by the student in the last qualifying examination . Note that, for major in Botany/Zoology, marks obtained in Biology shall be considered for calculating the factor MM.

B. Reservation Rules for HS and B.Sc. a. PDUAM, Behali adheres to the policy of reservation of seats for students belonging to

SC/ST(P)/ST(H)/OBC/MOBC as per Government rules. b. There is a reservation for students with outstanding performances in the field of

sports, culture, NCC and other co-curricular activities. The few seats reserved for the same will be governed by Government rules.

c. A few numbers of seats are available for physically challenged/differently abled students.

The college follows ‘merit-cum-proficiency’ (in concerned field) norm as the base of providing admission to students. A well-furnished document from candidate applying against reservation in sports, culture, NCC and other co-curricular activities is required; attested copies of certificates acknowledging proficiency in respective field require to

be submitted while applying. Candidates obtaining only the govt. registered State level recognition will be entertained.

C. General Guidelines.

The College has a body of committee like The Admission Committee, The Examination Committee etc. headed by conveners to felicitate the Principal in respective fields.

(i) Attendance Rules:-

If a student fails to attend at least 75% of the total number of

classes held in each paper (both theory and practical classes will be considered individually), s/he will be declared as Non-collegiate (NC) and will be liable to pay a heavy penalty in order to appear in the final examination. Students, failing to attend 50% of the total number of classes held in each paper (both theory and practical classes separately) will be declared as Dis-collegiate (DC) and accordingly will be debarred from appearing in the final examination. The attendance for every semester is considered separately and attendance for a particular semester/year cannot influence the same for subsequent semester/year.

However, students’ failure to attend the necessary number of

classes on a acceptable, reasonable, genuine or inevitable grounds such as serious illness or accidents and subsequent treatment involving the students or members of their family, death of kiths and kins, participation in academic/sports/cultural activities approved by the College can produce an exemption by writing to the Head of the Department concerned (forwarded to the Principal).The student should, however, apply for such exemption immediately after the period of absence. She/he should support the application with grounded documents and testimonials. However, such applications will be considered if and only if the student has the requisite 75% class attendance till the last date she/he has attended classes. Even for such cases the actual attendance must not fall short of 60%. Otherwise the student will be declared as discollegiate and will not be allowed to appear in the final examination.

(ii) Cancellation of admission:

If a student fails to attend at-least 15 (fifteen) days at a stretch in the first month of commencement of classes, s/he will be forfeited of her/his seat.

(iii) Examination Rules: All the examinations held in PDUAM, Behali are conducted by the Examination Cell of the College.

(a) Students must appear in all the examination held by the College throughout the academic year and the required attendance of 75% of all the classes held will describe their eligibility to appear in the final examination. The college has the provision for sick students and they will be rendered sick-bed when needed in an examination.

(b) The college will conduct the following examinations in an academic year:

Class Examination H.S. 1st Year Two Unit Tests and Pre Board

Examination H.S. 2nd Year Two Unit Tests and Pre Board

Examination B.Sc. course:

A sessional examination will be conducted in each semester on a date fixed by the Examination Cell and participation in the same is compulsory.

A failure of the students’ to appear in the sessional examination will result in their inability to appear in the End Semester examination.

Nevertheless, students failing to fulfill this criterion due to a genuine and unavoidable reasons can initiate it to the respective departments and sit for the same within a span of 10 (ten) days of the scheduled dates.

(c) The eligibility of students to appear in the end semester examination in a subject with practical work will be considered by their level of attendance in the laboratory works. Irregularity and attendance below the standard level will be marked as ineligibility in the student to appear in the end semester examination.

(d) Failure to appear in any subject in any examination will be deemed to have secured “ZERO” in that particular examination.

(e) The defaulters’ result in respect with College, Hostel, N.C.C., Sports, Students’ Union, Library matters will be kept withheld.

(f) ‘The College Admission Rules’ will decide re-admission of the unsuccessful students.

(g) A student expelled in any examination will result her/his expulsion from the College.

(iv) Rules for Annual Examination of Higher Secondary course.

(a) Participation in all the subjects is mandatory. Students failing in the

compulsory subjects i.e., English and Assamese/ Alt. English will be tagged as ‘failed’ in the examination. This is a matter of strict adherence and no medical certificate can claim a change in this AHSEC instructions.

(b) A student must pass in both the theory and practical examinations separately and failure in appearing in the practical examination will immediately result in a failure in the annual/semester end examination.

(c) The pass marks will be governed as per AHSEC rules for all the College examination in HS level from 1st year to 2nd year. Any change or relaxation, in this respect will be decided by “Committee for finalization of results of selection test examination”.

(d) Students are expected to mandatorily appear in all the unit tests held in an academic session.

(v) Maintenance of discipline among students:

(a) The college puts extreme stress on discipline and character building of students and they are expected to maintain discipline both inside and outside of the college campus. The students must abide by the rules and regulations specified by the College Authority. Activities like violation of rules, unsatisfactory progress, irregular attendance, irregular clearance of

college and hostel fees, discourtesy to the teachers or staff members in any form, using unfair means during examination etc. will make a student liable for disciplinary action like forced transfer and expulsion from the College and hostels.

(b) Wearing of college uniform in the college campus is mandatory. (c) Any form of sexual harassment may be reported to the College Authority

by means of written complaints. (d) Since the prevalent courses in the college are full time courses, no student

can pursue any other full-time course simultaneously. (e) Any notice or agenda to be circulated or pasted in the College campus or

hostel premises requires approval of the Principal. (f) All powers of maintenance of discipline are vested with the Principal and

his/her decision shall be final in all such matters. (g) As per the UGC Guideline [no. F 1-16/2007 (CPP-II), April, 2009], all

forms of ragging in hostels and the college campus are prohibited. Ragging is considered as a cognizable offence under the law of the land and ragging in all its forms is totally banned in the entire institution, including its departments, constituent units, all its premises (academic, residential, sports, canteen etc.) whether located within the campus or outside and in all means of transportation of students whether public or private. Punishable ingredients of Ragging are (1) Abetment of ragging; (2) Criminal conspiracy to rag; (3) Unlawful assembly and rioting while ragging; (4) Public nuisance created during ragging; (5) Violation of decency and morals through ragging; (6) Injury to body, causing hurt or grievous hurt; (7) Wrongful restraint; (8) Wrongful confinement; (9) Use of criminal force; (10) Assault as well as sexual offences or unnatural offences; (11) Extortion; (12) Criminal trespass;(13) Offences against property; (14) Criminal intimidation; (15) Attempts to commit any or all of the above mentioned offences against the victim(s); (16) Physical or psychological humiliation; (17) All other offences following from the definition of “Ragging”. The College Authority has set up an empowered ‘Anti-Ragging Committee’. Following strong disciplinary action may be taken if anyone is found to be involved directly or indirectly in ragging:

Suspension from attending classes and academic privileges. Withholding/withdrawing scholarship/fellowship and other

benefits. Debarring from appearing in any test/examination or other

evaluation process. Withholding results. Debarring from representing the institution in any regional, national

or international meet, tournament, youth festival etc. Suspension/expulsion from the hostel. Cancellation of admission. Rustication from the institution for period ranging from 1 to 2 years. Expulsion from the institution and consequent debarring from

admission to any other institution for a specified period. Fine ranging between Rs. 25,000/- and Rs. 1,00,000/- Collective punishment: when the persons committing or abetting the

crime of ragging are not identified, the authority will resort to collective punishment.

(vi) Code of conduct for students: The following is a rundown and list of the rights, responsibilities, and rules governing student conduct at PDUAM, Behali. It serves as a general framework and is not intended to provide an exhaustive list of all possible infractions. Students violating any of the following are subject to disciplinary action. All sanctions imposed by the student conduct system must be obeyed or additional sanctions may be levied. There are strict ban on the following:

Use of alcohol and other drugs. Assault or physical harm. Disorderly conduct. Events and parties. Failure to comply. False representation. Sexual misconduct, including sexual assault, sexual and gender

based harassment, stalking, and intimate partner violence. Smoking. Theft and vandalism. Unauthorized entry or access. Unauthorized use of Institute facilities and services.

(vii) Others: (a) Renewal of Admission :

After successful completion of HS 1st year on the basis of results, the students are required to take up admission in HS 2nd year by depositing the necessary college fees at the counter within two weeks of the declaration of results; the exact dates for admission will be notified by the Principal.

Likewise, the students promoted to B.Sc 3rd semester and 5th semester on the basis of results declared by Gauhati University should deposit college fees at the counter within two weeks from the declaration of results. The exact dates will be notified by the Principal.

(b) Admission of Unsuccessful Students :

If a HS 1st year student is detained in Pre-final/Test Examination or declared as dis-collegiate, s/he has to apply freshly with new applicants. Nevertheless, they will not procure any advantage or preference over the fresh candidates. Moreover, a student detained in the same class for two consecutive years will not be allowed admission to the regular classes.

Students declared as dis-collegiate or detained at the Pre-final / test Examination of HS 2nd year classes can take re-admission to the respective classes as regular students. However, they have to compulsorily attend the regular classes and appear in the pre-final test.

Unsuccessful candidates of HS final examination who appear from this College shall have to attend requisite number of practical classes.

The unsuccessful students of HS 1st year Examination of AHSEC can take admission as casual students just after the completion of regular admission in HS 1st Year. This facility

will not be extended to the same candidate who fails to clear the 1st year HS examination in the subsequent year.

Unsuccessful candidates of HS Final Examinations of AHSEC appearing from this College shall have to enroll their names as casual students of HS 2nd year class respectively as notified by the College Authority.

(c) Hostel Facilities and Hostel Rules : A girl’s hostel inside the college campus is under construction

and is expected to be completed in a few months. The seat strength of the hostel is around 75. With the functioning of the hostel in this academic session, the college will be able to accommodate the girl students with a well furnished habitat. The college has also proposed to construct a boy’s hostel with strength of 100. As soon as the hostels start functioning, the rules for the students regarding their residence will be formed.

(d) College Transfer Certificate :

Students intending to transfer from this college to another institute should apply to the Principal for a transfer certificate. Necessary documents as follows should be furnished along with the application:

1. Clearance certificate from the College Office. 2. Clearance certificate from the Librarian. 3. Clearance certificate from the Superintendent of the

Hostel concerned (in case of boarder). 4. Records of percentage of attendance duly signed by the

Heads of the concerned Departments. 5. Certificate of the Convener of the Admission Committee

regarding the surrender of the College Identity Card. 6. Clearance certificate from the Head of the Department

concerned in case of a Major student at B.Sc. level.

College Fees Important Note: - Presently, for this academic session 2018-19 the previous year’s fees adopted by the govt. shall be in effect. However, as a common fees structure for every college in the state of Assam is being prepared by the govt., finally there may be an increase/decrease of the admission fees. The same will be displayed on the college notice board/website after getting confirmation from the govt. Hence, the students and parents are informed to be prepared for the adjustment of fees in near future.
