We had some major problemswith internet service on theSupport Site last week, and itis no doubt that internet con-nectivity has become an essen-tial part of modern life. Weconnect, learn, work and dis-cover all using one of thegreatest technological achieve-ments in history. OverThanksgiving and through theweekend a combination of fac-tors both out in town and onSupport Site led to the loss ofconnectivity for many of the residents on the Support Site. The problem was compounded by a malfunction of electricalprotection and the subsequent corruption of a number of Tele-com servers after Saturday’s power outage. The Naval Ex-change, Public Works Department, and representatives fromMirabella, ENEL, and Telecom Italia have worked throughthe hardware and software challenges to normal internetservice. If you are still experiencing a loss of connectivity, please call Residential Services at (081-813-5321) to request aservice call. With the support of the NEX and Telecom Italia, Iam still pursuing upgrades to the bandwidth and connectivityhere on the Support Site. My goal is to double the bandwidthavailable to Support Site housing and then make further im-provements from there. You’ll hear more here in thePanorama and on the radio about the steps to improve the in-ternet service on the base.As a community, we have been doing a great job with cleanli-ness and trash on the installation. The upcoming holidaysmean a large influx of packages, cardboard boxes, wrappingpaper, disposable kitchenware, food and other disposableitems. This creates an increased demand for disposal services. In order to facilitate the removal of our installation’s waste Iask that all community members make note of the proper dis-posal procedures as well as take the extra time to ensureboxes are crushed and compacted before tossing them in thecollection bins. We all want to live and work in a trash free en-vironment; together we can continue to improve the cleanli-ness of the base and take pride in our community effort. Manythanks to the organizations that have sponsored clean-up ac-tivities on the Support Site and Capodichino, please keepthem coming and make sure to send me an invite!Next week is National Influenza Vaccination Week. If youhave not had the opportunity to stop by Capodichino Medicalor U.S. Naval Hospital Naples, be sure to do so soon. The vac-cination is mandatory for all active duty members and highlyencouraged for everyone else, especially those who are at highrisk for infection. It only takes a few minutes to get vaccinatedand take an active role in protecting your health. Please see orask your medical provider if you have any questions regardingthis year’s vaccination effort.Have a great weekend and come out Saturday to the HighSchool stadium to cheer our Navy team as they take on Armyin the annual Naples area Army/Navy flag football game!

NAVY HISTORY: DAY OF INFAMY’

Early in the afternoon ofDecember 7, 1941, Presi-dent Franklin D. Rooseveltand Harry Hopkins, hischief foreign policy aide, were interrupted by a tele-phone call from Secretaryof War Henry Stimson, whoinformed the president thatthe Empire of Japan hadattacked the Americannaval fleet at Pearl Harbor,Hawaii. At about 5 p.m., followingmeetings with his militaryadvisers, the Roosevelt cal-mly and decisively dictatedto his secretary, GraceTully, a request to Congressfor a declaration of war. Roosevelt had composedthe speech in his head afterdeciding on a brief, uncom-plicated appeal to the peo-ple of the United Statesrather than a thorough re-citation of Japanese perfi-dies, as Secretary of StateCordell Hull had urged. Roosevelt then revised thedraft to update military in-formation, and to stren-gthen the tone of thespeech. Most significantlywas changing the first line

From the National Archives

Yesterday, December 7,1941 – a date which willlive in infamy – the UnitedStates of America was sud-denly and deliberately at-tacked by naval and airforces of the Empire ofJapan. The United States was atpeace with that nation, and,at the solicitation of Japan, was still in conversationwith its government and itsEmperor looking toward themaintenance of peace inthe Pacific.Indeed, one hour after Ja-panese air squadrons hadcommenced bombing inthe American island ofOahu, the Japanese Am-bassador to the United Sta-tes and his colleaguedelivered to our Secretaryof State a formal reply to a recent American message. And, whilethis reply stated that it seemed useless to continue the existing di-plomatic negotiations, it contained no threat or hint of war or ofarmed attack. It will be recorded that the distance of Hawaii from Japan makes itobvious that the attack was deliberately planned many days oreven weeks ago. During the intervening time the Japanese Go-vernment has deliberately sought to deceive the United States byfalse statements and expressions of hope for continued peace. The attack yesterday on the Hawaiian Islands has caused severedamage to American naval and military forces. I regret to tell youthat very many American lives have been lost. In addition, Ameri-can ships have been reported torpedoed on the high seas bet-ween San Francisco and Honolulu.Yesterday the Japanese Government also launched an attackagainst Malaya. Last night Japanese forces attacked Hong Kong. Last night Japanese forces attacked Guam. Last night Japanese forces attacked the Philippine Islands.Last night the Japanese attacked Wake Island. And this morning the Japanese attacked Midway Island.Japan has therefore undertaken a surprise offensive extendingthroughout the Pacific area. The facts of yesterday and todayspeak for themselves. The people of the United States have al-ready formed their opinions and well understand the implicationsto the very life and safety of our nation. As Commander-in-Chief of the Army and Navy I have directedthat all measures be taken for our defense, that always will ourwhole nation remember the character of the onslaught against us.No matter how long it may take us to overcome this premeditatedinvasion, the American people, in their righteous might, will winthrough to absolute victory. I believe that I interpret the will of the Congress and of the peoplewhen I assert that we will not only defend ourselves to the utter-most but will make it very certain that this form of treachery shallnever again endanger us.Hostilities exist. There is no blinking at the fact that our people, our territory and our interests are in grave danger. With confidence in our armed forces, with the unbounding deter-mination of our people, we will gain the inevitable triumph, so helpus God. I ask that the Congress declare that since the unprovoked and da-stardly attack by Japan on Sunday, December 7, 1941, a state ofwar has existed between the United States and the JapaneseEmpire.

from “a date which will livein world history” to “a datewhich will live in infamy.”Tully then prepared thefinal reading copy, whichRoosevelt subsequently al-tered in three more places. On December 8, at 12:30p.m., Roosevelt addressed ajoint session of Congressand the nation via radio. The speech was brief, run-ning just a little over sevenminutes, but it was moving, powerful and persuasive. The Senate responded with

a near-unanimous vote insupport of war, with onlyMontana pacifist JeanetteRankin dissenting. At 4 p.m. that day, Roose-velt signed a declaration ofwar against Japan.Three days after the presi-dent’s speech, Germany andItaly, both declared war onthe United States. Congressresponded immediately bydeclaring war on them. Thus, the United States be-came embroiled in WorldWar II.

Some carefully se-lected windowtreatments can reduceheat loss in the winterand heat gain in thesummer potentially low-ering utility cost.1 - Awnings: Window awnings can reduce solar heat gainin the summer by up to 65 percent on south-facing win-dows and 77 percent on west-facing windows. 2 - Blinds: Window blinds – vertical or horizontal slat-type – are more effective at reducing summer heat gainthan winter heat loss.3 - Draperies: In the summer draperies on windows re-ceiving direct sunlight should be closed to prevent heatgain. During the winter draperies can reduce heat lossfrom a warm room up to 10 percent when they are closed.4 - High-Reflectivity Films: High-reflectivity windowfilms help block summer heat gain. 5 - Mesh Window Screens: Mesh window screens can dif-fuse solar radiation, reducing heat gain in the summer. These are just a few of the many options homeowners canuse to beautify their homes while reducing energy con-sumption.

Maintaining a Secure Healthcare Environment

In today’s environment, security and securitymeasures are a growingconcern for most. Whether it is personal, home, public, or workplace security, we are allaffected by an increasedfocus on the measurestaken to prevent and re-spond to unexpected, realworld threats. U.S. NavalHospital (USNH) Naples,Italy, maintains a robusttraining program to en-sure rapid and appropriateresponses to securityevents, should they arise. The staff members ofUSNH Naples routinelydrill and train on a widearray of emergency sce-narios. Drills include responsesto bomb threats, child ab-ductions, combative per-sons, and active shooters.Staff members refer tothese emergency events ascodes so that they are eas-ily recognizable. Trainingfocuses on the knowledgeand implementation ofstandard operating re-sponses for each emer-gency. Creating a standard

basis of steps for staffmembers to engage in dur-ing emergency situationsallows them to reactfaster, more effectively, and in accordance to thehighest standard neces-sary to keep the commu-nity safe. Training sessions are con-ducted regularly and theyprovide a chance for thestaff to reviewoperating pro-cedures, askquestions, game plan, and discussreal world sit-uations theyhave encoun-tered. A drill consistsof a simulatedevent designed to replicatea real security emergency. When a drill is con-ducted, all staff membersparticipate in respondingas though the emergencyevent were actually occur-ring. Running drills foreach emergency scenariotests staff members’knowledge and effective-ness in carrying out theemergency operating pro-cedures in which theyhave been trained.

After a live scenario isconducted, each staffmembers’ response to thedrill is reviewed to identifyareas of improvement andpotential ways to respondmore effectively in the fu-ture. Reviewing the re-sponses to drill scenariosis an integral part in en-suring that staff membersare prepared to respond to

actual securityevents. Patient safetyis of the up-most impor-tance to thestaff of USNHNaples, and itis a key focusin the develop-

ment of securityoperational proce-

dures. Providing a safe pa-tient environment extendsoutward from the medicalexam room. Safety encom-passes all facets of patientcare. USNH Naples is ded-icated to ensuring a secureenvironment of care.Through regular trainingand drilling, staff mem-bers are well prepared tomaintain a secure environ-ment and respond to anysecurity emergenciesshould they arise.

Vice Admiral Jan E. Tighe, com-mander, U.S. Fleet CyberCommand/U.S. 10th Fleet, has saidthe Navy must “operate the network asa warfighting platform.”Like a warfighting platform orweapons system, the Navy’s networkmust be fully operational whenneeded, which means it must be well-defended and resilient. There are other ways the network islike a weapons system though. The configuration of our combat sys-tems is strictly controlled so operatorscan’t change it because unauthorizedmodifications could jeopardize thesesystems. Navy networks may be easierto modify but the principle that appliesto weapons systems also applies to thenetwork: Don’t make unauthorized changes toit. This means not plugging in unau-thorized devices, such as thumb drivesand cell phones, because they may un-knowingly contain bad software thatcan allow intruders inside the Navy’snetwork. Not making changes to the

network also means not loading unau-thorized software because it could con-tain malicious code that weakens theNavy’s defenses.Operators are trained before being al-lowed to operate our combat systems.Training needed to use the Navy’s net-works is much less detailed but theconcept is the same – operators need tofollow the principles covered in thetraining required for network access.Following Navy computer policy andbest practices will also help defend ournetworks:●Always verify the source of emailsand the links in emails● Don’t open suspicious links inemails, tweets, posts, messages or sus-picious attachments● Don’t connect unauthorized devicesto Navy networks ● Remove your CAC or lock your com-puter when not using it● Use strong passwords● Safeguard your personally identifi-able information (PII) so adversariescan’t use this information to trick youinto surrendering data they need tobreach our networks and systems

● Don’t use peer-to-peer file sharingprograms ● Stay on known and good websites● Don’t use Navy systems in unautho-rized ways Like weapons systems, unsafe actionson the network, like loading unautho-rized software or plugging a thumbdrive into a cmputer, should bepromptly reported to keep malicioussoftware from compromising theNavy’s networks and systems. Becausesafety is a top priority for those operat-ing and maintaining weapons systems, safety violations must be promptly re-ported. Similarly, there are dangers as-sociated with operating Navy networksand systems because user actions canjeopardize operations. A mistake by one weapons system op-erator can put the entire crew at risk.Because Navy systems are so intercon-nected, a successful cyber-intrusionanywhere in the Navy increases therisk that adversaries can move to othertargets on the network. Therefore, likeweapons systems, a mistake by onenetwork user puts everyone and themission at risk.

The parallels between weapons sys-tems and the network apply to leadersand the cyber workforce too. Like thosewho maintain weapons systems, thecyber workforce should be well-trained,tested, and required to maintain theright level of proficiency. Operatingprocedures should be well-documented,current, and enforced. Cyber special-ists should also strictly comply with di-rectives and policies and reportcompliance. Leaders are responsiblefor the readiness of their weapons sys-tems. Likewise, they are also responsi-ble for the readiness of the Navy’ssystems and networks.Adhering to cybersecurity policies, di-rectives, and best practices is com-manders’ business and requires an AllHands approach to protect the Navyand the mission. Your commitment tocybersecurity will protect the Navyand help us win the cyber fight. Please refer to the Acceptable UsePolicy for DON IT Resources to under-stand standards when using Depart-ment of the Navy informationtechnology resources for official andauthorized unofficial purposes.

With more than 8,000 coalition airstrikes in thepast year on ISIL strongholds and equipment, com-bined with partners on the ground, “[We] havetaken out key leaders and have taken back territoryfrom ISIL in both Iraq and Syria,” Obama said.Coalition forces also continue to choke off ISIL fi-nancing, supply lines and counter their recruitmentand communications, he said.

That’s our firstgoal,” Obama said. “Second, we’ll continue to doeverything possible to prevent attacks at home andabroad, and to prevent foreign terrorist fightersfrom entering the United States or other nations.”While the threat of terrorism is a troubling realitytoday, “We are both equipped to prevent attacks andwe are resilient in the face of those who would try todo us harm. In the Northern Hemisphere themonths of November through Febru-ary are cold. That’s well known, butwhy? Many think it’s because theEarth is closer to the sun during thesummer and further from it in winter.Actually, that’s not true. In fact, theEarth in closest to the sun aboutmidway through July. So whyis winter so cold? It’s be-cause of the Earth’s axis. The axis of Earth iswhy we have sea-sons. Imaginethere’s a giant discstretching awayfrom the Sun’s equa-tor and all theplanets arewithin it. This isthe Sun’s axis ofrotation. Theway the Earth isin the disc ac-counts for our axis.Ours is tilted about24 degrees away from the Sun’swhich is why we experience seasons.Earth is split into four hemispheres:

North, south, east, and west. Thenorthern hemisphere contains theNorth Pole, and the South Pole lies in

the southern hemi-sphere. During thesummer months in

the northern hemi-sphere the North Polefaces the sun which

means land therereceives moresunlight. Thissunlight hitsthe Earth at asteep angle. Atthis angle the sun-light spreads outless, making the en-ergy hitting any onespot more intense andaccounting for whysummer is so warm. In the winter the Sun

hits the South Pole at anarrower angle, because ofthis not only does theNorthern Hemisphere re-ceive less sun, but the energy

is also lessened, making itcolder. That is why summer is hot andwinter is cold.
