Read the passage below, and answer the questions that follow, based on your
understanding of the passage :
Though India had no formal political philosophy, the science of statecraft was much cultivated,
and a number of importanttextbooks on this topic have survived. D3J}i)amri, the administration of
force, or rajamri, the conduct of kings, was a severely practical science, and the texts cursorily
dismiss the more philosophical aspect of politics, but give comparatively detailed advice on the
organization of the state and the conduct of governmental affairs. The later Vedic literature tells us
something, incidentally, about political life and thought in the pre-Buddhistperiod, and we can gather
much from the Paliscriptures ofBuddhism : but the earliest and most important textbook specifically
devoted to statecraft is the Kau.riJya Arrha§asrra, which is attributed to Kau!ilya, the famous
minister of Candragupta Maurya (p.50). Some authorities still maintain the full authenticity of the
wOik, but there are grave objections to this view. The text refers to people and places (notably Olin a)
which do not seem to have been known to the Indians in the 4thcenrury B.C. It does not use much
of the official terminology employed in the Mokan inscriptions or in the Pali scriptures, but it
contains many governmental terms which apparently did not become popular until post -Mauryan
times. Yet it is certainly pre-Guptan, an dis, we believe, the elaboration of a Mauryan original which
was perllaps the work of Kau!ilya himself. Whatever its age, the Arrha§asrm gives very detailed
instructions on the control of the state, the organization of the national economy, and the conduct of
war, and it is a most precious source-book for many aspects ancient Indian life.
