Summary
Purpose of this documents is to discuss Parallel Recording & Central Monitoring of CCTV cameras to ensure availability of video data even if Main DVR data is lost for any reason.
Possible options are discussed in this document and the most appropriate solution is recommended, which we believe is the best solution in current scenario.
Why Parallel Recording is necessary?
In some bank robbery cases, robbers fled with bank’s DVR leaving no visual evidence of the scene. Sometimes video data is lost because of hard disk failure.
In some cases, fire caused great losses because it wasn’t detected in time due to failure of Fire Alarm System.
Therefore, it is important to have a backup plan to avoid such losses.
Best option is to have backup equipment for CCTV, Intrusion & Fire detection, installed at hidden place for covert operation, which will continue recording even if primary equipment fails for any reason.

KARACHI: Two groups of robbers looted at least Rs 3.7 million within half an hour from two private banks in Sharah-e-Faisal police precincts on Friday.
The robbers also took the digital video recorder (DVR) of the bank away with them while fleeing. Later, the branch manager told the police that Rs 1.4 million was missing from the bank and police following his statement lodged an FIR against unidentified men.
Parallel Recording Options
In current scenario, following options are available:
1. Remote recording at Centralized Location.
2. Local recording on External Media (DVR dependent).
3. Local recording using Backup DVR.
Option 1Remote Recording at Centralized Location
Preferred option is to setup parallel recording at centralized location using existing DVR’s CMS or Remote Recording Software.
This option also allows remote monitoring from a centralized location.
Cons• This solution needs good bandwidth available for data streaming from branches to recording server,
which is quite expensive and a recurring cost.
• Number of Parallel Recording cameras is limited due to bandwidth.
• Compromised video quality due to bandwidth restraints
• This is the best solution for real time data backup to avoid data losses due to any incident/accident in the branch.
• It also allows remote monitoring of different branches from a central location
ProsOption 1 - Remote Recording at Centralized Location
Therefore, the bank has to check first if this option is feasible for the bank. Bandwidth requirement for this option is mentioned below:

Second option is to setup parallel recording within same premises to eliminate bandwidth requirement. All Bank Branches already have CCTV DVRs installed. Parallel recording can be done on external media i.e. RAID or extrernal hard disk bay, using existing DVR’s software options, if available.
Option 2 Local recording on External Media (DVR dependent).
Cons• DVR dependent recording. Recording on external media will stop if Main DVR stops working for any
reason.
• All DVRs may not support parallel recording.
• Compatibility issues may found in setup of central recording server.
• No heavy bandwidth costs are involved.
• Number of cameras is not limited; all cameras of main DVR can be recorded without any hardware change except storage.
• Because of IT equipment appearance, it offers covert operation.
Pros
Option 2 - Local recording on External Media (DVR dependent).
This option is totally dependent on existing DVR, which is not recommended keeping reliability in mind.
Option 3Local recording using Backup DVRTo avoid issues related to eternal media recording, stand-alone DVR is another option for parallel recording. Cons• Placement is required at ventilated place, which is not easy to find at hidden places.
• No camera limit for parallel recording. Because no bandwidth is required, all cameras can be recorded , if desired.
• Same way, no need to compromise on video quality, local recording can be done in high quality and frame rate, while remote monitoring can be done in lower quality to save bandwidth. Thanks to Aver’s dual stream function.
• Requires minimum human interference and minimizes the chances of recording failure.
• Because it is not dependent on other DVR, it will continue recording and can provide very helpful information about the incident even if main DVR fails.
• Allows monitoring of entire security systems in the branch including CCTV, Fire Alarm, Intrusion Alarm, Access Control etc.

Local recording doesn’t require higher bandwidth like remote recording solution. Please check the comparison below:

Option 3 - Local recording using backup DVR is highly recommended because it not only offers parallel recording but also offers:
• Fail-safe monitoring, back-up DVR continues recording even if the main DVR fails for any reason.
• No huge bandwidth cost like Remote Recording Option.
• Monitors not only CCTV but other security devices also i.e. Fire Alarm, Intrusion Detection System, Access Control or other devices.

Because existing security systems do not have a backup plan, they are not reliable enough. Combination of primary and backup systems will enhance reliability. If primary system control panels fails for any reason, backup system will ensure in time alert sending.
Existing security systems i.e. CCTV, Fire Alarm and Intrusion Detection Control devices shall remain intact and there will be no change in the operation. Backup DVR will be installed at hidden place for covert operation with existing cameras and sensors for fire and intrusion detection.

DVR Placement:
Backup DVR will be secured in a wall-mount lockable metal box with cooling fans. Thanks to compact size of AVer Nano Series DVR, which makes it possible.
Because of this method, it is not a problem to find a suitable place in any department as no need to worry about DVR’s security or responsibility. It will remain under control of Security Manager, no matter in which department it is placed.

Central Monitoring
Remote monitoring of all branches in a region from a centralized location is the most cost effective way of branch surveillance for the bank.
Once Central Monitoring System has been set, it requires only few people and less resources to keep an eye on all branches. Recurring monthly cost becomes very affordable when total expenses of Control Center is shared by all branches.
Later, when the systems becomes more reliable after solution of teething problems and initial hick-ups, security guards at branches can firstly be reduced and then eliminated totally at night. It will not only reduce risk but will also save huge amounts spent on security guards.
Central Monitoring System - Overview
No doubt, people at remote location with visual information are always in better position to act and guide police and security officials as compared to the people stuck inside the branch during incident.
Central Monitoring Centre will monitor and administer entire branch network. With CMS, security officers at Central Office can control any camera or DVR with remote PTZ, receive/respond/manage all alarms.

Both Primary and Backup DVRs shall be connected to the Control Center via network but Primary DVR will be connected in standby mode. Means, no data will be transmitted normally. Any camera/s connected to primary DVR will be available on demand on a separate computer,
