FROM THE PARISH CLERK Our Parish Council Chairman and Lympstone Herald Editor, Cllr Chris Carter is making a slow but steady recovery from operations on both knees. The Parish Council wish him well during this challenging time. Underhill car park - As many of you will know, South West Water have been carrying out works in the car park. The project is driven by the Shellfish Waters Directive, which require SWW to restrict combined sewage discharges into shellfish waters. Options which provide wider downstream benefits were considered and a number of areas connected to the combined system could be improved, including those in the vicinity of The Strand/Sowden Lane, School Hill and Hunton Close. Areas of groundwater infiltration removal were identified, including on a 270m length of sewer at Underhill, and 160m of sewer at Candy’s Field. In addition to these works, SWW need to build additional storage in the area of Underhill Car Park to hold back sewage until it can be pumped to Exmouth. The Environment Agency were consulted on the idea of having a number of surface water outfalls to the Wotton Brook but they highlighted a concern that discharging additional surface water into the brook would increase the level of flood risk in Lympstone.

The commercial estimates undertaken on the project indicated particularly high costs associated with the surface water separation works, which only increased with design progression. This, in addition to the potential to increase flood risk, and the anticipated substantial disruption across the village during construction, raised the question of whether the surface water separation should be taken forward. The option of increasing the volume of storage provided and not undertaking the surface water separation was assessed, with a revised storage requirement of 600m3

determined. This solution provided a substantial cost saving whilst fully achieving the required output, but without the increased disruption of road closures throughout the village. This solution has subsequently been approved by SWW to be taken forward through detailed design and construction. Parish Councillors have suggested that a storage facility at The Saddlers would separate out the surface water and thus take pressure off the whole of the foul sewer in the village. SWW confirmed that the proposal was not aimed at solving the problems in the village but at meeting the requirements of the shellfish directive. However, in view of the councillors concerns they will have contractors in Lympstone next week to undertake

additional surveys of the areas highlighted at our meeting. The investigations will be mainly CCTV and dye testing and should not be too obstructive to traffic in the area. Following the investigations the designers can make a final determination on the design and whether any additional surface water separation is viable. They are thinking about a start on site in June, and ask whether this would cause major problems. However, as the current works will take about nine months to complete Councillors felt that they should start with the right scheme as soon as possible. SWW will be holding a public information meeting when they have a plan to present. Exe Estuary Trail Judith Carter spoke about a meeting with Parish Council, Engineers and Network Rail when the possible off-road route for the Exe Estuary Trail was walked. This was a very positive meeting and the two Officers from Network Rail were helpful and supportive. From this came a ‘wish-list’ of options for this route but all will have to be confirmed by Network Rail. The prime objective is for a route that is completely off the roads of the parish but there may be some compromise on this due to final costs. The initial costs for access to Network Rail land, the various surveys that are needed and working up a feasibility study are in the region of £11,000 and so the Parish Council Clerk was asked to

look into possible sources of grants to meet these initial costs. This will put a plan on paper. It is recognised that the cost of constructing a route will be massively expensive but this is not too daunting at this stage. DCC have promised that the stick-on ‘cobbles’ that were agreed about 2 years ago will be installed by the end of March. Public Conveniences in Underhill car park have had no lights for many years. This was a deliberate policy of the Council to deter vandalism and it has worked. However, this was raised at the Parish Council meeting when members of the public felt that there should be lights when needed but that the toilets should be locked overnight. The Parish Council is seeking quotes for this work but is still not convinced that this is the right way forward. What do you think? The toilets are due for refurbishment in the Spring and this may be part of that work. Local Emergencies Cllr Phil Corcos gave a presentation to the Council meeting about a new Emergency Plan. At the moment there is an emphasis on flooding as that is the most likely local emergency that residents will have to face. The Parish Council is looking to set up another Flood Warden Team to help those who are at risk from this horrible disaster. The Parish Council is keen to help, but as members of the public pointed out, it is the householder’s responsibility to protect their own property. First response emergency equipment has

been provided in the lower village and now the Parish Council is working on a request for similar equipment in the Pretty Corner area as this is also liable to flooding. In particular, a few square yards to site four grit bins is needed. If you feel that you can help then please contact Phil or Cllr Jenny Clark to talk about this. The Parish Council is keenly aware that the most effective measures to reduce the possibility of flooding will be works in the higher reaches of the Wotton Brook and its feeder streams to hold the water back before it gets anywhere near any properties. The Environment Agency has put forward some ideas as to how this might be done and so the Parish Council will be applying for funds to help with this work. Landowners who have streams across their land will need to be involved so if you are a landowner please contact Tony, the Parish Clerk to talk about this. Each season has a colour to help with identification. For example

celebration seasons such as Christmas and Easter are white and gold. We are now in that part of the Church’s year called ‘Ordinary Time’, when the colour of the vestments changes to green and we use a different service booklet. Ordinary Time (typically 33 weeks) is celebrated following the Christmas season and then again following the Easter season. Lee Abbey Weekend: 13th - 15th October 2017. Have you booked your place yet? It promises to be a weekend of fellowship, good food, thoughtful and stimulating worship, and above all, fun - in a beautiful place on the North Devon coast! Geoffrey Wrayford writes: Reading it together ‘Being Disciples’ is a slender book by our former Archbishop, Rowan Williams. It has had what almost qualify as rave reviews as a “beautiful piece of writing”, with “light touches of humour and irony”, being “simple and engaging enough to read at a sitting”. This “gold dust” is for us: “Whether you are just starting to explore the Christian faith, or have been a follower of Jesus for years, (it) is an essential guide for the journey”. I read it in the autumn and felt it was something some of us might like to share. It brings discipleship back to earth, for it’s not about an anxiety to be better and better Christians, but about knowing who we are, and who Jesus wants us to be. It’s a ray of hope! I am suggesting that anyone who would like to read this engaging little book joins me on Tuesday morning 28 February, 10 30am for coffee and to talk about the first chapter. That means there will be a list in church so that you can order the book (£8.99) in advance, and read some of it before we meet. I’ll let you know the venue nearer the time, depending on numbers!

DINAN WAY LINK ROAD A holding notice has been issued on the proposed plans whilst a decision is made on whether the Secretary of State should intervene on a final decision. The National Trust has opposed the scheme due to concerns about the effect on Grade One listed A La Ronde. The plan for the new link road has been supported by the EDDC who anticipate the alleviation of some traffic problems around Exmouth Community College, the hospital and Claremont Health Centre and also reduce pressure on residential roads. CON SPIRITO RETURNS!

In November 2015, the Con Spirito choir gave us an entertaining and diverse evening of accomplished a cappella (unaccompanied) singing. So we are very pleased that they accepted our invitation to come again. Another enjoyable evening is guaranteed! This time they tell us that they have chosen a number of songs with a nautical theme or inspiration as well as contrasting Russian church pieces. So put the date in your diary and come along to the Church by 7.30pm on Saturday 11 March. Tickets £7.50, to include a glass of wine, will be on sale at the door. The concert is organised by the Friends of the Church and the

proceeds will be used to help maintain the Church building. Heirloom Seeds for flowers and vegetables’ – on Tuesday 21 February at 7.30pm in the Village Hall Function Room. From a Victorian walled garden in Somerset, Pennard Plants grows and sells one of the largest selections of edible plants, heritage and heirloom seeds, fruit and herb plants in the country. Their huge range of seeds are hand selected, and they offer some new and unusual varieties that are well worth growing. The talk is on Saturday 18 March at 2.30pm in Lympstone Village Hall. Afterwards Charles will sign copies of his books and chat with the audience.

There’ll be afternoon tea and homemade cakes, as well as plants and produce for sale. It’s £6 on the door, but booking is advised. Rehearsals can be heard all over the village, as a variety of performers prepare to show us just what a talented community we are. Young and old, new and familiar, musicians and actors, comedians and dancers, all will burst

onto the stage on Saturday, 25th February. There is a matinée at 2.30pm and an evening performance at 7.30pm – so that all who want to come to this most enjoyable of Lympstone events can find a seat. This is the occasion when Lympstone speaks to Lympstone, and helps to fund the events presented by Lympstone Entertainments throughout the rest of the year. Harland Walshaw FURRY DANCE NEWS As the Friends of Lympstone Furry Dance look ahead to events for 2017 we need the help of one or two enthusiastic people to join us in our preparations. Key areas where assistance would be appreciated include encouraging new dancers to take part on the day. The dance steps are easy to learn and taking part in the actual dance is great fun. Training will be provided if required. Another important role is the coordination of collectors on Furry Dance day. This is

In December they were playing in The Royal Albert Hall’s Verdi Restaurant. In March they will perform in Lympstone Village Hall, turned into a café atmosphere for the occasion, with a licensed bar. FB Pocket Orchestra takes its listeners back to the hot jazz, blues, ragtime & popular dances of the 1920/30s & earlier. “Atmospheric, yet vibrant,” said Jazz FM, “this charming collection of songs will make you wish you had been born some 100 years ago. The style, glamour and ‘fabulousness’ of this era is captured beautifully by this band.” Their latest album includes such popular

favourites as After You’ve Gone, My Heart Belongs to Daddy and On the Sunny Side of the Street. “They led us through two hot ‘n’ swingin’ sets of twenties and thirties ‘birth of the blues’ jazz music, from Ellington’s theme for the Cotton Club to Bix Beiderbecke’s At the Jazz Band Ball. Don Mildenhall FLOODING At the last Parish Council meeting a lengthy discussion was held regarding flooding and how the council can best help affected residents and those at risk. The Parish Council has two separate working groups in place. The Village Emergency Plan Group – This group’s objective is to assist during and after an emergency and the existing plan has been updated to prioritise flooding, which is perceived to be the most likely risk that the village faces. As a result of this group’s work, sandbags and other flood relief aids have been provided in the lower village and we are now keen to find a location for a similar resource for the Pretty Corner/Longmeadow Road area together with ‘inland flood wardens’ who will assist in coordinating efforts to mitigate the impact of flooding. To this end, Cllr Phil Corcos has organised a meeting on Thursday 23 Feb, 7.30 to 8.30 in the committee room of the Village Hall. Anyone with an interest, or who is willing to volunteer would be very welcome. The flood working group is looking at some of the strategic issues which have caused the increase in flooding in our parish. Current options being evaluated are obtaining a professional survey of the entre drainage basin of

the Wootton Brook so that we can better understand the impact of any future development; working with the Environment Agency to explore placing sensors in the water course to give early warning of flood risk; co-ordinating efforts to ensure riparian owners keep their area of the brook clear; lobbying SWW with regard to improving the provision and capacity for sewerage in the village; and seeking options for water retention schemes at points along the brook and its tributaries. By their nature, these projects are going to take some time to come to fruition, but are in hand. Whilst the Parish Council will try to assist those affected with flooding, it remains the property owner’s responsibly to protect their property and to ensure that suitable flood resistance is in place. At the public meeting of January 2016 several aids (such as air brick covers, toilet non-return valves etc) were on display. LYMPSTONE T.A.P. (Third Age Project) We will be meeting every Friday afternoon at 2.30pm until the 28th April with the exception of Good Friday which is on the 14th April. We welcome Ladies and Gentlemen over the age of 60 years to our meetings. Our meetings are held in the Methodist Church Hall and we welcome visitors to any of our meetings. The 3rd February will be the Annual General meeting where we will have the reports and subscriptions for the year. Everyone will be encouraged to tell us about their Christmas Stories. We would like to welcome new members. On the 10th February our Speaker will be Mr. Martin Fisher who will entertain us with, ‘Interesting Films’. The measures will be announced as part of the Government's litter strategy, due to be published later this year. This will also include making chewing gum companies provide advice to councils about tackling gum litter, and new guidance on where and how bins are placed in public places. East Devon

Mike Tracey from the Exmouth History and Archaeological Society will guide us on an illustrated A-Z tour through its history. This will be followed on 23rd March by a talk on the making of Topsham from ancient port to tourist destination by Jan Betteridge (Topsham Museum).

Jenny Moon VILLAGE WEB SITE Please send new and/or revised information to this site - Lympstone.org Phil Corcos LYMPSTONE WI Having demonstrated their credentials as enthusiastic gardeners – both in the local and national WI magazines – it was only natural that members of the Lympstone WI turned out in force on the 1st February to hear Dr Francis Burroughes talk about the experiences of his father, who worked as a gardener from the age of 12, in 1906, on a large estate. The work involved long hours and intensive labour. It was not well paid, but it did give young men the chance to progress up a career ladder and even become Head Gardener, as Dr Burroughes’s father did, eventually running his own market garden. The garden theme continued after the break, with our President, Diana de la

Rue, telling us that the WI, along with other village groups, had agreed to make a scarecrow for Lympstone’s Open Gardens Scheme on the 15th and 16th July. The four WI members who appeared working in their allotments in the WI Life magazine have been asked to give a talk at the "Springtime in your Garden" event at Longdown on the 24th April and it is hoped that other members of our WI will support it too. Diana reported that everyone seemed to thoroughly enjoy the New Year meal at the Redwing in January, and names were taken for the Italian-themed buffet lunch at the Sailing Club on Wednesday the 15th March. “Alleviating Loneliness” was the resolution chosen by our group from last month’s shortlist to be put forward for action by the WI in 2017. Our next scheduled meeting is in the Methodist Hall at 2.30 pm on Wednesday the 1st March, when a representative from the Royal National Institute of Blind People will tell us about the work of the RNIB and its Talking Books scheme. We are very pleased to welcome anyone who thinks she might be interested in finding out about the Lympstone WI.
