Parish Meeting

The Annual Parish meeting was held on the 13th April in Meir Heath & Rough Close village hall when 15 parishioners attended. The meeting was chaired by Cllr. Fulford Parish Council is one of the largest parish councils in Staffordshire serving an electorate of around 5,500 people with an annual precept for the financial year 2016/17 of £50,000. The 2017/18 precept will also be kept at £50,000.

We continue to communicate with all the electorate via our quarterly newsletter, our well populated website, the parish notice boards and of course through the Parish office that is open Monday, Tuesday and Wednesday mornings from 9.30am

to 12.30 pm. More recently the Council has embraced social media by opening a Facebook page.

The last 12 months have seen a number of initiatives instigated by the Parish Council including:

- The purchase and installation of 6 defibrillators across the parish. Whilst the Parish Council purchased the equipment we are very grateful to Stafford and Rural Homes who paid for the installation and to the retail premises in the parish who have allowed the defibrillators to be sited on their premises. Three training sessions were also run for parishioners who wanted to learn more about the use of the machines;

- A successful 6 month campaign, in conjunction with Stafford BC, to rid the parish of unwanted dog fouling ended in December. The results were very encouraging with an 83% improvement across the 5 targeted areas. We will continue to monitor the areas with regular 6-monthly inspections;

- Undertaking to buy redundant telephone kiosks in Fulford, Saverley Green and Moss Gate;

- Major repairs to the entrance of Footpath 38 off Hilderstone Road;

- Tarmaced the pedestrian footpath into Grindley Park.

Over the year, the Council has responded to a number of consultation documents including the Plan for Stafford Borough and the Highway Infrastructure Asset Management Strategy.

The Council has been pleased to welcome two new councillors in Cllr Inscker and Cllr Mrs White both for Blythe Bridge ward.

The Council meets monthly with additional sub-committees and working groups meeting on a regular basis. Attendance at meetings continues to be very high with an average of around 85% attendance. Members of the public are of course able to attend these meetings, if they wish, and are always welcome.

Looking ahead it is very likely that over the next few years Parish Councils will be expected to take on more and more additional responsibilities, as principle authorities find their budgets shrinking, particularly in relation to keeping their local areas clean and tidy. This could mean undertaking additional grass cutting, keeping footpaths clear and other minor highway repairs. We will of course keep the electorate informed of changes through the Newsletter and on our website.”

Proposed Allotments – Meir Heath

This project is moving forward and the parish council have met with those parishioners who expressed an initial interest in the project. Further work is now being done to determine costs and other practicalities associated with starting up new allotments.

Annual Meeting of the Parish Council

The Annual Meeting of the Parish Council took place on 18th May and Councillor Richard Mycock was elected Chairman for the forthcoming year with Councillor Gareth Brunt as Vice Chairman.

A summary of the Council’s receipts and payments for the financial year ended 31st March 2017 can be seen towards the end of this Newsletter.

Voluntary Car Scheme

The service is operated by a team of volunteers and is available to anyone who lives in the Parish who is unable to access public transport and needs to get to a pre-arranged medical appointment that cannot be met using public transport.

If you are interested in the scheme as either a service user or a volunteer driver, please contact the coordinator Mrs. J Tams on 01782 960241 who will be happy to provide more information. Additional drivers from Meir Heath would enable a more efficient service as the existing drivers are from Fulford and Stallington Road.

Stallington Road

We have met with a Highways officer re the grids being cleaned out again after 4 years without them being cleaned, and we are now getting complaints of the drains being blocked as well. If you have any problems please ring the Highways Hotline 0300 111 8000 - if enough of us complain we might get a successful outcome to this problem. Speeding is still a problem - please remember Stallington Road is a 30 MPH area.

On the Speedwatch team we now have 4 volunteers and 3 sites to check, so watch your speed! The Police Camera van is active as well so remember it will cost you £100 fine or one and a half times your weekly salary.

We are still having reports of RATS in the area so please be careful what you are throwing out and make sure your bin lids are closed.

Our dog walkers are being responsible and using the bins provided - let’s keep up the good work.

A Voluntary Car Scheme is active in our Parish; if anyone who can’t get to a pre-arranged medical an appointment please ring Jean Tams on 01782 960241 or Mobile 07907 496 048 - there is a charge for the service, Jean will give you a price when you ring her.

As well as working hard and doing extremely well in their end of year assessments, the children have had many other learning opportunities.

Everyone has experienced ‘Live Music’ performances and some talented musicians have entertained their friends and family in a musical afternoon. Many are learning to play the ukulele so hope to have our own ukulele orchestra soon!

As I write, our Young Engineers are constructing our second electric car and will be off to race in Stafford next month. It is our girls who lead on this and a group are having the day at JCB Academy to find out more about opportunities for girls in engineering! We work closely with STEM (Science Technology Engineering Maths) and all classes have had workshops on various topics including solar power, hydraulics and electricity.

Health and fitness is important to us too. Each class has a daily run and our super Fundraisers group has continued the fitness theme with organising a sponsored skip and demonstration at our annual sports day.

We look forward to welcoming our new parents and children to the Springcroft family in September and say a sad farewell to Year 6 as they move to various high schools- we know we will hear great things about them!

Fulford Ward NewsDog FoulingThis is still occurring on the verge by The Green and also by the Village Hall.

BKVFulford has again entered the ‘Best Kept Village’ competition and residents are encouraged to “look after their patch”. The judges’ detailed comments of last year are available on the village website www.fulfordvillage.com/bkv-results.php and this year’s results will be announced in August.

BT Phone boxesBT intends to remove the phone mechanisms from their boxes in Saverley Green, Fulford, and Moss Gate, subject to planning approval. If this goes ahead, the parish council intends to adopt the boxes on behalf of the local community who are willing to look after them.

Fulford Village HallThe management committee will be asking users and potential users for their feedback on the facilities and for the plans for the next one to five years.

School ParkingDespite the best efforts of the school, parking has been a long standing and intractable problem with children’s safety being put at risk on a daily basis.

Double yellow lines are now in place outside the school. Highway Code 248: You MUST NOT wait or park on yellow lines during the times of operation shown on nearby time plates. Double yellow lines indicate a prohibition of waiting at any time even if there are no upright signs.

Fulford Primary SchoolSince our previous Newsletter, Fulford Primary School has been an extremely busy place. On 2nd March 2017 we welcomed Ofsted into our school on World Book Day to complete their routine inspection following our 2012 visit. We were all delighted that the whole very intensive process of an inspection recognised and celebrated the ethos of our school and confirmed our grading as ‘Good’. This was acknowledged in the Ofsted report with comments like ‘Pupils thoroughly enjoy lessons, outdoor

activities and have good opportunities to learn to speak French or to learn to play instruments’. ‘Their enjoyment of school is reflected in good and improving attendance rates and excellent behaviour.’

We are very proud of our village school and although it has been a very ‘testing’ time with our children having to complete their statutory assessments in the last few weeks, lots of exciting events have happened. On 23rd March we welcomed all our Mums to afternoon tea, songs and art exhibits, which were thoroughly enjoyed by all the children and their families.

As usual, Fulford families have been extremely generous and we have raised money for Comic Relief on Red Nose Day through mad hair and comic relief accessories. We also braved the elements on April 27th to complete our Marathon run where all staff, children and parents achieved more than 2 marathons in a relay and raised money for charities supported by two of our dads, who themselves completed the London Marathon.

Parents were again invited to a Circus extravaganza on 30th March where our younger children performed tricks, routines and served delicious snacks to our guests.

As our Ofsted report mentioned, children thoroughly enjoy music at Fulford and we all received a real treat when a group of our peripatetic music specialists performed a range of well-known songs which further encouraged more children to take up an instrument.

Finally, our Key Stage 2 children went back in time on 15th May and successfully completed their military training in the

DEWA Roman Experience in Chester. Thank you to all parents and Governors who helped on the day.

It has been lovely to welcome our future Fulford Reception children on their first taster day and look forward to seeing a lot more of them in the second half of the summer term.

Well done to all our children for their fantastic attitude during a difficult time of assessments. Congratulations also to our Best Kept Village poster winners and we hope everyone enjoys the artwork around the village. We are as always very proud of all of them and look forward to exciting times as the academic year draws to an end.

Grindley Park

Grindley Park is nestled in the heart of our local community; there are approximately six acres of land which includes a wild meadow, number of mature trees and plenty of playing fields for the local community to enjoy. There is easy access, including disabled and pushchair access from Grindley Lane, the main road passing through Meir Heath.

Your local park is proud to cater for the whole family, whether you would like a relaxing walk, unwind on the bench seats dotted around the park or enjoy the playing areas, Grindley Park welcomes you!

The park is separated into areas which cater for all ages, including a small football pitch and a multi games area at the top end of the park to help keep your children active and healthy. Furthermore, there is a safe enclosed play area for toddlers towards the bottom of the park which includes a small slide, swings, rocking animals and a roundabout. Outside the enclosed toddler

area, there is equipment designed for children aged 8 to 14 years old, including a zip wire and large slide.

In addition to the playing areas, the park is very privileged to have a wild flower meadow section which was created in 2012 and has been full of wild flowers over the years. The meadow has seen great displays of Oxeye Daisy, Common Knapweed and Bird’s foot Trefoil, as well as a home for many insects.

The Parish Council decided to introduce the meadow in 2012 because wild flower meadows have declined by 97% since the 1940’s and as a result we have also seen the loss of many species of insects. By allowing these new areas to thrive we are helping to provide a much needed habitat for butterflies, moths and really important bees. Please call into the park over the next few months and discover the wonders of our wild flower meadows.

vandalised, for the second time recently, and as a result is currently out of action. The swing was deliberately damaged, which is unfair to our local families who enjoy and respect the play equipment.

Please report any unusual or suspicious behaviour to the police using the non-emergency and general enquiries telephone number 101 or telephone Crimestoppers on 0800-555-111, which can be used to pass specific information about crime or criminals without fear of reprisal or direct contact with the police.

Hilderstone Road Pavement

The Parish Council were made aware recently that the pavement along Hilderstone Road between the Blacklake pub and the boundary for Meir Heath Cricket Club was becoming increasingly narrow and difficult for the local residents to use, especially users of wheelchairs and pushchairs. As a result, the Parish Council commissioned a local company to improve the pavement by cutting back and removing the overgrown grass verge.

We are pleased to confirm the work is now complete and I am sure you will agree the pavement is looking much better and a lot safer for our local residents.

Dog Fouling

Firstly, we would like to say thank you for helping to keep the community clean and safe for our children, we can confirm we have seen great improvements since the

previous newsletter. It is evident with your support, and greater awareness through the dog fouling campaign we are eliminating dog poo from our public areas.

Please remember, local residents have access to free dog waste bags, these are made available at Martins Newsagents and Meir Heath Store.

Meir Heath has nearly completed 50 years of teaching and learning

Many local families have had links with Meir Heath Primary, now Meir Heath Academy, over many years – we really want to capture all of those memories and the events that you remember to create a History of the school, which everyone can share. If you know other people who were linked to the school, please ask them to contribute too.

Please write down your memories – let us know who you are, what your link to the school is, when it happened, and what and/or who you remember. This can be as long or short as you like. Handwritten, typed or emailed……just share!

If you have photographs we can photocopy them, maybe you have an old school report, some exercise books, certificates etc that we can borrow for a time?

We will create a display of these which you will be able to come and see during our Open Day on 18th July (9 to 11am, 2.00 to 3.00pm and 400 to 5.30pm). For the open day, we invite past pupils, staff

Leadendale Lane

Further to the item which appeared in the last Newsletter, the residents of Leadendale Lane attended a very useful meeting of the Parish Council. It was good to see so many concerned residents supporting their community. Stafford and Rural Homes were very helpful in their dealings with Cllr. Lovatt. The situation is as discussed at the meeting, the matter is on-going.

Cllr. Lovatt is also concerned with the lane after number 20 continuing to the bottom. He hopes to raise enough funds amongst the residents to enable some remedial work to be undertaken later in the summer.

Windmill Hill

The state of the overgrowth on the footpath on Windmill Hill was raised at the above mentioned meeting by a concerned resident. The council have since viewed the site and action has been taken by our

Parish Clerk to get this attended to as soon as possible in order to make it safe for parishioners to walk along the pavement.

Common

The cattle have returned once again to the lower common. They are making a very valuable contribution to the flora with some species not seen for years, returning.

Staffordshire Wildlife Trust in conjunction with the Bio-diversity officer from Stafford Borough Council arranged an event on Saturday 17th June to remove unwanted grass and self- planting saplings from the area. This will allow the common to develop healthily.

Potholes Update

The county council has announced details of £5m investment to help clear the backlog of potholes in Staffordshire.

Although the highways crews turn around high risk potholes as quickly as possible, this extra investment will focus on the older, lower risk potholes which still cause concern for local communities.

The new investment will see:

• Additional patching crews out across the county

• Four velocity patching machines– working on the pothole repair backlog, surface dressing and routine maintenance. These 18-tonne machines help speed up repairs by blowing debris, priming the road and filling the pothole

• Onsite tarmac manufacturing machine – to deliver better results by preparing hot tarmac as it is needed

All potholes are prioritised so that the most dangerous ones are repaired either the next day or within 7 days.

The vast majority are given to specialist teams and will be repaired depending on location and road use, usually within 90 days however this may be extended depending on resources.

101 for Non-emergency Police Calls

Communities across Staffordshire and Stoke-on-Trent have access to 101, the national non-emergency telephone number for the police service in England and Wales. Calls to 101 will cost 15 pence per call, no matter how long you are on the phone - this applies to both landlines and mobile phones.

NHS 111 is the service introduced to make it easier for you to access local NHS healthcare services. You can call 111 when you need medical help fast but it’s not a 999 emergency. Blue Bin Recycling Service

In the Inner Caddy: Newspapers, magazines, brochures, catalogues, junk mail, yellow pages, shredded paper.

In the Bin: Cardboard (flattened); Aerosols - e.g. shaving gel, polish, deodorant; Plastic bags - must be empty; Wrappers - food, cellophane and clingfilm; Foil - food trays and tin foil; Cans - food and drink; Glass - bottles and jars; Plastic bottles – e.g. milk, soft drink, yoghurt pots, margarine tubs and household cleaning fluid bottles - shampoo, bleach etc; Waxed cartons - food and drink [Tetra Pak] e.g. juice, soup and milk cartons.All items must be clean, empty and have the tops removed.

Clothes and Textiles: Textiles must not be put in the blue bin. Instead put your clothing and textiles in a carrier bag (or white bin bag), tie up and place it next to your waste and recycling on your normal collection day. Small electrical items: Put your small electrical item(s) in a carrier bag, tie up the bag and place it next to your waste or recycling on your normal collection day. Please note that electrical items and used batteries should be put out for collection in separate carrier bags.

Household Recycling Centres

At recycling centres in Staffordshire there are facilities to recycle paper, magazines, telephone directories, cardboard, glass bottles and jars, cans, plastic bottles, waxed cartons cooking oil, fridges, freezers, scrap metal, car batteries and oil.

Stone - The recycling centre is on Beacon Road, Stone Business Park, off the A34 Stafford Road at the roundabout with the A51 Butterhill Bank Road - about 1 mile from Stone Town Centre. This centre is closed on Mondays and Tuesdays.

Cheadle - This centre is on New Haden Road, Cheadle, off the road to Draycott, and is closed on Wednesdays and Thursdays.

Civic Amenity Visits:

A REFUSE LORRY will be available for the collection of household items on some Saturdays between 9 and 11am where residents can dispose of excess waste. It does not include such items as soil, rubble, fridges, freezers or televisions. Check the notice boards and website in April for the dates.
