Item 12. Communications

To: Parks and Waterfront Commission From: Toni Mester July 2, 2020 RE: Berkeley Commons proposal, 600 Addison At staff’s request, I met with Curt Setzer of LB2 Properties in January 2020 and responded to the plans that he showed me. I recommended that the built project be moved to higher ground because the setback is insufficient given projections of Bay rise that will alter the shoreline, which is already flooded during rainy high tide events. The current zoning was put in place in 1993 by the West Berkeley Plan, which did not consider climate change and Bay rise. The attached photos shows flooding in 2017, described in a Berkeleyside article: https://www.berkeleyside.com/2017/02/10/aquatic-park-flooding-worsened-antiquated-drainage-pipes The level of Bay rise is speculative and can be viewed on maps provided by various agencies including BCDC’s “Adapting to Rising Tides” program. http://www.adaptingtorisingtides.org/project/art-bay-area/ The problem of an indeterminate shoreline is exacerbated by the deterioration of the Aquatic Park infrastructure, which may not be salvageable. In fact we don’t know at this time whether the Aquatic Park lagoon can endure in its current configuration and for its current uses. For these hydrology concerns and many other reasons including biological impacts, any major project on this or other property adjacent to the lagoon should require an EIR.
