In our coutrtry, wc have 4i,000 vitlages in all ; and cycry ycar thcGovsromcnt clcctri6ec lcss rhan t,000 villages. Thc pacc is so slow ; whydocr not thc Govcrnmcnt, why don't wc think of 45,@0 villages rndclcctrify all of thcm and be dotre with it ? And we arc surc wc cao do itin jult onc ycrr.

My con!titucncy is in the nor[hero areas of thc d;scrt of Sind, oneof thcmott backward arcas wi(h no amcnitics lor thc poor peoplc ofthis arc.. Takc for instance Jacobabad. Pcople have to drink grey,brackish, bittcr watcr ; there is no water system A small allocationof 17.6 crorcs for thc whole country for the water system, I think, it isvery small amount. Sind's sharc of this [7.6 crore for the size of theproblem is not at all adcquate.

Now primary schools and dispensaries, I think, should be withincasy reach of the villagers. There are many villages ; thcy are luckyetrough to havc a despensary and are lucky enough to have a primaryschool. They hryc to walk becausr thcre is no othcr \yay ; thcy havcto walk about five miles to tetr miles, I think thc Covernment shouldplao tt in such a way that it should be in easy, walking dirtancc.

I would like to specrally mentii,n here that Dadu-lvloro Bridge isofgreat imporrence to thr people of Pakistair. My consiituenls hayetold Ec that thcre 8re no pcrmanellr crossings on thc river Indusbctwccn Hyderabad and Sukk,.rr-a distaDce of 200 ariles. At Moro thctraffic crosser the river by lerry in suinmei and by boat bridge inwinter. And this type of crossin3 conplclely stops fof a month cveryycar beceusc of the rise of the rivcr. B.ues and trucks cannot cross it atall. Thc construction o[ the bridge would facilitate the movement oftraffic which uscs this temporary crossing. S,l, Mr. Spcaker, Sir, I hopcthat this lvloro Dadu Bridge will be built duriog the budgct of I977-78.

Wc comc to fuel. The gas line crossed tirc Indus left bank, eodoncc this line crossed the Indus left bank, th: right bank rvas completelyi3oorcd aod ncglcctcd. So, gas should bc taken ro thr right bank anlthc towns on the wEy should also get connections whercver the pipelinoprsrc! through them.

Mr. Spcakcr, Sir, the taxation policy has becole very just and fair.No tsx on ilcomo of Rs. 12,000 per annum, no tax on auy farmer whoownt up to 25 acres of land, rro tax ch.rrges on electricity for rhe house-wifc or for thc homcs ; and also no tax holidays for big business. Thcburden is plac:d on those \yhc can b:ar ir ; that is why it is so just andfair, The taxcs are only on those who can bcar it. High chargcs onclcctricity ere for t.he industries and why they should not pay for it ?Then thcrc is 5 per ccnt increase on import duty, aud this should only8ffcct thosc people who like and need luxury items, So, they have topay 5 per caot Eore.

dcpends on political stabitity and, Mr. Speaker, Sir, we have witner,sedduriqg the past five years that for the first time in a political set-up, ina democratic set-up, there wss complete harmony and political stability.It was becnuse of that stability that we marched forward, we madcsubitantial progress ia the economic fleld and it was, thcrefore, due tothis popular Government aud People's Governmetrt under the dynamicleadership of Prime Minister Zulfiqar Ali Bhutio who tavc revolutioraryreforms to this country which were not eve[ imagined by th: Opposition.You can very well judge, Sir, that these reforms were far-reaching, whetherthey weie in education, \rh:thrr thJy were ia the field of labour, whet.herthcy were p3lsants' reforms, whether thry weic land reforms, whetherit was in the shape of peasants' charter. In various lields, very imporlantand basic reforms were given aud to a great extent implemented. 1'hisgayc to a grcat cxtent, I thitrk, thg incalrtives and encouragement topeople on the economic sidc.

On the potitical side, you knorv vcry well, Sir, how people used tofeel before the Pcople's Govcrnment came into being and how they usedto becurbed: what rigbts they had ; what rights the labour had. \lowthc Opposition people are crying and crying hoarse that the fundamerltalrights of the peoplc have been curbed, the rights of the p:oplc havebecn curbed- and they are dotermined to get them restored these rigrts.Whrt righls people enjoyed before this Covernment came into beirrg ?It was only People's Party aod its leadership which awakelred the peopleand which gave really the:e fundamentat rights to people ; whateverrightr were possible underthe circu,nstances, under the objective corrdi-tions of this country, they were given to the people and they brcameconscious oftheir rights-this trade unionism, right of strike to labc,ur,peasants' rights, landlords cannot eject the p?asants -and sucb rilhtswcrc oniy givcn by this popular Governinent, which the people neverimagincd before 1971. Not only thaa, but the yicld. perccotage of ricc from prddy alsoimprovcd. Prcviously thc yield was about 24 per ccnt and, aftcr nation-tlization, thc yield wcnt up to 26 pcr ccnt.

During thc last four, five months, tle procuroment of paddy wasmorc than four crorc maunds and that was not a meao achievcmcntmadc by thcsc CorporatioDs in the shortest possible time. Whcn I saythousands, more than 2,500 units wcre taken ovcr, and to look afterthem, to manage them, find out proper managers, good people, it wasnot aD cas:/ ta3k. So there were, of course, bottlenecks, diIflcuttieg facedand some ptoblcms faccd. and some pcople, unscrupulous people whobelonged to old management, thcy played mi'chicf. They misappropriatcdto 3uch atr cxtcnt that action was takcn agEinst so many people, not onlyundcr reguler law but under special laws likc DPR, to curb thc corruptionend to makc an example of these oeople. Such staps were taken. Sir,so at to clear thc misundcrstanding among certain scctions of the people.I say that this w85 a very important stcp taken by the PrirEe Miflistcr,very basic reform given by the Prime Minister, as I said, to end ex-ploitrtion, improve quality, to improve quality of export and give fairfetutn to thc trowcrs and givc them cncouragemcnt, because thcse thrcccropt are vcry important crops of our economy, very imPortant brsiocrops of our economy.

I have been told byccrtlin growcrs that they need still more faiilities aod inccntives togrov morc cctton bccause in past two, thrcc ycars the growcrs havc bcenrerlly disappointed because ol the failure of iotton crop due to naturalcalamitics ihd, thcrefore, not only they want seeds, pesticides and otherincentivcs but also easy loans. AlthoJgh the Govcrnment has introduceda scheme undor whii,h the cotton e'innins factorics and rice huskingmills are giving loans to thc growers, 5ut I -am told that still the workhar not tcen spccded up -beceusc this is now thc sowitrg scason ofcotton as wclt as iowing seison of ricc. So, this schcme must be spccdedup. And thc money ihictr is being provided, th: cxtent of money isfiied up to 4,000 -rupees which is] i think, ' ncgligrblc. That amountshould also be incrcased from 4,d00 to at lcait 10,000 for at lcastmediumsizc growers who own about fifty acres or so,
