University Degrees Bill.AGAINST the second reading of this measure General Laurie has put

down the following amendment—viz. : "That this House declines to

place a stigma on foreign and colonial universities by enacting thatany graduate or holder of a degree of such university shall be requiredto append to his name the title of such university while graduatesof universities in the United Kingdom are exempted from suchrequirement."

Tead Poisoning.When the House of Commons meets on Monday, April 10th,

Mr. McKenna will ask the Home Secretary whether his attention hasbeen called to the conclusions arrived at by Professor Thorpe andProfessor Oliver in their report on Lead Compounds in Pottery andwhether in view of these conclusions the Factory and Workshop Billwill contain provisions for prohibiting the use of lead for glazingearthenware in those particular kinds of ware in which it has been

proved to be unnecessary, for prescribing the use of lead in the formof a fritted double silicate, for prohibiting the use of raw lead, and forprohibiting the employment of young persons and women as dippers,dipper assistants, ware cleaners after dippers, and glost placers infactories where lead-glaze is used.

Butter and Margarine.In the Committee stage of the Sale of Food and Drugs Bill Sir Charles

Cameron proposes to move to repeal Subsection 3 of the Margarine Act,1887, and in lieu thereof to enact as follows:-"The word margarineshall mean all substances, whether compounds or not, prepared inimitation of butter and containing not more than 10 per cent. of butterfat, and no such substance shall be lawfully sold except under the nameof margarine ; but nothing in the Margarine Act, as amended by thisAct, shall be held to prohibit the sale of any admixture of margarinewith butter in any proportion above 10 per cent. of butter as a mixtureof margarine and butter, provided it be sold as such and provided thatevery provision of the Margarine Act, as amended by this Act, as tobranding or marking of cans or the lettering of wrapping papers inwhich margarine is sold, shall apply, mutatis mutandis, to the sale ofany such admixture of margarine with butter."
