1. Introduction The purpose of this module is to refresh Part145 knowledge, over the coming editions we aim to give a general overview and introduction to the regulations. We welcome feedback.

2. From Last time…….

We saw Part-145 can be further broken down into paragraphs: From these paragraphs we have a requirement for a Maintenance Organisation Exposition (MOE) and its contents.

3. Part 145.A.70 MOE…..What’s in it?

Maintenance organisation exposition’ is the document or documents that details the approved scope of work and shows how the organisation intends to comply with Part-145. Using Altitude Global’s Exposition as an example, Part 145.A. 70 tells us what should be in our MOE and it’s further explained in the AMC & GM. The MOE is further broken down in a series of Parts

The MOE should cover four main parts: • The management MOE covering the paragraphs 1-11 of the regulation detailed below, in our MOE Parts 0

Introduction & 1 Management

• The maintenance procedures covering all aspects of how aircraft components may be accepted from outside sources and how aircraft will be maintained to the required standard. Paragraph 12 of the regulation, Part 2 of our MOE, we will look into more detail next time

• The quality system procedures including the methods of qualifying mechanics, inspection, certifying staff and quality audit personnel. Part 3 of our MOE

• Contracting operator procedures and paperwork. Part 4 of our MOE

• Paragraph 12 constitutes the working procedures of the organisation and therefore may be produced as any number of separate procedures manuals. These should be cross-referenced from the management MOE.

• Personnel are expected to be familiar with those parts of the manuals that are relevant to the maintenance work they carry out.

Part 1 of the MOE, should contain the following information:

1. A statement signed by the accountable manager confirming that the maintenance organisation exposition and any referenced associated manuals define the organisation’s compliance with this Annex (Part-145) and will be complied with at all times.

1.4.12 EXECUTIVE DIRECTOR The Executive Director is responsible to the Chief Executive / Accountable Manager for the following:

Providing advice to the senior management team on a consultancy basis. Assisting

with projects at the request of Senior Management.

Maintaining an acceptable regulatory knowledge such that the company activities in which he is involved remain safe and compliant with relevant regulations.

Promoting the Safety & Compliance policies within the organisation.

As the position is an advisory / commercial role, no nominated deputy or Form 4 is required.

1.7 MANPOWER RESOURCES. Part 145.A.30

8. a general description of the facilities located at each address specified in the organisation’s approval certificate;

1.8.2(b) Ancona Line Station (Category 3 Station) The ALT Line Station is used to provide support for B737, B767, B757 and A300-600 aircraft transiting in and out of Italy. The Line Station operates from the facility located airside at Ancona airport. The office retains all documentation, manuals etc, required to maintain the aircraft. In addition, the office contains communication equipment including e-mail, telephone and fax. Work is carried out exclusively on the ramp, as No hanger is available at Ancona airport. The office has segregated areas for bonded stores and tool storage. The operator is the prime provider of manuals, although it remains the responsibility of ALT to verify to their currency, status as applicable. Technical support is provided by the operator on an “as required” basis. A diagram of the station is included in the station Technical Procedure.
