GENERAL BACKGROUND Partha Sarkar is a professor in the Departments of Aerospace Engineering and Civil, Const. and Environmental Engineering (courtesy appt.) at Iowa State University (ISU), USA since 2000. Before joining ISU, he was a faculty from 1992-2000 in the Department of Civil Engineering at Texas Tech University, Lubbock, TX, USA where he was a member of the Wind Science and Engineering Research Center. Dr. Sarkar has held the T.A. Wilson and Grace Miller ($1M) endowed chair professorship from 2000-2008. He is currently the Director of the Wind Simulation and Testing (WiST) Laboratory, which he helped to establish in 2001.

Dr. Sarkar’s research areas have spanned a broad spectrum of topics in wind engineering. These topics include conducting wind-tunnel and full-scale testing of civil engineering structures, studying aerodynamics of flexible structures such as flutter, vortex shedding, and rain/wind-induced and dry cable vibration phenomena, understanding of wind-structure interaction and mechanism of wind load generation on low-rise and high-rise buildings, design of next generation wind tunnels to generate unconventional or non-straight-line winds, using experimental and CFD methods for study of tornado, microburst, and gust front-induced wind loads, formulating models of wind-induced fatigue behavior, interactive finite-element and laboratory-based structural analysis, multimedia course development using research results. His expertise and interests have

naturally extended into applications to wind turbines in the area of wind energy research. Through his research, Dr. Sarkar has (a) significantly advanced the understanding of near-ground flow field and extreme wind loads on civil structures in tornadoes, microbursts and gusts, (b) pioneered the development of next-generation wind tunnels and simulation techniques by building the world’s first translating tornado/microburst simulator and the first boundary-layer wind tunnel with gust generation capability, and (c) advanced the aeroelastic theories by developing time-domain methods to predict loads and response of flexible structurer such as long-span bridges, cables, high-masts, tall buildings, wind turbine blades, airplane wings. His research has been funded by several federal agencies (NSF, NOAA, NAVY, NCHRP), state agencies (IAWIND, IEC, TxDOT) and private industries with a total budget of ~$16.7M and it has resulted in 200+ published articles with about a third of those in journals, four US patents and international collaborations, particularly with Japan and China. He has brought together the US and Japan wind engineering communities to work together in the past 1.5 decades through US-Japan Workshops.

Dr. Sarkar has served on several ASCE national committees and has led AAWE (American Association for Wind Engineering) as its president. He was also one of the 20 world-wide guest professors (only one from the US) at the Global Center of Excellence on Wind Engineering (like NSF-ERC) at Tokyo Polytechnic University, Japan from 2008-2013. He serves on the editorial Boards of three journals.

As one of the four Co-PIs on the NSF-IGERT -A New PhD Program in Wind Energy Science, Engineering and Policy (WESEP), he has played an active role in the relatively new WESEP Ph.D. degree program at Iowa State University that has produced 25 doctoral students (domestic) since 2011. In that respect, he has developed and taught new courses on wind turbine system design.

Dr. Sarkar’s research has featured on National and Intl. TV/Radio/Exhibit (20+ times including CNN, NBC, ABC, National Geographic Explorer, History Channel, BBC World News, NHK Japan, French media, Chicago Museum of Science and Industry, ASCE Civil Engineering magazine, local newspapers/TV/radio). Science and Industry, Chicago that opened on March 18, 2010. The $34 million, 26,000-square-foot Science Storms exhibit uses natural phenomena such as tornados, sunlight, fire and avalanches to investigate basic chemistry and physics in a hands-on way.

Tours: I conduct regular tours of the Wind Simulation and Testing Laboratory demonstrating the tornado simulator and other wind tunnels for K-12 Students, ISU Alumni, Professional Organizations, Public and Distinguished visitors.

B) Undergraduate Student Training

• Supervised research and senior projects for several (70+) undergraduate students/interns/REU-students and high-school students during 2001-18.

C) Expert Witness and Consultant

• Served as an expert witness for several legal cases involving wind-induced structural damage.

• Served as a consultant for several cable-stay bridge projects (10) requiring stay cable vibration assessment and recommendation for mitigation measures.

D) Industry Projects

• As Director of the WiST Laboratory, I am also responsible for the service center associated with the lab. I have conducted several wind tunnel tests for private industry (power conductors, building, wind turbine, structural poles, solar panels) that often need aerodynamic loads and other information.
