The Conditions for Ecological Sustainability and the Development of Human CivilizationII

The Conditions for Ecological Sustainability and the Development of Human Civilization

II

1. The Condition for Ecological Sustainability and Green Economy

the interactive evolution of living and non-living things

The human economic system

: a part of the global ecosystem

The man-made economic system cannot violate

the earth's ecological sustainability principles for a long time.

Five Principles

Partnership FlexibilityThe cyclical nature

of ecological processes

Interdependence Diversity

2. The Development of Civilization, and Changes in the Environment-Economy Relationship

(1) The Use of Energy and Resources and Civilization

The web of life of the earth's ecosystem : originates from solar energy

- the earth's life-supporting functions

- the plants' photosynthetic activities

(2) The Use of Energy and Resources in the Age of Hunting and Gathering

Our human ancestors : first appeared on earth 4 million years ago

the use of fire about 500,000 years ago gradually became destroyers of the wild world.

The Conditions for Ecological Sustainability and the Development of Human Civilization

II

(3) The Energy and Resources Use in the Age of Agrarian Civilization

use the flow of current solar energy to produce their own foods

(4) The Energy and Resources in the Age of Industrial Revolution

the discovery of fossil fuels like coal and petroleum as energy sources

Fossil fuels: the solar energy stored several hundred million years ago

(5) The Limit of Industrial Civilization and the Future of Human Beings

economic activities to go far beyond the ecological limitation of the earthIndustrialization - accelerated the emission of CO2

- destroying the forestsShortage of natural resources: the fossil fuels in near depletion

+ water resources + othersDestruction of earth’s life-supporting system

Towards New Partnership and Governance for Green DevelopmentIII

Towards New Partnership and Governance for Green Development

III

1. The Meaning of Green Development and Its Core Goals

Our future goal : the creation of a green economy and

eventually green civilization

- Sustainable Development, Green Development, Green Strategy, Green New Deal, and Green Growth

A passive goal of green development : to overcome the carbon economy

A positive goal of green development : to make all the earth's residents

happier with the fruit of the development

improved function and quality within limited growth

- 3 core values : Quality improvement,

Respect of cyclical process of material and energy

Symbiotic cooperation

Towards New Partnership and Governance for Green Development

III

3 operational objectives to be achieved.

- Green economies and industries in which the cyclical process of energy

and material is respected

- Quality improvement should be pursed for improved general quality

of life in society

- Shift from competition-oriented to symbiotic cooperation-oriented

dynamics

2. Sharing Responsibility for Green Development

1) Green Governance for Knowledge-based Societal Development

- The Green development can be achieved much easily

in the knowledge-based society with good governance structure

- Industry, local and national governments, expert groups, civil groups, etc.

-Good governance is the starting point on the way

to new green development

Towards New Partnership and Governance for Green Development

III

2) Sharing Responsibility among Relevant Groups

(1) The Government

(2) Industry

and

Financial Institutions

(3) The Civic Groups

The clear long-term visions and principles for the future civilization

establish and implement policies => guarantee long-term environmental values and the earth’s life-supporting functions

Creative and innovative industrial activities for green development

new green technologies and goods that are energy-saving and aimed at a post-fossil fuel age

Financial institutions’ support for green industries

Monitor the policies of the government and industry

efforts for the socially underprivileged by monitoring governmental and industrial activities

Towards New Partnership and Governance for Green Development

III

(4) Local Governments

(5)International

Communities

The knowledge-based societal development requires active roles of local communities

Diversity and flexibility : with diverse activities of local governments

Partnership and cooperation in the international community

mobilizing financial resources and transferring

relevant technologies to developing countries

Towards New Partnership and Governance for Green Development

III

3. New Governance Structures for "Low Carbon Green Growth" in Korea

‘Presidential Commission on Green Growth’ (PCGG) in February 2009

- Design of national green growth policy, reviewing the relevant legislation, providing education and public relations on green growth, and working towards international cooperation on green growth, etc.

The Green Start Campaign

- A network movement participated by the Ministry of Environment, the Korean Chamber of Commerce and Industry, the Local Sustainability Association of Korea (LSAK), and the Korea Saemaul Undong Center

The East Asian Climate Partnership

- 100 million US dollars to support ASEAN Countries in performing projects that serve as countermeasures for climate change problems

Policy Suggestions for Successful Green Development GovernanceIV

Policy Suggestions for Successful Green Development Governance

IV

1. Participatory Policy Study Using a Democratic Process

Uncertainty, inherent nature of environmental problems

: the major cause of environmental conflicts

Various interested parties, centered around experts, need to be participated in studying and implementing policies for the future

2. Co-production and Use of Environment-related Information

Hardships in clearly figuring out the problems caused by environmental changes

Participatory approach in the production, use, analysis of various information on the global ecosystem management and green development

Policy Suggestions for Successful Green Development Governance

IV

3. The Consolidation of Local Communities for Knowledge-based Industry

Intellectually prominent people prefer living in comfortable local communities

The knowledge-intensive industry will probably head to natural rich local areas

4. Minimizing the Negative Distributive Effect of Policies and Projects

Assess and analyze the distributive effect of every policy and project

Modify and cure the regressive nature of environmental damages through the compensation principle.

ConclusionV

ConclusionVThe carbon economic system aggravated global environmental

problems

- increasing human greed for material wealth and economism- the unfair distribution of the fruits of the global economic growth

New green civilization based on new natural energy sources and broadly on the ecological sustainability principles

Green development towards green civilization requires fundamental change of the physical and social tracks from the past

- The Economic and industrial systems based on natural energy sources

- The Socio-political system respecting richer and more diverse social values

- New governances based on cooperation and partnerships to save global environmental and economic crisis
