RTT3 – How

Race to the Top Phase 3 Implementation

• Districts will receive half of the funds based on the Title I formula– 626 Districts and Charters– Allocation is for four years– LEA funds must be used to support participation in required Race to the Top activities– Given the size of the awards, we anticipate the use will be very prescriptive

• Intermediate Units will receive contracts to provide services that build upon our existing efforts– e.g., similar to the Building Capacity contracts– e.g., similar to Title 3 administration

• PDE will work largely with existing relationships/providers– e.g., IUs, software vendors

Changing Guidance• OMB Proposed Single Audit Requirements

– Comments due by March 29th– Single Audit – Three tiers of dollar-thresholds

• $0 < $1 million <$3 million– Focus on Stewardship, on Monitoring not Auditing

• Sound familiar? (“Guidance, not ‘Gottcha’”)– Feds handle Fiscal issues, SEA assist and enforce

• Cost Principles– Flat versus negotiated rates

• Reduce overall cost, reduce overall burden– Alternatives to T&E
