Kramer, Baltimore, MD Scope of the Scientific Program The chronically mentally ill and their associated impairments disabilities and handicaps constitute a public health problem of major proportions. The increasing size of this problem is a matter of great concern in both developed and developing countries. In the United States, the President's Commission on Mental Health reporting in 1978, placed a high priority on the development of a national plan to meet the needs of persons with chronic mental illness and much effort has been devoted to evolving such a plan. Comparable developments are now taking place in some other countries.
