    IntroductionPadstow has always been an important community because of its position as the only sizeable estuary on the North Coast of Cornwall.The foundation of the monastery by St. Petroc in the sixth century nalised its site and the monks acquired land from Portreath toTintagel.

    In medieval times the port grew and trade with Ireland and Brittany developed as well as coastal trade with South Wales.

    The Port had a thriving shing industry and by the nineteenth century there were six shipyards. During the years when emigration fromCornwall was at its height, Padstow was the centre from where many people left to start a new life in the Americas and Canada. Inthe 1880s shipbuilding declined because wooden ships were replaced by iron ones but the town was fortunate that by the end of thenineteenth century east coast trawlers made Padstow the centre of their winter shing. The coming of the railway in 1899 gave a bigimpetus to the tourist trade, which had begun a century before. Trevone Bay grew from the 1890s onwards as a tourist centre.

    The twentieth century saw tourism become Padstows main industry. Through all its long history, Padstow has been a tightly knitcommunity with a tremendous sense of belonging. The people of Padstow have justly been proud of its long history and importantcustoms. Padstow May Day is well known nationally and internationally. The carols sung at Christmas in the streets and PadstowMummers Day form part of its living tradition. The Padstow Museum is one of the nest small museums in Cornwall.

    The Parish Plan re ects the concerns and aspirations of the people of the Parish at this point in its history. We live at the beginning of thetwenty- rst century in a time of rapid change. The community needs to have a say in managing this so that all of its people can share inthe future and be valued for their contribution.

    It would be a great sadness if we lost the caring and concern which has been a vital part of thecommunities of Padstow and Trevone.

    Richard Carew, writing in 1602 in his Survey of Cornwall, gave Cornish towns nicknames and toPadstow he gave the title The good Fellowship of Padstow.

    We must preserve all that is good in the community, whilst being ready to seize opportunities for ensuring a prosperous future which can be shared by all.

    About The Parish PlanWhat is Padstow Parish Plan?

    Padstow Parish Plan provides a vision for the Parish (which includes the village of Trevone) setting out aspirations & aims. Undertaking the Parish Plan process has given thecommunity a chance to get involved in producing a document that can help shape the future of the area in which they live. The process has involved the community working in

    partnership with the Town Council. This Plan covers a wide range of issues that affect Padstow Parish and identi es actions to take these issues forward.

    Reasons for Padstow Parish undertaking a Plan

    To Provide A Strategy For Padstow Parish. Having a Parish Plan means that the community has its own strategy tohelp focus on what needs to be done in the area, how it can be done, who needs to do it and when it should be done.Parish Plans should also feed into the District and County Community Strategies which will also help voice the needsand concerns of the community.

    To Highlight Issues. The Plan is an opportunity to get issues within the parish recognised locally, and byorganisations and local authorities.

    To In uence Policies. Having a Plan can help in uence policies and strategies such as the North Cornwall CommunityStrategy and the North Cornwall Local Development Framework. Collectively, Parish Plans throughout Cornwall (andBritain) should in the future help in uence a whole range of policies, strategies and initiatives.

    To Attract Funding. Most funders for community projects now require applicants to provide evidence of need. AParish Plan is an excellent way to prove demand for a whole range of projects.

    To Involve The Community. The Parish Plan process should ensure that all residents have a chance to have their say.

    To Record What is Good. The Plan aims to record what is good, as well as what is not so good about the parish.This Plan is therefore not just about change, but also about safe-guarding what Padstow and Trevone already have

    to offer.To Work Together. Parish Planning offers an ideal opportunity for individuals and groups within the Parish, as wellas neighbouring Parishes, to work together, utilising skills and resources within a community and looking at ways of solving common problems in the local area.

    To Kick-Start Action. Through undertaking a Parish Plan, it is hoped that local people will become interested in localissues, that actions will be drawn up and that it will be a starting point to develop projects and improve the Parish for the community as a whole.

    clarify and prioritiseissues highlighted in theconsultation in December2006. A total of 394 peopleattended the events.

    5Writing the Plan:Febuary-March 2007Production of Parish

    Plan, seeking input frompartner organisations anddrawing up an action planfor the Parish, based onthe consultation data.

    The Planning Events:

    Held on 27th October 2005 at Padstow Community Primary School and on 28 October 2005 at TrevoneMemorial Hall. The events were based around 3D models to illustrate parts of Padstow and Trevone,made by children from Padstow School. Displayed alongside were sets of pictorial colour codedsuggestion cards and blanks for peoples own ideas. Local residents were asked to browse throughthese cards, select those covering issues that were important to them and place them on the model.The issues and locations were then collated and a report was produced.

    An excellent opportunity for local people to have their say -congratulations to the staff and the schoolchildren!. Residents comment regarding the Planning Events

    The Prioritisation Events:Prioritisation events were held on 8 & 9 December 2006 at PadstowInstitute and on 15 December 2006 at Trevone Memorial Hall.The events gave an opportunity to feedback information to thecommunity on issues highlighted by the questionnaire, to reaf rmthese priorities and seek further comments from the community.The events also gave the opportunity to look at future actionsthat could be taken, the partners that need to be involved andthe possible time-frames in which projects could take place. Bothevents were a great success, with a total of 394 people attending.

    The PlanThe Plan sets out a number of themes. These includethe local economy, traf c & transport, housing &affordable housing, healthy active lifestyle, leisure& recreation, retail outlets, environment, youth andcommunity safety. Each theme contains the followinginformation -

    Objectives. Each of the themes has overallobjectives that should be borne in mind when workingon the resulting projects.

    Summary of the issues. The key issues to behighlighted by the research are summarised, withstatistics from the consultation being used to back up

    ndings.

    What residents said. Residents commentsare quoted throughout the Plan. These commentshave been taken from both the Planning Events andPrioritisation Events. Comments included aim to berepresentative of the range of statements made byresidents.

    Actions to be taken. Suggestions are made as tohow issues could be tackled providing ideas for futureprojects.

    Locations. Residents were invited to state whereparticular issues were a problem. The most commonly

    stated locations are listed in the Plan. For a full listof locations stated by residents refer to the PadstowAppraisal Report.

    Related Issues. It is important to remember thatmany of the issues within the Plan are interlinked andtherefore a holistic approach is required. For examplewhen looking at youth activities other issues such aspublic transport (in terms of accessing facilities outsideof the Parish) and road safety (accessing facilities onfoot safely) should also be considered.

    Partners. There are a range of different partnersthat should be involved when dealing with each issue.Relevant partners are listed in each section, withdetails on each partner being provided in the UsefulInformation section.

    Useful information. Where applicable informationsources that could be useful when working on aparticular issue are noted. See also the UsefulInformation section.

    Linking with other strategies. Existing strategiesthat need to be linked into are also noted. For furtherinformation on each policy, please refer to the UsefulInformation section.

    Sustainable development. The concept of sustainability is grounded in the importance of meetingthe needs of the present without compromising theability of future generations to meet their own needs.The UK Strategy for Sustainable Development breaks

    down sustainability into four key objectives:

    Social progress which recognises the needs of everyone.Effective protection of the environment.Prudent use of natural resources.Maintenance of high and stable levels of economic growth and employment.

    Sustainability needs to underpin any project within theParish Plan. There are many bene ts in ensuring thatsustainability is a key focus of a project including -

    Saving money - Ef cient use of energy andresources should help save money in the longterm.Ensuring longevity - Considering sustainableprinciples when formulating a project should helpensure that the resulting project will be successfuland continue to function long after its initial set-up.Promoting community cohesion - Sustainableprojects should involve a greater range of peoplein the community, which should help improvecommunity cohesion as well as help strengthenthe project.Increased chances of funding - Most fundersare now looking to see whether a project will besustainable so it is important that a communitygroup can demonstrate that they have given thistopic serious thought.

    The Plan has been formulated with sustainability inmind and it is advised that a sustainability check list isused when undertaking any resulting project, to ensurethat the project is as sustainable as possible.

    Key priorities. The prioritisation event gave residentsthe chance to say what they thought the real keypriorities were for the Parish and when they should bedealt with. The table on the right shows ten issues voted

    to be of most concern to the Parish. These prioritiesare highlighted throughout the Plan by a in therelevant sections. It is important to remember however,that there were a number of other issues highlightedin the consultation that are also of key importance andthese should not be overlooked. Over time it is likelythat other priorities will also emerge.

    Further research. Many of the issues highlightedin the Plan will need further investigation. Thisis particularly the case for projects such as thedevelopment of a community centre, diversifying the

    economy and building affordable housing. These arelikely to be large and complex projects and require astrong and speci c evidence base for demand. tTherefore ideas will need to be re ned before anyproject begins.

    Local Economy

    TourismPadstow and Trevone have become popular touristresorts over the past century, which has helped tosupplement the income from the declining shingindustry. It is estimated that over 150,000 visitors a year stay in the town (and the nearby parishes to the south)and the number of day visitors to Padstow itself is over 500,000 a year. The restaurant trade has also becomean industry for which Padstow is now famous.

    Both the tourist and restaurant industry have broughtbene ts to Padstow, but have also given rise to anumber of challenges. Residents highlighted thedanger of the over reliance on such an economy. Many

    were concerned with the low wages of many of the jobs available and the limited variety of employmentopportunities. Another large employer is T.J. Press onTrecerus Industrial Estate. There is also a considerablenumber of self employed builders, painters andrenovators in the Parish. It is vital for Padstow and thesurrounding Parish, to be able to offer more skilled

    job opportunities and that any future development issustainable. This means striving to ensure that theseindustries have a low impact on the environment andlocal culture, whilst still generating the income and

    employment that is of key importance to the economy.

    FishingFishing is still an important part of the localeconomy in Padstow, providing year round employmentwith 3 large netters and 12 crabbing boats, while alsocontributing greatly as a tourist attraction. The industrydoes, however, face many uncertainties with thereduction in the number of boats and uctuating marketprices. It is important that the industry is supported andsustained. Foreign trawlers also use the harbour.

    Sustainable EconomySustainable development does not just mean lookingafter the environment; it also requires a stable andhealthy economy that provides for the local peopleliving in the area. Residents feel that it is of absoluteimportance to ensure that local people, especially theyounger generations, are able to continue to live inthe Parish. It is vital therefore that there are suf cientemployment opportunities to provide them with anincome.

    An economy which attracts investment fromboth the public and private sector.

    An environment that supports growthbusinesses, innovation and entrepreneurs.An economy that secures quality jobs withwage levels which are at least as high as thenational average.An economy which provides excellentopportunities for people of all ages to engagein training and development.

    Objectives

    Promote a thriving economy with a diverse range of employment opportunities within the Parish.Ensure that residents have access to a wide range of training and learning opportunities.Increase the sustainability of the tourism industry in Padstow.

    Any new industries should complement, value andhelp protect the parishs economy and environment.Good business practice should be celebrated withinthe Parish, in terms of good environmental practice,community involvement and training opportunities etc.

    Training & Learning OpportunitiesEnsuring residents have access to training and learningopportunities is also important being stated by manylocal residents as a way to increase employability.Suggestions from residents for courses included ICT.Further investigation will be needed to identify the typeof training/courses required.

    Actions

    Employment & EconomyFurther identify suitable places in the Parish for developing long term, non-seasonal employment opportunities.Identify and build on Padstows selling points to encourage new businesses to set up in the area and encourageemployment opportunities.Continue to support and promote the shing industry.Promote local produce encouraging local food in schools, tourism businesses offering local menus, farmersmarkets and food festivals.Encourage local purchasing through setting up a local business and networking initiative.Encourage local residents to access employment by public transport, walking and cycling.Encourage tourism businesses in the Parish to adopt sustainable measures (eg. promoting the bus service totourists, further promoting local produce etc.) to ensure that the industry does not impact negatively on localculture and the environment.

    Training & Learning OpportunitiesInvestigate the possibilities of providing local learning facilities.Identify type of classes required (e.g. quali cation subjects / work related / ICT.) Exact needs could be identi edby interested residents returning a pre-prepared short form to a speci ed drop point or at an informal open event,to build on information already obtained.If training needs cannot be provided locally, publicise nearest course locations and look into access issues.

    Further investigate barriers to learning, such as transport/childcare.Seek advice from the Employment Service on assistance available to job seekers who wish to take up trainingcourses.Identify most suitable times to hold classes (ie. day or evening).Utilise local venues (eg. school, community halls), if feasible.Work with training providers.

    NCDC Local Plan - POLICY ECN4: Small scale units for employment purposeswill be permitted in or close to Padstow where: (a) the scale of the development is

    appropriate to the employment needs of the locality and the character and amenity of the surrounding area, and (b) the siting is well related to existing built development.

    Cornwall Local Transport Plan 2 - Transport Aim 1: Improve access to key servicesand facilities in Cornwall. Improve access to work, healthcare, education, food shopsand recreation to meet local needs by providing travel choice and reducing the need totravel, thereby supporting individual well being.

    Traf c & Transport

    Road SafetyThe Planning Events yielded a total of 221 suggestionsregarding traf c and transport. Slowing traf c downand reducing the amount of traf c throughout theParish were the most common suggestions. Theprioritisation revealed these issues were the 9th priorityfor the Parish. Residents highlighted the need for speed limits to be reviewed and as well as the need toenforce current restrictions (eg. double yellow lines).The most stated locations noted were Padstow townwith particular emphasis being given to GrenvilleRoad (school/Tesco area) and Treator. There wasalso concern about the increases in speeding traf c inTrevone, especially on Trevone Road above the Post

    Of ce. Many of the regular pedestrians here are elderlyand residents fear that measures to reduce speed needto be implemented immediately before there is a seriousaccident .The need for a zebra crossing on the corner of New Street was also suggested.

    ParkingParking was rated the 8th priority for the Parish with atotal of 188 votes. Problems were highlighted regardingpeople living in Padstow town (eg. on the quay) havingnowhere to park. This problem is exacerbated in thesummer months. Some residents requested additionalparking in Padstow town or free parking for localresidents. The issue needs to be dealt with carefullyhowever, as additional parking and provision for theprivate car has been proved to further contribute tocongestion problems due to the theory that providingfor the private car encourages and increases car use.There are also issues surrounding where extra parkingcould be situated. In general, the County Council statethey would not usually encourage the provision of additional parking in tackling parking problems and suchan approach would not necessarily re ect the approach

    taken by LTP 2 or the County Councils ParkingStrategy. However it may be an appropriate part of awider strategy to encourage walking, cycling and publictransport usage which better manages the needs of allresidents and visitors.

    In relation to residents parking, the Town Council havecarried out the rst stage of consultation for a residentsparking scheme and the local member is currentlyconsidering funding subsequent stages.

    Enforcement of parking restrictions is at present theresponsibility of the police. However they will bewithdrawing regular enforcement from 1st April 2008.The County Council is currently in the process of applying to the Department for Transport to take onresponsibility at that time.

    Reducing Car UseA more sustainable way to help tackle the problemof parking is to encourage residents and visitors touse other modes of transport (eg. buses) thereforedecreasing the amount of car travel within the parish.Comments were also made regarding public transportwith suggestions being made that there could berewards and discounts for people who regularly use thebus service instead of using their cars. There are dailybus services to Bodmin, Wadebridge and Newquayand less frequent services from Padstow Town to Truroand Plymouth. It was highlighted that a more regular bus service would be bene cial, helping residentsaccess facilities, services and friends outside theParish. Further research would need to be undertakento identify residents public transport requirements (eg.

    demand, times of travel, destinations etc.) to prove thecase for an improved service and to help determine howthe service could be developed. There was also call for a sensible park and ride system.

    Advertising car sharing initiatives and encouragingresidents and visitors to walk and cycle to nearbyplaces are other ways to help promote a reduction incar dependency.

    Objectives

    Improve the safety of all road users within the Parish, slowing traf c down, particularly where residents need to cross roads.Manage parking within the Parish so as to limit congestion and enable good vehicular access to all areas.Ensure residents have adequate access to services and facilities.Reduce the impact transport has on the environment.

    Please can we have parking for residents in the town centre eg Market, Quay,Duke Street, Lanadwell Street.

    ActionsRoad Safety

    Set up working group to explore possible solutions, looking atvarious traf c management options and law enforcement issues.Liaise and work with Town Council, Cornwall County CouncilHighways and Road Safety Departments, as well as Devon &Cornwall Constabulary.Contact County Councillor, as councillors also hold a budget for

    small local transport improvements.Using consultation data (as a basis) undertake further research,if necessary, to identify locations and speci c times (eg beginningand end of school day).Create draft plan of improvements for public information and toseek agreement.Liaise with partners to look at feasibility of creating pedestriancrossings, seeking advice and information on different options (eg.zebra crossings, traf c lights etc.)Re-investigate the possibilities of installing a speed camera onTrevone road.

    ParkingEase problem of dangerous and inconvenient parking (eg. on apavement forcing pedestrians into the road) through devising ascheme that is integrated with other access issues (eg. walking,cycling and public transport usage) which better manages theneeds of all residents and visitors. A transportation working groupneeds to be set up to look at possible options.Liaise with Town Council, County Highways and Road SafetyDepartment, as well as Devon & Cornwall Constabulary on what isfeasible and appropriate.Contact County Councillor, as councillors also hold a budget forsmall local improvements.This project will need to be considered in conjunction with issues

    relating to speeding traf c, as changes in parking arrangementsmay affect the need for traf c calming measures.

    AccessibilityFurther investigate public transport and accessibility issues,contacting ECRTP for advice.Promote car sharing initiatives to help ease traf c congestion.Promote walking and cycling initiatives in the Parish.Investigate the need for a Town Bus.

    Cornwall in general is becoming more and more an area of second homes.The county needs to start looking towards local needs. Housing, of course, is

    a big start. Where are our youngsters to go! Residents comment

    Housing & Affordable Housing

    Comments were made by young people in the Parishthat they were soon to move away to train, go touniversity or nd employment, with the hope of movingback in the future. They emphasised their uncertainty,however, due to the affordability issues. The HousingRegister remains the primary source of identi cationand prioritisation of applicants for affordable housingand residents should be urged to sign up to expresstheir need.

Such develop-ment would not only be environmental friendly, but alsoshould prove to be more affordable to live in due tolower fuel bills and running costs.

The pressure of second homesand holiday lets was seen as a major cause of thisproblem. There were also concerns raised as to howaffordable affordable housing is to many local peopledue to the low wage employment common in the area.

    Key Strategy - North Cornwall Local Plan

    Section 31.15 of the Plan states that as Padstow

    has a high proportion of seasonal properties (about3 times the County average) and one of the highestproportions of pensioner headed households inCornwall, there is a need for affordable housing for local people. Genuine affordable housing schemesas an exception to normal policies of restraint willtherefore be allowed on the edge of thedevelopment boundary provided they comply withPolicy HSG10 (See Further Information section).

    Most local youngsters cannot afford to buy a house, even at the discounted amounts being suggested by affordablehousing developers. The only answer is to build housing association or council housing to rent only to local people. This

    would then start to renew our community and bring down the prices on the bottom rung of the housing ladder. Residents comment

    Healthy Active Lifestyle

    Health ProvisionIn terms of need for additional health services in theParish, NHS dentistry received the most responses(29 cards) at the Planning Events. This corresponds tothe national shortage of NHS dentists. Recent reportshave highlighted the long waiting lists for NHS dentistryin Cornwall due to the shortage, with fewer and fewer quali ed dentists setting up as an NHS service.

    Accessibilitly

    Issues were also highlighted with regard to the lack of public transport available to access key health facilitiessuch as the hospital (particularly in Trevone).

    Healthy LivingHealthy living should be promoted in the Parish whichshould include encouraging residents to eat healthylocally produced food and to take regular exercise.Developing appropriate sport and recreational facilitieswas highlighted by residents as being the key priorityfor the Parish (see Leisure & Recreation section).It is important to remember however that Padstowalready offers a great deal of opportunities for healthyliving, (eg. the Camel Trail cycle route, tennis courts,

    opportunities for water sports etc.) and these need tocontinue to be promoted to residents.

    Ensure residents have adequate access to health facilities and social services.Adequate opportunities for residents of the Parish to lead a healthy active lifestyle.

    Case Study: Healthy Living Initiatives - Pedal/Stroll Back The Years

    Co-ordinated by Sustrans, Pedal Back The Years isan initiative that aims to get people physically activein Cornwall, though cycling. A walking programme,Stroll Back The Years, has also been introducedto provide physical activity opportunities for peoplewho nd cycling is not an option. The walks providesupportive and sociable ways for people of all agesand ability to meet the recommended 30 minutesof daily exercise, free of charge. North CornwallDistrict Council and Stroll Back the Years have puttogether a programme of walks, led by a trainedVolunteer, around the Bodmin Area.

    Such initiatives have also created jobs and helptackle accessibility issues, offering a good exampleof how projects can tackle a number of issuessuch as health, employment, transportation andenvironment.

    Leisure & Recreation

    Sports & Leisure FacilitiesSports and recreation groups that already exist withinthe Parish include a rowing club, a sailing & windsur ngclub, Padstow Sea Cadets, Girl Guides, Scouts, footballand cricket clubs etc. Providing additional sportsfacilities in the Parish, however, gained the highestnumber of votes at the prioritisation events, with a totalof 330 voting for action to happen Now , 19 votingfor Soon and 3 voting for Later, giving a total of 352votes. The scoping exercise and planning events alsohighlighted this as being of key importance Residentsrequested facilities such as a sports centre, swimmingpool, gym, skate facilities, squash and tennis courts,

    along with the need for tness classes.

    Padstow MuseumMany comments were made throughout the consultationabout Padstow Museum, stating that it was a greatasset to the area and should be supported, preservedand/or developed. It was also stated that a morepermanent building is needed to house the Museum,due to the uncertain future of the current building.

    Community HallsResidents suggested that a dedicated community hallwas needed in the Parish. It was also highlighted thatresidents needed to support the existing halls in theParish including the memorial hall, the church rooms,the social club and the Padstow Foyer Core Building.

    Objectives

    Residents to have access to sports facilities such as a sports hall/swimming pool, located within the Parish.

    North Cornwall Local Plan - Town Centre and Retail Development Policy PAD3: 31.19 Padstow contains alarge number of shops for the size of the town. However most of these shops are geared towards the touristmarket. The level of conventional shopping facilities has been limited by Padstows relatively isolated location,its small catchment area and the in uence of the surrounding towns particularly Bodmin and Wadebridge. 31.20The future of the town centre will depend upon consolidating and increasing town centre activity within a wellde ned area and maintaining an attractive town centre environment. One of the main problems affecting the towncentre is the amount of extraneous traf c during the peak months which leads to the blockage of narrow streets.Some traf c management measures have been implemented by the County Council to manage the traf c in theold town. This has contributed to an enhancement of both the conservation area and shopping environment of the town centre.

    Environment

    Protecting the EnvironmentThe qualities that residents value most about the Parishare its scenic beauty, countryside, location, wildlife,peacefulness and pace of life. The majority of residentsstate that they want to see either no change or gradualchange within Padstow with many residents highlightingthe issue that Padstow had seen a great amount of change already taken place in recent years, somebene cial, some undesirable. Padstows economy alsorelies heavily on the environment attracting tourists

    and businesses alike. It is fundamental therefore thatthe environment is protected. This includes a wholerange of issues from promoting local distinctivenessand ensuring that any new development is sympathetic

    to the local environment, to issues such as keeping thestreets clean and free of litter.

    Waste & RecyclingRequests were made by a number of residents for theprovision of wheelie bins for household waste and morelitter bins on streets. Although recycling only received 10suggestion cards at the Planning event, residents votedit 6th Priority for the Parish many making commentsthat promoting re-use and recycling measures was very

    important to help decrease the amount of waste beingproduced locally. Other issues that may not have beenhighlighted in the consultation (eg. renewable energy)will also need to be investigated in the future.

    Dog IssuesThere was signi cant feedback relating to dogissues. Most people seemed to agree on the need for responsible dog ownership. Speci c issues were theprovision of more dog bins in speci c areas with morefrequent emptying during peak times (holidays) anda fresh look at the dog ban on Trevone Beach. Therewere a signi cant number of people requesting a reviewof the dog ban on Trevone beach from both the Trevoneand Padstow events. Most people seemed to agree withthe need for control of dogs on the beach during thepeak summer months, but there was a clear feeling thatthe current timing does not re ect actual beach usage.Suggestions ranged from a shortening of the ban ora dogs on leads policy, to changing the hours duringwhich it was effective to lifeguarded hours.

    Facilitate a reduction in the overall volume of waste, through increasing re-use and recycling.Ensure that Padstow Parish develops without losing its sense of place and local distinctiveness.Promote a clean and litter free Parish.

    Youth

    Involving YouthIt is important that young people are encouraged toget involved in projects arising from the Parish Planespecially those that concern youth facilities/provision.Involving young people can bring a fresh perspectiveand new ideas regarding ways of tackling issues. Their involvement in consultation and development of youthprojects also means that projects can be designed

    based on actual rather than presumed needs whichshould increase the sustainability of resulting projects.Such involvement should also give young people the

    chance to gain ownership of projects and feel valuedmembers of the community.

    Skate ParkThe provision of a skate park was voted the thirdpriority for the Parish to provide young people with afacility within which they can skate in a safe place. Theprovision of such a facility should also bene t local

    residents by reducing con ict caused by skateboardersusing pedestrian and residential areas.

    Play FacilitiesPlay facilities were also deemed a key priority for theParish (7th) with many comments being made aboutthe unsuitability of the current facilities at Wheal JubileeParc.

    Youth ProvisionCornwall Youth service provides a youth worker torun two youth club sessions every week in Padstow.The clubs are held in a new purpose built facility (partof Padstow Foyer) that has been built by Devon andCornwall Housing Association to provide facilities for young people and the wider community. Over 60 localteenagers have been attending the sessions and dueto its success there is now a waiting list to join thegroup. The project relies on funding from public money,donations from the local community and an annualgrant from Padstow Town Council. The youth worker responsible for Padstow is keen to be involved in a

    CrimePadstow like the rest of Cornwall has a relatively lowcrime rate. The Community Safety & Drugs Strategyfor Cornwall and the Isles of Scilly states that localpeoples level of concern about crime tends to be higher than their actual experiences. However there are stilla number of crime and safety issues that affect theParish.

    VandalismProblems with vandalism of the play equipment atWheal Jubilee Parc were noted by residents manystating that its location (outside of the town and notbeing over looked) was a key factor to its misuse. It is
